On approval of the Rules for the Training in a Military Internship and a List of Specialties

Order of the Minister of Defense of the Republic of Kazakhstan dated August 24, 2017 № 483. It is registered in the Ministry of Justice of the Republic of Kazakhstan on September 26, 2017 № 15753.

In alignment with sub-paragraph 26-18) of paragraph 2 of Article 22 of the Law of the Republic of Kazakhstan of January 7, 2005 “On Defence and Armed Forces of the Republic of Kazakhstan” I DO HEREBY ORDER:

1. That the attached Rules for the Training in a Military Internship and a List of Specialties shall be approved.

2. In the manner prescribed by the legislation of the Republic of Kazakhstan, the Department of Education and Science of the Ministry of Defense of the Republic of Kazakhstan, shall:

1) ensure the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;

2) send a copy hereof to Republican State Enterprise on the Right of Economic Management “Republican Center of Legal Information” of the Ministry of Justice of the Republic of Kazakhstan for inclusion in the Reference Control Bank of the Regulatory Legal Acts of the Republic of Kazakhstan both in paper and electronic forms in Kazakh and Russian within ten calendar days from the day of state registration;

3) place this order on the Internet resource of the Ministry of Defense of the Republic of Kazakhstan after its first official publication;

4) send the information to the Legal Department of the Ministry of Defense of the Republic of Kazakhstan on the implementation of measures provided for by subparagraphs 1), 2) and 3) of this paragraph within ten calendar days from the date of state registration.

3. Control over execution of this order is entrusted to the supervising Deputy Minister of Defense of the Republic of Kazakhstan.

The Rules for the Training in a Military Internship and a List of Specialties

Chapter 1. General provisions

1. These Rules for the Training in a Military Internship and a List of Specialties determine the procedure for training in a military internship and a list of specialties.

2. The following definitions are used in these Rules:

1) military internship - a form of training military personnel in clinical specialties within the framework of basic higher medical education for admission to clinical practice, carried out by a structural unit of a higher military educational institution;

2) military intern - a serviceman studying in a military internship;

3) military medical faculty - a structural unit of a higher military educational institution of the Ministry of Defense of the Republic of Kazakhstan, designed to train medical specialists within the framework of basic higher medical education.

3. The main objective of the military internship shall be to improve the practical training of graduates of the military medical faculty of the military educational institution and military departments of medical higher educational institutions of the Republic of Kazakhstan, to increase the professional level and degree of their readiness for independent official and medical activities.

4. The training of military trainees is carried out in accordance with the state mandatory standard of higher education approved by the Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 31, 2018 No. 604 (registered in the Register of State Registration of Regulatory Legal Acts under No. 17669), the Rules for training medical personnel in internship approved by the Order of the Minister of Health of the Republic of Kazakhstan dated September 18, 2018 No. KR DSM-16 (registered in the Register of State Registration of Regulatory Legal Acts under No. 17534), the Rules for certification of medical workers, confirmation of validity of the certificate of a healthcare specialist, including foreign specialists, as well as conditions for admission to certification of a healthcare specialist who has received medical education outside the Republic of Kazakhstan, approved by the Order of the Minister of Health of the Republic of Kazakhstan dated December 15, 2020 No. KR DSM-274/2020 (registered in the Register of State Registration of Regulatory Legal Acts under No. 21818) and the Rules of activity of military educational institutions, subordinated to the Ministry of Defense of the Republic of Kazakhstan, approved by the Order of the Minister of Defense of the Republic of Kazakhstan dated September 18, 2017 No. 529dsp (registered in the Register of State Registration of Regulatory Legal Acts under No. 15866).

