ПОСТАНОВЛЯЮ:

1. Установить ежегодное проведение конкурса на соискание премии Президента Республики Казахстан "Алтын сапа" и республиканского конкурса-выставки "Лучший товар Казахстана".

2. Образовать Комиссию по присуждению званий лауреатов премии Президента Республики Казахстан "Алтын сапа" и званий дипломантов республиканского конкурса-выставки "Лучший товар Казахстана" в составе согласно приложению к настоящему Указу.

3. Утвердить прилагаемые:

1) Правила проведения конкурса на соискание премии Президента Республики Казахстан "Алтын сапа" и присуждения званий лауреатов;

2) исключен Указом Президента РК от 02.07.2009 № 841 (порядок введения в действие см. п. 3 );

2-1) Правила проведения республиканского конкурса-выставки "Лучший товар Казахстана" и присуждения званий дипломантов;

3) положение о Комиссии по присуждению званий лауреатов премии Президента Республики Казахстан "Алтын сапа" и званий дипломантов республиканского конкурса-выставки "Лучший товар Казахстана".

5. Правительству Республики Казахстан в месячный срок в установленном порядке разработать и утвердить:

1) Правила оформления, представления и предварительной оценки материалов участников конкурса на соискание премии Президента Республики Казахстан "Алтын сапа";

2) исключен Указом Президента РК от 02.07.2009 № 841 (порядок введения в действие см. п. 3 );

3) Правила оформления, представления и предварительной экспертной оценки материалов и продукции, представляемых на региональный и республиканский конкурсы-выставки "Лучший товар Казахстана".

6. Правительству Республики Казахстан принять иные меры по реализации настоящего Указа.

8. Настоящий Указ вводится в действие со дня официального опубликования.

ПРАВИЛА
проведения конкурса на соискание премии Президента Республики Казахстан "Алтын сапа" и присуждения званий лауреатов

1. Премия Президента Республики Казахстан "Алтын сапа" (далее – премия) присуждается ежегодно на конкурсной основе за достижение организацией значительных результатов в области качества продукции и/или услуг, обеспечение их безопасности, а также за внедрение организацией высокоэффективных методов управления качеством.

Премия предусматривает вручение участникам конкурса, удостоенным званий лауреатов премии, эмблемы конкурса, дипломов лауреатов и денежного вознаграждения.

Размер денежного вознаграждения составляет 450 (четыреста пятьдесят) месячных расчетных показателей.

2. Комиссией по присуждению званий лауреатов премии Президента Республики Казахстан "Алтын сапа" и званий дипломантов республиканского конкурса-выставки "Лучший товар Казахстана" (далее – Комиссия) ежегодно присуждаются премии по трем категориям в четырех номинациях, предусмотренных пунктом 5 настоящих Правил.

Звание лауреата премии присуждается победителям конкурса на соискание премии Президента Республики Казахстан "Алтын сапа" (далее – конкурс) на основании решения Комиссии.

3. Организация конкурса на соискание премии осуществляется за счет и в пределах средств, предусмотренных на эти цели в республиканском бюджете на соответствующий финансовый год.

4. На соискание премии могут претендовать индивидуальные предприниматели и юридические лица, занимающиеся производством товаров, оказанием услуг (за исключением производства вооружений и военной техники) на территории Республики Казахстан (далее – участники конкурса).

Не допускаются к участию в конкурсе организации, в которых доля участия государства составляет более 50%, а также организации, в отношении которых в установленном порядке приняты решения об осуществлении процедур, предусмотренных законодательством Республики Казахстан о реабилитации и банкротстве.

5. Участники конкурса должны подтвердить Комиссии высокое качество выпускаемой продукции или оказываемой услуги за период не менее трех лет.

Организации участвуют в конкурсе по следующим номинациям:

1) "Лучшее предприятие производственного назначения";

2) "Лучшее предприятие, выпускающее товары для населения";

3) "Лучшее предприятие, оказывающее услуги";

4) "Лучшее предприятие, выпускающее продовольственные товары и/или сельскохозяйственную продукцию".

По каждой номинации вручаются три премии по следующим категориям:

1) субъект малого предпринимательства;

2) субъект среднего предпринимательства;

3) субъект крупного предпринимательства.

