      In accordance with subparagraph 2) of article 15 of the Law of the Republic of Kazakhstan dated May 30, 2005 “On international treaties of the Republic of Kazakhstan” The Government of the Republic of Kazakhstan RESOLVES:

      1. To approve the attached Agreement between the Government of the Republic of Kazakhstan and the Government of the Republic of Belarus on cooperation in the field of mass media concluded in Minsk on November 29, 2017.

      2. This resolution shall come into effect from the date of its signing.

AGREEMENT
between the Government of the Republic of Kazakhstan and the Government of the
Republic of Belarus on cooperation in the field of mass media

      The Government of the Republic of Kazakhstan and the Government of the Republic of Belarus, hereinafter referred to as the Parties,

      guided by the desire to further development of friendly relations between the two states and their peoples,

      giving special importance to expansion of cooperation in the field of media between the two states,

      agreed on the following:

Article 1

      The Parties, accepting the terms of this Agreement on cooperation in the field of mass media, as well as laws, regulations and national policies adopted by States Parties, on the basis of equality and mutual understanding shall promote the strengthening of cooperation between mass media institutions and other organizations involved in the production and distribution of media among the States Parties.

Article 2

      The Parties shall use modern available means to exchange mass media, print and audiovisual materials on the activities of the States Parties, promote cooperation between information agencies, as well as organizations engaged in the production and distribution of mass media.

Article 3

      Each Party shall provide the necessary assistance to journalists, photographers, television and publishing group, as well as other specialists, directed by the editorial offices of the mass media of the state of one Party to carry out professional activities in the territory of the state of the other Party, provided they comply with the national law of the state of the Party to which territory they are sent.

Article 4

      Cooperation and assistance within the framework of this Agreement shall be carried out within the budget funds stipulated by the national legislations of the States Parties.

Article 5

      All activities of the Parties under this Agreement are carried out in accordance with the national laws of the Parties and generally accepted norms of international law.

Article 6

      By mutual agreement of the Parties, this Agreement may be amended and supplemented, which are its integral parts, drawn up by separate protocols and entered into effect in the manner provided for in Article 7 of this Agreement.

Article 7

      This Agreement shall enter into effect on the date of the receipt through diplomatic channels, of the last written notification of the completion by the Parties of the internal procedures necessary for its entry into effect.

      This Agreement is concluded for a period of three years. Its validity shall be extended for the next three-year periods, if neither Party informs the other Party in written form, through diplomatic channels at least six months before the expiration of the specified period of its intention not to extend this Agreement.

      In witness whereof the undersigned, being duly authorized thereto by their respective Governments, signed this Agreement.

      Signed in Minsk on November 29, 2017 in two copies, each in the Kazakh and Russian languages, wherein all texts are equally authentic. In case of discrepancies in the interpretation of the provisions of this Agreement, the text in Russian shall prevail.