Chapter 2. Admission to military internship

5. In order to obtain the right to carry out clinical activities, military personnel, who have completed training at the military medical faculty in the specialties: “Military Medicine (with the right of clinical practice, 5 years of undergraduate + 2 years of internship)” and “Dentistry in Military Schooling (with the right of clinical practice, 5 years of undergraduate +1 year internship) ”, shall be enrolled in a military internship, with whom, the head of the structural unit of the Armed Forces of the Republic of Kazakhstan, organizing official activities in the field of medical support (hereinafter referred to as the structural unit), shall sign a new contract for a period of training in the military internship and for ten years of military service after graduation.

6. Graduates of medical higher educational institutions of the Republic of Kazakhstan (hereinafter referred to as the medical university) with a bachelor's degree in General Medicine and Dentistry shall be admitted to military internship within the limits of the quota allocated by the Ministry of Defense of the Republic of Kazakhstan.

7. Persons who have completed military training at the military department of a medical university shall be permitted to participate in the competition.

8. Prior to March 1 of the year of admission, the heads of military departments of medical universities shall conduct outreach among fifth-year students who have undergone military training at the military department of a medical university. A person who has expressed a desire to enroll in a military internship shall submit a report (in any form) to the head of the military department of a medical university before March 15 of the year of admission.

9. The head of the local military administration body, upon the recommendation of the head of the military department of the medical university, shall organize the work on conducting a special check and passing a preliminary medical examination before June 10 of the year of admission.

10. Prior to July 10 of the year of admission, the head of the military department of the medical university shall send to the Human Resources Department of the Ministry of Defense of the Republic of Kazakhstan (hereinafter referred to as the HRD of the Ministry of Defense of the Republic of Kazakhstan) the personal files of candidates for admission to the military internship and the necessary documents for conferring the first military rank of the officer "lieutenant of the medical reserve service", in accordance with paragraph of the Rules of Military Service in the Armed Forces, Other Troops and Military Units of the Republic of Kazakhstan approved by Decree of the President of the Republic of Kazakhstan No. 124 dated May 25, 2006 (hereinafter referred to as the Rules of Military Service).

The list of applicants selected for training in a military internship shall be approved by the Ministry of Defense of the Republic of Kazakhstan and sent to a higher military educational institution (hereinafter referred to as the Higher Education Institution) by a certain Minister of Defense of the Republic of Kazakhstan, no later than a month before the start of enrollment.

11. The deadlines for admission to a military internship, as well as the start and end dates of the school year, in accordance with subparagraph 10) of Article 5-1 of the Law of the Republic of Kazakhstan dated July 27, 2007 “On Education”, shall be determined independently by the Ministry of Defense of the Republic of Kazakhstan.

12. For admission to a military internship, candidates shall arrive at the Higher Education Institution to undergo competitive selection in accordance with the Rules for Admission to Training in Military Educational Institutions Subordinate to the Ministry of Defense of the Republic of Kazakhstan that implement educational programs of the appropriate level, approved by order of the Minister of Defense of the Republic of Kazakhstan No. 35 dated January 22, 2016 (registered in the Register of State Registration of Regulatory Legal Acts under No. 13268). Candidates shall be accommodated on the territory of the Higher Education Institution from the day of arrival.

13. Admission to military internships of graduates of medical universities shall be carried out on a competitive basis, in accordance with the average performance points for the entire period of study (taking into account grades for industrial practice) in four stages:

1) the first stage is the passage of a medical examination in accordance with the Rules for Conducting Military Medical Examination and the Regulation on Military Medical Examination Bodies in the Armed Forces of the Republic of Kazakhstan, approved by order of the Minister of Defense of the Republic of Kazakhstan No. 373 dated July 2, 2015 (registered in the State Registration Register of Regulatory Legal Acts under No. 11846);

2) the second stage - the conduct of professional-psychological selection is carried out in the form of computer testing;

3) the third stage - verification of physical fitness;

4) the fourth stage - competitive selection and admission.

14. Before June 1 of the admission year, the head of the military educational institution, heads of structural units submit to the structural unit in charge of military education, candidatures for inclusion in the admissions committee, approved before July 1 of the admission year by the order of the Minister of Defense of the Republic of Kazakhstan.

