On approval of the methodology for the formation of the cost of training for education programs in the field of healthcare

      In accordance with subclause 91) of Article 7 of the Code of the Republic of Kazakhstan dated July 7, 2020 “On Public Health and Healthcare System”, I HEREBY ORDER:

      1. To approve:

      1) methodology for the formation of the cost of training per one bachelor degree and internship student in the field of healthcare under the state educational order according to Appendix 1 to this order;

      2) methodology for the formation of the cost of training per one resident physician, studying in master’s, doctoral programs in the field of healthcare under the state educational order according to Appendix 2 to this order.

      2. The Department of Science and Human Resources of the Ministry of Healthcare of the Republic of Kazakhstan in accordance with the procedure, established by the legislation of the Republic of Kazakhstan, shall ensure:

      1) state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;

      2) posting this order on the Internet resource of the Ministry of Healthcare of the Republic of Kazakhstan after its official publication;

      3) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, submission to the Legal Department of the Ministry of Healthcare of the Republic of Kazakhstan of information about implementation of measures, provided for in subclauses 1) and 2) of this clause.

      3. Control over execution of this order shall be entrusted to the supervising Vice Minister of Healthcare of the Republic of Kazakhstan.

      4. This order shall be enforced upon expiry of ten calendar days after the date of its first official publication.

Methodology
for the formation of the cost of training per one bachelor degree and
internship student in the field of healthcare under the state educational order

      1. This Methodology for the formation of the cost of training per one bachelor degree and internship student in the field of healthcare under the state educational order (hereinafter referred to as the Methodology) have been developed in accordance with subclause 91) of Article 7 of the Code of the Republic of Kazakhstan dated July 7, 2020 “On Public Health and Healthcare System” (hereinafter referred to as the Code) and shall determine the uniform approach in the formation of the cost of training on programs of education in the field of healthcare and shall apply for planning the volume of financing the organizations of education in the field of healthcare.

      2. A monthly calculation index (hereinafter referred to as the MСI), established for the relevant financial year by the Law on the Republican Budget shall be used when forming the cost of training per one bachelor degree and internship student in the field of healthcare under the state educational order.

      3. The cost of training per one bachelor degree and internship student in the field of healthcare under the state educational order per year shall be determined by adding the cost items according to the following formula:

      CTbi = (ci. 1+ ci.2+ ci.3 + ci.4 + ci.5+ ci.6+ ci.7+ ci.8+ci.9), where:

      CTbi – cost of training per one bachelor's and internship student;

      ci. 1 - payroll and health improvement fund for teaching staff, educational support, administrative and managerial and service personnel, calculated on the basis of the current payroll systems of educational organizations in the field of healthcare and the actual costs of the payroll fund for the previous financial year per student per year

      ci. 2 – taxes and other obligatory payments to the budget according to the Code of the Republic of Kazakhstan dated December 25, 2017 “On taxes and other obligatory payments to the budget”;

      ci. 3 - compulsory social health insurance according to the Law of the Republic of Kazakhstan dated November 16, 2015 “On Compulsory Social Health Insurance”;

      ci. 4 – costs for advanced training of the academic teaching staff according to clause 4 of Article 37 of the Law of the Republic of Kazakhstan dated July 27, 2007 “On Education” (hereinafter referred to as the Law).

      An expenditure norm per one bachelor degree and internship student per year amounts to not less than 0,6-fold MCI;

      ci. 5 - the cost of assessing the professional preparedness of graduates of educational programs in the field of healthcare in accordance with the procedure determined in clauses 3 and 5 of Article 223 of the Code.

      An expenditure norm per one bachelor degree and internship student per year 0,7- fold MCI;

      ci. 6 - public utilities (for cold, hot water, sewerage, heat, electricity) per bachelor degree and internship student per year, calculated according to the average actual costs of health education organizations for the previous financial year;

      ci. 7 – costs of the acquisition of educational, methodological and scientific literature, electronic textbooks to ensure the educational process for libraries in accordance with the procedure determined in subclause 19-3) of Article 5 of the Law.

      An expenditure norm calculated per one bachelor degree and internship student per year amounts to not less than 0,6-fold MCI;

      ci. 8 - equipping the material and technical base (production equipment, computer office equipment, software, medical equipment, phantoms, breadboard models for the educational process) according to clause 2 of Article 35 of the Law, as well as subclause 1) of clause 3 of Article 220 and subclause 233) of clause 1 of Article 1 of the Code.