В конкурсе учреждаются специальные премии "Лучший индустриальный проект", "Лучший инновационный проект".

6. Организатором конкурса на соискание премии является Национальная палата предпринимателей Республики Казахстан (далее – организатор конкурса).

7. Не допускается повторное выдвижение на соискание премии в течение четырех лет после ее получения в определенной номинации.

8. Организатор конкурса ежегодно в феврале текущего года объявляет в средствах массовой информации о проведении данного конкурса.

9. Организации, желающие участвовать в конкурсе, оформляют и подают материалы организатору конкурса в соответствии с Правилами оформления, представления и предварительной оценки материалов участников конкурса на соискание премии Президента Республики Казахстан "Алтын сапа", утверждаемыми Правительством Республики Казахстан.

10. Конкурс проводится в четыре этапа:

1) на первом этапе организатором конкурса осуществляются прием заявок на участие в конкурсе и предварительная оценка материалов;

2) на втором этапе организатор конкурса представляет на рассмотрение экспертной группе, сформированной решением организатора республиканского конкурса, материалы участников конкурса и предварительное заключение по этим материалам. Экспертная группа, сформированная решением организатора республиканского конкурса, определяет финалистов конкурса для участия в третьем этапе конкурса (три по трем категориям в четырех номинациях и по два в специальных премиях);

3) на третьем этапе экспертной группой, сформированной решением организатора республиканского конкурса, проводится оценка финалистов с выездом на предприятия;

4) на четвертом этапе организатор конкурса представляет на рассмотрение Комиссии материалы финалистов конкурса с результатами экспертной оценки материалов и экспертизы на местах (три по трем категориям в четырех номинациях и по два в специальных премиях). Комиссия на основании представленных материалов определяет победителей и принимает решение о присуждении участникам конкурса званий лауреатов премии.

11. Участникам конкурса, удостоенным званий лауреатов премии, вручаются соответствующий диплом, эмблема конкурса и денежное вознаграждение.

12. Церемония награждения победителей конкурса проводится ежегодно в торжественной обстановке. Дата и место проведения церемонии награждения победителей конкурса определяются по согласованию с Администрацией Президента Республики Казахстан.

13. Список участников конкурса, удостоенных званий лауреатов премии, публикуется в средствах массовой информации.

14. Участники конкурса, удостоенные званий лауреатов премии, получают право использования эмблемы премии в рекламных целях в течение четырех лет после присуждения премии.

ПРАВИЛА
проведения республиканского конкурса-выставки
"Лучший товар Казахстана" и присуждения званий дипломантов

1. Организатором республиканского конкурса-выставки "Лучший товар Казахстана" (далее – конкурс) является Национальная палата предпринимателей Республики Казахстан (далее – организатор конкурса), организаторами региональных конкурсов-выставок "Лучший товар Казахстана" являются палаты предпринимателей областей, города республиканского значения и столицы (далее – организаторы региональных конкурсов). Организация конкурса осуществляется за счет и в пределах средств, предусмотренных на эти цели в республиканском бюджете на соответствующий финансовый год. Организация региональных конкурсов-выставок "Лучший товар Казахстана" осуществляется за счет и в пределах средств местных бюджетов акиматов областей, города республиканского значения и столицы.

2. Основными целями конкурса являются:

1) активизация деятельности физических и юридических лиц, направленной на повышение качества отечественной продукции;

2) содействие насыщению рынка Казахстана высококачественной и конкурентоспособной продукцией;

3) создание предпосылок и содействие широкому внедрению современных методов управления и обеспечения качества на основе отечественных и международных стандартов;

4) привлечение внимания промышленных, коммерческих и общественных организаций к необходимости решения проблем качества;

5) популяризация идеи качества среди населения.

3. Участниками конкурса могут быть индивидуальный предприниматель или юридическое лицо, которые:

1) осуществляют производство на территории Республики Казахстан промышленных, продовольственных товаров и продукции производственно-технического назначения;

2) имеют положительные результаты по обеспечению стабильно высокого уровня качества продукции и его систематического улучшения, подтвержденные организатором конкурса.