15. The head of the Higher Education Institution shall be appointed as the chairman of the selection committee, and the deputy chief (head of department (unit)) of the structural unit and the representative of the medical university, in which military interns will be trained in medical disciplines, shall be appointed as deputies.

16. The composition of the selection committee shall consist of an odd number of members (at least 5 people) and shall include specialists in specialized disciplines, including representatives of military medical units and institutions (general practitioner, surgeon, therapist, dentist), educational and methodical department (administrative unit) of the military higher educational establishment. Decisions shall be made by a simple majority of the total number of members of the selection committee.

17. The meetings of the selection committee shall be held upon the instructions of the Chairman of the selection committee and shall be accompanied by the execution of protocols in any form.

18. An applicant who does not agree with the result of passing the admission stage shall apply a written statement to the chairman of the selection committee until 10:00 am of the next calendar day after the announcement of the results. A protocol decision shall be drawn up, based on the results of consideration of the above statement.

19. The personal files of graduates of medical universities who have not passed competitive selection shall be sent within five working days back to the university.

21. Upon successful completion of the competitive selection by the head of the structural unit, a contract shall be signed with graduates of a medical university for a period of study in a military internship and for ten years of military service after its completion.

The signed contracts and documents established by the Rules of Military Service, for those entering the military service under the contract, shall be sent to the HR Department of the Ministry of Defense of the Republic of Kazakhstan to issue an order on admission to military service under the contract and to appoint officers to military medical units and institutions of the Armed Forces of the Republic Kazakhstan.

22. After the appointment, the military personnel shall submit reports in any form upon a command to be sent to study in a military internship, which shall be sent to a structural unit for subsequent submission to the HR Department of the Ministry of Defense of the Republic of Kazakhstan and after the issuance of an order for personnel on dismissal from their positions and enrollment in a military internship.

Chapter 3. Training in military internship

23. The military internship shall provide training in the following specialties:

1) “Military Medicine (with the right of clinical practice, 5 years of undergraduate + 2 years of internship)” with the qualification of “Medical Officer (General Practice)”, “Medical Officer (Surgeon)”, “Medical Officer (Therapist)”;

2) “Dentistry in Military Schooling (with the right of clinical practice, 5 years of undergraduate +1 year internship)” with the qualification of “Dental Officer”.

24. Training in a military internship in general military and military medical disciplines shall be carried out on the basis of the Higher Education Institution, in medical subjects - on the basis of a medical university on a contractual basis.

An annual agreement on the training of military interns in medical disciplines shall be concluded between the head of the higher educational institution and the rector of a medical university, herewith, the cost of training of one military intern shall not exceed the cost of the corresponding state grant.

25. The organization of educational, methodological and scientific work, conducting current, midterm performance monitoring, intermediate and final certification in the part related to the teaching of medical disciplines, shall be carried out jointly with interested structural units of the medical university.

Documentation on the organization of the educational process (work curricula, training programs, lesson schedules) shall be coordinated with authorized officials of a medical university and shall be revised taking into account changes in the state general educational standard.

26. The head of the Military University annually approves the training plan for military interns in the specialties, in agreement with the structural unit in charge of military education, no later than June 15 of the current year.

27. The duration of the school year in a military internship shall be determined by the standard curriculum and curriculum.

Об утверждении Правил подготовки в военной интернатуре и перечня специальностей

Приказ Министра обороны Республики Казахстан от 24 августа 2017 года № 483. Зарегистрирован в Министерстве юстиции Республики Казахстан 26 сентября 2017 года № 15753.

В соответствии с подпунктом 26-18) пункта 2 статьи 22 Закона Республики Казахстан от 7 января 2005 года "Об обороне и Вооруженных Силах Республики Казахстан" ПРИКАЗЫВАЮ:

1. Утвердить прилагаемые Правила подготовки в военной интернатуре и перечень специальностей.