      An expenditure norm calculated per one bachelor degree and internship student per year amounts to not less than 72-fold MCI;

      ci. 9 - other expenses (communications, internet, cleaning, security) calculated according to the established rate of payment for communications, internet, cleaning, security per one bachelor degree and internship student per year.

      An expenditure norm calculated per one bachelor degree and internship student per year amounts to not less than 4-fold MCI.

Methodology
for the formation of the cost of training per one resident physician, studying in master’s,
doctoral programs in the field of healthcare under the state educational order

      1. This methodology for the formation of the cost of training per one resident physician, studying in master’s, doctoral programs in the field of healthcare under the state educational order (hereinafter referred to as the Methodology) have been developed in accordance with subclause 91) of Article 7 of the Code of the Republic of Kazakhstan dated July 7, 2020 “On Public Health and Healthcare System” (hereinafter referred to as the Code) and shall determine the unified approach when forming the cost of education for education programs in the field of healthcare and is used to plan the amount of funding for organizations of education in the field of healthcare.

      2. A monthly calculated index (hereinafter referred to as the MCI), established for the relevant financial year by the Law on the Republican Budget, shall be used when the cost of training per one resident physician, studying in master’s, doctoral programs in the field of healthcare under the state educational order.

      3. The cost of training per one resident physician under the state educational order shall be determined by adding cost items indicated in clause 5 of this Methodology, according to the formula:

      CTr = (ci. 1+ci.2+ ci.3 + ci.4 + ci.5+ ci.6+ ci.7+ ci.8+ci.10), where:

      CTr – the cost of training of one resident physician;

      ci. – cost item.

      4. The cost of training for one student studying in master’s, doctoral programs in the field of healthcare under the state educational order shall be determined by adding the items of expenditure specified in paragraph 5 of this Methodology, according to the formula:

      CTmd = (ci. 1+ ci.2+ ci.3 + ci.4 + ci.6+ ci.8 + ci.9+ ci.10), where:

      CTmd – The cost of training for one student studying in master’s, doctoral programs;

      ci. – cost item.

      5. In this Methodology, the following cost items are used:

      ci.1 - payroll and health improvement fund for teaching staff, educational support, administrative and managerial and service personnel, calculated on the basis of the current payroll systems of organizations of education and science in the field of healthcare and the actual costs of the payroll fund for the previous financial year per one resident physician, studying in master’s, doctoral programs per year;

      ci. 2 - taxes and other obligatory payments to the budget according to the Code of the Republic of Kazakhstan dated December 25, 2017 “On taxes and other obligatory payments to the budget”;

      An expenditure norm per a resident physician per year amounts to not less than 2-fold MCI;

      ci. 6 - public utilities (for cold, hot water, sewerage, heat, electricity) per one resident physician per year, calculated according to the average actual costs of organizations of education and science in the field of healthcare for the previous financial year;

      ci. 7 – the costs of the acquisition of educational, methodological and scientific literature, electronic textbooks to ensure the educational process for libraries in accordance with the procedure determined in subclause 19-3) of Article 5 of the Law.

      An expenditure norm per a resident physician per year amounts to not less than 6-fold MCI;

      ci. 8 - equipping the material and technical base (industrial equipment, computer office equipment, software, medical equipment) in accordance with clause 2 of Article 35 of the Law.

      An expenditure norm per a resident physician studying in master’s, doctoral programs per year amounts to not less than 6-fold MCI;

      ci. 9 - internship of a student in master’s, doctoral programs (including overseas), calculated according to the average actual costs of organizations of education and science in the field of healthcare for the previous financial year.

      An expenditure norm for the internship of a student in a master’s program (including overseas) includes the cost of training, travel, accommodation, per diem allowance, the cost of obtaining a visa and amounts to not less than 62-fold MCI.

      An expenditure norm for the overseas internship a student in a doctoral program includes the cost of training, travel, accommodation, per diem allowance, the cost of obtaining a visa and amounts to not less than 67-fold MCI;

      Cp. 10 - other expenses (communications, internet, cleaning, security), calculated according to the established rate of payment for communications, internet, cleaning, security per one resident physician, studying in master’s, doctoral programs per year.

      An expenditure norm per a resident physician studying in master’s, doctoral programs per year amounts to not less than 4-fold MCI.