4. Юридическое лицо или индивидуальный предприниматель, желающие участвовать в конкурсе, оформляют и подают материалы организатору конкурса в соответствии с Правилами оформления, представления и предварительной экспертной оценки материалов и продукции, представляемых на региональный и республиканский конкурсы-выставки "Лучший товар Казахстана", утверждаемыми Правительством Республики Казахстан.

5. Конкурс проводится по трем номинациям:

1) "Лучшие товары производственного назначения";

2) "Лучшие товары для населения";

3) "Лучшие продовольственные товары".

В каждой номинации определяются по три победителя.

6. Конкурс проводится в соответствии с планом мероприятий, утверждаемым решением Комиссии по присуждению званий лауреатов премии Президента Республики Казахстан "Алтын сапа" и званий дипломантов республиканского конкурса-выставки "Лучший товар Казахстана" (далее – Комиссия), и осуществляется в четыре этапа:

1) на первом этапе на региональном уровне осуществляются прием заявок на участие в конкурсе, экспертная оценка материалов и продукции. Экспертной группой, сформированной решением организаторов региональных конкурсов, определяются 9 победителей региональных конкурсов.

Организаторы региональных конкурсов направляют организатору республиканского конкурса необходимые документы победителей региональных конкурсов.

Победители региональных конкурсов участвуют в республиканском конкурсе;

2) на втором этапе экспертная оценка материалов и продукции осуществляется на республиканском уровне. Экспертной группой, сформированной решением организатора республиканского конкурса, определяются 27 финалистов по трем номинациям;

3) на третьем этапе 27 финалистов участвуют в онлайн-голосовании;

4) на четвертом этапе организатор республиканского конкурса представляет на рассмотрение Комиссии материалы 27 финалистов с предварительными заключениями и результатами онлайн-голосования (по три финалиста в каждой номинации).

Комиссия на основании представленных материалов принимает решение о присуждении 9 участникам конкурса званий дипломантов республиканского конкурса-выставки "Лучший товар Казахстана" (далее – дипломанты конкурса).

В случае равенства баллов по итогам предварительного заключения победитель определяется по итогам онлайн-голосования.

7. Дипломанты конкурса награждаются эмблемой и дипломами республиканского конкурса-выставки "Лучший товар Казахстана".

8. Список дипломантов конкурса публикуется в средствах массовой информации.

9. Дипломанты конкурса получают право в течение четырех лет использовать эмблему конкурса в рекламных целях.

1. Общие положения

1. Комиссия по присуждению званий лауреатов премии Президента Республики Казахстан "Алтын сапа" и званий дипломантов республиканского конкурса-выставки "Лучший товар Казахстана" (далее - Комиссия) является консультативно-совещательным органом при Президенте Республики Казахстан и формируется из числа руководителей органов государственного управления, специалистов в области управления качеством, представителей общественных объединений.

Состав Комиссии утверждается Президентом Республики Казахстан.

2. Комиссия в своей деятельности руководствуется Конституцией, законами Республики Казахстан, актами Президента Республики Казахстан и иными нормативными правовыми актами Республики Казахстан, а также настоящим положением.

2. Задачи и права Комиссии

3. Задачами Комиссии являются:

1) рассмотрение материалов участников, подавших заявки для участия в конкурсах на соискание премии Президента Республики Казахстан "Алтын сапа" и званий дипломантов республиканского конкурса-выставки "Лучший товар Казахстана" (далее - конкурсы);

2) проведение оценки участников конкурсов и отбор претендентов;

3) определение лауреатов и дипломантов конкурсов.

4. В соответствии со своими задачами Комиссия имеет право:

1) взаимодействовать с государственными органами и иными организациями, а также общественными объединениями;

2) запрашивать и получать от рабочего органа Комиссии дополнительные материалы, необходимые для реализации задач Комиссии;

3) иные права, необходимые для осуществления возложенных на Комиссию задач.

3. Организация деятельности Комиссии

5. В состав Комиссии входят:

1) председатель Комиссии;

2) заместитель председателя Комиссии;

3) секретарь Комиссии;

4) члены Комиссии.