2. Департаменту образования и науки Министерства обороны Республики Казахстан в установленном законодательством Республики Казахстан порядке обеспечить:

1) государственную регистрацию настоящего приказа в Министерстве юстиции Республики Казахстан;

2) направление копии настоящего приказа в Республиканское государственное предприятие на праве хозяйственного ведения "Республиканский центр правовой информации" Министерства юстиции Республики Казахстан для включения в Эталонный контрольный банк нормативных правовых актов Республики Казахстан в бумажном и электронном видах на казахском и русском языках в течение десяти календарных дней со дня государственной регистрации;

3) размещение настоящего приказа на интернет-ресурсе Министерства обороны Республики Казахстан после его первого официального опубликования;

4) направление сведений в Юридический департамент Министерства обороны Республики Казахстан об исполнении мероприятий, предусмотренных подпунктами 1), 2) и 3) настоящего пункта в течение десяти календарных дней со дня государственной регистрации.

3. Контроль за исполнением настоящего приказа возложить на курирующего заместителя Министра обороны Республики Казахстан.

Правила
подготовки в военной интернатуре и перечень специальностей

Глава 1. Общие положения

1. Настоящие Правила подготовки в военной интернатуре и перечень специальностей определяют порядок подготовки в военной интернатуре и перечень специальностей.

2. В настоящих Правилах используются следующие определения:

1) военная интернатура – форма подготовки военнослужащих по клиническим специальностям в рамках базового высшего медицинского образования для получения допуска к клинической практике, осуществляемая структурным подразделением высшего военного учебного заведения;

2) военный интерн – военнослужащий, обучающийся в военной интернатуре;

3) военно-медицинский факультет – структурное подразделение высшего военного учебного заведения Министерства обороны Республики Казахстан, предназначенное для подготовки медицинских специалистов в рамках базового высшего медицинского образования.

3. Основной задачей военной интернатуры является совершенствование практической подготовки выпускников военно-медицинского факультета военного учебного заведения и военных кафедр медицинских высших учебных заведений Республики Казахстан, повышение профессионального уровня и степени их готовности к самостоятельной служебной и врачебной деятельностям.

4. Подготовка военных интернов осуществляется в соответствии с государственным общеобязательным стандартом высшего образования, утвержденным приказом Министра образования и науки Республики Казахстан от 31 октября 2018 года № 604 (зарегистрирован в Реестре государственной регистрации нормативных правовых актов под № 17669), Правилами подготовки медицинских кадров в интернатуре, утвержденными приказом Министра здравоохранения Республики Казахстан от 18 сентября 2018 года № ҚР ДСМ-16 (зарегистрирован в Реестре государственной регистрации нормативных правовых актов под № 17534), Правилами проведения сертификации специалистов в области здравоохранения, подтверждения действия сертификата специалиста в области здравоохранения, включая иностранных специалистов, а также условия допуска к сертификации специалиста в области здравоохранения лица, получившего медицинское образование за пределами Республики Казахстан, утвержденными приказом Министра здравоохранения Республики Казахстан от 15 декабря 2020 года № ҚР ДСМ-274/2020 (зарегистрирован в Реестре государственной регистрации нормативных правовых актов под № 21818) и Правилами деятельности военных учебных заведений, подведомственных Министерству обороны Республики Казахстан, утвержденными приказом Министра обороны Республики Казахстан от 18 сентября 2017 года № 529дсп (зарегистрирован в Реестре государственной регистрации нормативных правовых актов под № 15866).

Глава 2. Прием в военную интернатуру

5. В военную интернатуру в целях получения права на осуществление клинической деятельности зачисляются военнослужащие, завершившие обучение на военно-медицинском факультете по специальностям: "Военная медицина (с правом клинической практики, 5 лет бакалавриата +2 года интернатуры)" и "Стоматология в военном деле (с правом клинической практики, 5 лет бакалавриата +1 год интернатуры)", с которыми руководитель структурного подразделения Вооруженных Сил Республики Казахстан, осуществляющего организацию служебной деятельности в сфере медицинского обеспечения (далее – структурное подразделение), подписывает новый контракт на срок обучения в военной интернатуре и на десять лет воинской службы после его окончания.

6. К поступлению в военную интернатуру допускаются выпускники медицинских высших учебных заведений Республики Казахстан (далее – медицинский ВУЗ), имеющие диплом бакалавра по специальностям "Общая медицина", "Стоматология" в пределах выделяемой Министерством обороны Республики Казахстан квоты.

7. К конкурсу допускаются лица, прошедшие курс военной подготовки при военной кафедре медицинского ВУЗа.

8. Начальниками военных кафедр медицинских ВУЗов в срок до 1 марта года приема проводится агитационно-разъяснительная работа среди студентов 5-го курса, прошедших военную подготовку при военной кафедре медицинского ВУЗа. Лицо, изъявившее желание поступать в военную интернатуру, в срок до 15 марта года приема подает рапорт (в произвольной форме) на имя начальника военной кафедры медицинского ВУЗа.

9. Начальник местного органа военного управления по представлению начальника военной кафедры медицинского ВУЗа в срок до 10 июня года приема организует работу по проведению специальной проверки и прохождению предварительного медицинского освидетельствования.

10. Начальник военной кафедры медицинского ВУЗа, в срок до 10 июля года приема, направляет в Департамент кадров МО РК (далее – ДК МО РК) личные дела кандидатов на поступление в военную интернатуру и необходимые документы для присвоения первого воинского звания офицерского состава "лейтенант медицинской службы запаса", в соответствии пунктом Правил прохождения воинской службы в Вооруженных Силах, других войсках и воинских формированиях Республики Казахстан утвержденной Указом Президента Республики Казахстан от 25 мая 2006 года № 124 (далее – Правила прохождения воинской службы).

Список поступающих, отобранных для обучения в военной интернатуре, утверждается Министерством обороны Республики Казахстан и направляется в высшее военное учебное заведение (далее – ВВУЗ) определенным Министром обороны Республики Казахстан, не позднее, чем за месяц до начала набора.

11. Сроки приема на военную интернатуру, а также сроки начала и окончания учебного года в соответствии с подпунктом 10) статьи 5-1 Закона Республики Казахстан от 27 июля 2007 года "Об образовании" определяются Министерством обороны Республики Казахстан самостоятельно.

12. Кандидаты на поступление в военную интернатуру прибывают для прохождения конкурсного отбора в ВВУЗ в соответствии с Правилами Приема на обучение в военные учебные заведения, подведомственные Министерству обороны Республики Казахстан, реализующие образовательные программы соответствующего уровня утвержденными приказом Министра обороны Республики Казахстан от 22 января 2016 года № 35 (зарегистрирован в Реестре государственной регистрации нормативных правовых актов за№ 13268).

Кандидаты размещаются на территории ВВУЗа со дня прибытия.

13. Прием в военную интернатуру выпускников медицинских ВУЗов осуществляется на конкурсной основе, в соответствии со средними баллами успеваемости за весь период обучения (с учетом оценок за производственную практику) в четыре этапа:

1) первый этап – прохождение медицинского освидетельствования в соответствии с Правилами проведения военно-врачебной экспертизы и Положения об органах военно-врачебной экспертизы в Вооруженных Силах Республики Казахстан, утвержденными приказом Министра обороны Республики Казахстан от 2 июля 2015 года № 373 (зарегистрирован в Реестре государственной регистрации нормативных правовых актов за № 11846);

2) второй этап – проведение профессионально-психологического отбора проводится в форме компьютерного тестирования;

3) третий этап – проверка физической подготовленности;

4) четвертый этап – конкурсный отбор и зачисление.

14. До 1 июня года приема начальник военного учебного заведения, руководители структурных подразделений представляют в структурное подразделение, курирующее вопросы военного образования, кандидатуры для включения в состав приемной комиссии, утверждаемый до 1 июля года приема приказом Министра обороны Республики Казахстан.