6. Председатель Комиссии руководит ее деятельностью, председательствует на заседаниях, планирует ее работу, осуществляет общий контроль за реализацией ее решений. Во время отсутствия председателя Комиссии его функции выполняет заместитель.

Формы эмблем и дипломов конкурсов с их описаниями утверждаются председателем Комиссии.

7. Секретарь Комиссии представляет на рассмотрение членам Комиссии документы и материалы, подготовленные рабочим органом.

8. На рабочий орган Комиссии, которым является Национальная палата предпринимателей Республики Казахстан, возлагаются следующие функции:

1) информирование о сроках и условиях проведения конкурсов через средства массовой информации и официальный веб-сайт рабочего органа;

2) прием материалов, поступающих от участников конкурсов, и отбор организаций для дальнейшего участия в конкурсах;

3) предварительное рассмотрение поступивших материалов, включая их экспертизу, с привлечением экспертов-аудиторов по сертификации систем менеджмента качества и специалистов в соответствующих областях знаний, а также образуемых экспертных групп;

4) подготовка и организация заседаний Комиссии;

5) организация церемонии награждения победителей конкурсов;

6) содействие распространению опыта победителей конкурсов;

7) организация обучения по критериям конкурсов для потенциальных участников путем проведения обучающих семинаров и вебинаров;

8) ведение реестра экспертов;

9) информационное сопровождение конкурсов и популяризация идеи качества в социальных сетях;

10) формирование экспертных групп региональных и республиканских конкурсов;

11) проведение оценки финалистов с выездом на предприятия.

9. Комиссия ежегодно определяет и утверждает план мероприятий на соответствующий год по организации и проведению конкурсов.

10. Заседания Комиссии проводятся по мере необходимости, но не реже одного раза в полугодие. Заседание Комиссии считается правомочным при участии не менее двух третей от общего числа членов Комиссии.

11. Окончательное решение о присуждении званий победителей конкурсов принимается Комиссией путем проведения открытого голосования и считается принятым, если за него подано большинство голосов от общего количества членов Комиссии. В случае равенства голосов принятым считается решение, за которое проголосовал председатель. Решение оформляется протоколом заседания и подписывается всеми присутствующими членами Комиссии.

Решение Комиссии публикуется в официальной печати.

12. Вручение эмблем конкурсов и дипломов победителям конкурсов осуществляется в торжественной обстановке. Дата и место вручения эмблем конкурсов и дипломов победителям конкурсов определяются по согласованию с Администрацией Президента Республики Казахстан.

Информация, содержащаяся в конкурсных материалах и полученная в ходе экспертизы на местах, является конфиденциальной и не может быть использована в иных целях, кроме оценки конкурсанта, без его письменного согласия.

13. Решение о прекращении деятельности Комиссии принимается Президентом Республики Казахстан.

I HEREBY RESOLVE AS FOLLOWS:

1. That the competition for the Altyn Sapa Award of the President of the Republic of Kazakhstan and “The Best Product of Kazakhstan” National Competition and Exhibition shall be held on an annual basis.

3. That the following enclosed regulations shall be approved:

1) the Rules for holding a competition for the Altyn Sapa Award of the President of the Republic of Kazakhstan and awarding the titles of laureates;

2) excluded by Decree of the President of the Republic of Kazakhstan № 841 dated 02.07.2009 (see paragraph 3 for the enactment procedure);

2-1) the Rules for holding “The Best Product of Kazakhstan” National Competition and Exhibition and awarding the titles of diploma winners;

3) the Regulations on the Commission for awarding the titles of laureates of the Altyn Sapa Award of the President of the Republic of Kazakhstan and the titles of diploma winners of “The Best Product of Kazakhstan” National Competition and Exhibition

RULES for holding a competition for the Altyn Sapa Award of the President of the Republic of Kazakhstan and awarding the titles of laureates

1. The Altyn Sapa Award of the President of the Republic of Kazakhstan (hereinafter referred to as the award) shall be conferred annually on a competitive basis for achieving significant results by the organisation in the field of quality of products and/or services, ensuring their safety, as well as for implementation of highly effective methods of quality management by the organisation.

The award shall provide for the presentation of a competition emblem, a laureate's diploma and a pecuniary reward to the competitors who have won the title of laureates.