15. Председателем приемной комиссии назначается начальник ВВУЗа, заместителями – заместитель начальника (начальник управления (отдела)) структурного подразделения и представитель медицинского ВУЗа, в котором на договорной основе будут обучаться военные интерны медицинским дисциплинам.

16. Состав приемной комиссии состоит из нечетного количества членов (не менее 5-ти человек) и включает специалистов профилирующих дисциплин, в том числе представителей военно-медицинских частей и учреждений (врач общей практики, хирург, терапевт, стоматолог), учебно-методического отдела (управления) ВВУЗа. Решения принимаются простым большинством голосов от общего числа членов приемной комиссии.

17. Заседания приемной комиссии проводятся по указаниям Председателя приемной комиссии и сопровождаются оформлением протоколов в произвольной форме.

18. Поступающий, не согласный с результатом прохождения этапа приема, обращается до 10.00 часов следующего календарного дня после объявления результатов с письменным заявлением к председателю приемной комиссии. По результатам рассмотрения вышеуказанного заявления, оформляется протокольное решение.

19. Личные дела выпускников медицинских ВУЗов, не прошедших конкурсный отбор, направляются в течении пяти рабочих дней обратно в ВУЗ.

21. При успешном прохождении конкурсного отбора руководителем структурного подразделения с выпускниками медицинского ВУЗа подписывается контракт на срок обучения в военной интернатуре и на десять лет воинской службы после его окончания.

Подписанные контракты и документы, установленные Правилами прохождения воинской службы, для поступающих на воинскую службу по контракту, направляются в ДК МО РК для издания приказа о приеме на воинскую службу по контракту и назначения на должности офицерского состава в военно-медицинские части и учреждения Вооруженных Сил Республики Казахстан.

22. После назначения военнослужащие подают рапорта в произвольной форме по команде о направлении на обучение в военную интернатуру, которые направляются в структурное подразделение для последующего представления в ДК МО РК и издания приказа по личному составу об освобождении от занимаемых должностей и зачислении в военную интернатуру.

Глава 3. Обучение в военной интернатуре

23. В военной интернатуре проводится обучение по следующим специальностям:

1) "Военная медицина (с правом клинической практики, 5 лет бакалавриата+2 года интернатуры)" с присвоением квалификации "Военный врач (общей практики)", "Военный врач (хирург)", "Военный врач (терапевт)";

2) "Стоматология в военном деле (с правом клинической практики, 5 лет бакалавриата +1 год интернатуры)" с присвоением квалификации "Военный врач-стоматолог".

24. Обучение в военной интернатуре по общевоенным и военно-медицинским дисциплинам осуществляется на базе ВВУЗа, по медицинским предметам – на базе медицинского ВУЗа на договорной основе.

Ежегодный договор на обучение военных интернов по медицинским дисциплинам заключается между начальником ВВУЗа и ректором медицинского ВУЗа, при этом стоимость обучения одного военного интерна не превышает стоимость соответствующего государственного гранта.

25. Организация учебной, методической и научной работы, проведения текущего, рубежного контроля успеваемости, промежуточной и итоговой аттестаций в части, касающейся преподавания медицинских дисциплин, осуществляется совместно с заинтересованными структурными подразделениями медицинского ВУЗа.

Документация по вопросам организации учебного процесса (рабочие учебные планы, программы обучения, расписание занятий) согласовывается с уполномоченными должностными лицами медицинского ВУЗа и пересматривается с учетом изменений государственного общеобязательного стандарта образования.

26. Начальник ВВУЗа ежегодно утверждает план подготовки военных интернов по специальностям, по согласованию со структурным подразделением, курирующим вопросы военного образования, в срок не позднее 15 июня текущего года.

27. Продолжительность учебного года в военной интернатуре определяется типовой учебной программой и учебным планом.