The remuneration shall be 450 (four hundred and fifty) monthly calculation indices.

2. The Commission for awarding the titles of laureates of the Altyn Sapa Award of the President of the Republic of Kazakhstan and the titles of diploma winners of “The Best Product of Kazakhstan” National Competition and Exhibition (hereinafter - the Commission) shall annually award in three categories in four nominations provided by paragraph 5 of these Rules.

The title of laureate shall be awarded to the winners of the Altyn Sapa Award of the President of the Republic of Kazakhstan (hereinafter - the competition) based on the decision of the Commission.

3. The organization of the competition for the award shall be carried out at the expense and within the funds provided for this purpose in the national budget for the financial year concerned.

4. Individual entrepreneurs and legal entities engaged in the production of goods, provision of services (with the exception of the production of weapons and military equipment) in the territory of the Republic of Kazakhstan (hereinafter – the competitors) may apply for the award.

Organizations whereby the state has a stake exceeding 50%, as well as organizations in relation to which decisions have been made in conformity with the established order on the implementation of procedures provided for by the legislation of the Republic of Kazakhstan on rehabilitation and bankruptcy shall be prohibited to participate in the competition.

5. Competitors must prove to the Commission the high quality of the product or service provided over a period of at least three years.

Organizations shall participate in the competition in the following nominations:

1) “The Best Industrial Enterprise”;

2) “The Best Enterprise Producing Goods for the Public”;

3) “The Best Service Provider”;

4) “The Best Enterprise Producing Food and/or Agricultural Products.”

For each nomination, three prizes shall be awarded in the following categories:

1) a small business entity;

2) a medium-sized business entity;

3) a large business entity.

The competition shall establish special awards as “The Best Industrial Project” and “The Best Innovative Project”.

6. The organizer of the competition for the Award shall be the National Chamber of Entrepreneurs of the Republic of Kazakhstan (hereinafter - the organizer of the competition).

7. It shall be prohibited to be nominated for the Award again within four years after receiving the Award in a certain nomination.

8. The organizer of the competition shall announce the competition in the media annually in February of the current year.

9. Organisations wishing to participate in the competition shall prepare and submit materials to the organiser of the competition in compliance with the Rules of Registration, Submission and Preliminary Evaluation of Materials of Competitors for the Altyn Sapa Presidential Award approved by the Government of the Republic of Kazakhstan.

10. The competition shall be held in four stages:

1) at the first stage, the organizer of the competition accepts applications for participation in the competition and carries out preliminary evaluation of materials;

2) at the second stage, the organizer of the competition submits to the expert group, formed by the decision of the organizer of the National Competition, the materials of the competitors and a preliminary conclusion on these materials. The expert group, formed by the decision of the organizer of the republican competition, determines the finalists of the competition for participation in the third stage of the competition (three in three categories in four nominations and two in special prizes);

3) at the third stage, the finalists are evaluated by an expert group formed by decision of the organiser of the national competition, with an on-site visit to the enterprises;

4) at the fourth stage, the competition organiser submits the materials of the finalists of the competition to the Commission with the results of the expert evaluation of the materials and on-site examination (three in three categories in four nominations and two each in the special prizes). The Commission determines the winners based on the submitted materials and makes a decision on awarding the competitors with the titles of laureates.

11. Competitors awarded the title of laureates shall be awarded a corresponding diploma, a competition emblem and a monetary reward.

12. The awarding ceremony for the winners of the Competition shall be held annually in a festive atmosphere. The date and venue for the ceremony of awarding the winners of the Competition shall be determined in coordination with the Executive Office of the President of the Republic of Kazakhstan.

13. The list of competitors awarded with the title of laureates shall be published in the media.

14. Competitors awarded the title of laureates shall be entitled to use the emblem of the award for promotional purposes for a period of four years after the award is presented.

1. The organizer of the “The Best Product of Kazakhstan” National Competition and Exhibition (hereinafter - the competition) shall be the National Chamber of Entrepreneurs of the Republic of Kazakhstan (hereinafter - the organizer of the competition), the organizers of the “The Best Product of Kazakhstan” Regional Competitions and Exhibitions shall be the Chambers of Entrepreneurs of the regions, the city of republican status and the capital (hereinafter - the organizers of regional competitions). The organization of the competition shall be carried out at the expense and within the funds provided for these purposes in the national budget for the relevant financial year. The organization of “The Best Product of Kazakhstan” Regional Competitions and Exhibitions shall be carried out at the expense and within the funds of local budgets of akimats of regions, a city of republican status and the capital.

2. The main objectives of the competition shall be:

1) to intensify the activities of individuals and legal entities aimed at improving the quality of domestic products;

2) to assist in saturating the Kazakhstan market with high quality and competitive products;

3) to create prerequisites and assist in the widespread introduction of modern methods of management and quality assurance based on domestic and international standards

4) to attract the attention of industrial, commercial and public organizations to the need to address quality issues;

5) to popularize the idea of high quality among the population.

3. Individual entrepreneurs or legal entities may participate in the competition, if they:

1) carry out production on the territory of the Republic of Kazakhstan of industrial, food products and products of industrial and technical purpose;

2) have positive results in ensuring a consistently high level of product quality and its systematic improvement, confirmed by the organizer of the competition.

4. A legal entity or an individual entrepreneur wishing to participate in the competition shall prepare and submit materials to the organizer of the competition pursuant to the Rules for Registration, Submission and Preliminary Evaluation of Materials and Products submitted to “The Best Product of Kazakhstan” Regional and National Competitions and Exhibitions approved by the Government Republic of Kazakhstan.

5. The competition shall be held in three nominations:

1) “The Best Industrial Goods”;

2) “The Best Goods for the Public”;

3) “The Best Food Products".

Three winners shall be determined in each nomination.

6. The competition shall be held in conformity with the plan of events approved by the decision of the Commission for awarding the titles of laureates of the Altyn Sapa Award of the President of the Republic of Kazakhstan and the titles of diploma winners of “The Best Product of Kazakhstan” National Competition and Exhibition (hereinafter - Commission), and be carried out in four stages:

1) the first stage at the regional level involves the acceptance of applications for participation in the competition and the expert evaluation of materials and products. The expert group, formed by the decision of the organisers of the regional competitions, determines 9 winners of the regional competitions.

The organisers of the regional competitions submit necessary documents of the winners of regional competitions to the organiser of the republican competition.

The winners of regional competitions participate in the republican competition;

2) at the second stage, the expert evaluation of materials and products is carried out at the republican level. An expert group formed by the decision of the organiser of the republican competition determines 27 finalists in three nominations;

3) at the third stage, 27 finalists participate in online voting;

4) at the fourth stage, the organiser of the national competition submits materials of 27 finalists with preliminary conclusions and the results of online voting (three finalists in each nomination) for consideration by the Commission.

Based on the submitted materials, the Commission makes a decision on awarding 9 competitors the titles of diploma winners of “The Best Product of Kazakhstan” National Competition and Exhibition (hereinafter – the diploma winners).

In case of a tie on the results of the preliminary conclusion, the winner is determined by online voting.

7. Diploma winners shall be awarded the emblem and diplomas of “The Best Product of Kazakhstan” National Competition and Exhibition.

8. The list of the diploma winners shall be published in mass media.

9. The diploma winners shall be granted the right to use the Competition emblem for advertising purposes within four years.

1. General Provisions

1. The Commission for awarding the titles of laureates of the Altyn Sapa Award of the President of the Republic of Kazakhstan and the titles of diploma winners of “The Best Product of Kazakhstan” National Competition and Exhibition (hereinafter - the Commission) shall be an advisory board under the President of the Republic of Kazakhstan and be formed from among the heads of government bodies, specialists in the field of quality management, representatives of public associations.

The composition of the Commission shall be approved by the President of the Republic of Kazakhstan.

2. The Commission shall be guided in its activities by the Constitution, the laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and other regulatory legal acts of the Republic of Kazakhstan, as well as these Regulations.

2. Objectives and rights of the Commission

3. The objectives of the Commission shall be:

1) consideration of materials of participants, who applied for participation in competitions for the Altyn Sapa Award of the President of the Republic of Kazakhstan and titles of diploma winners of “The Best Product of Kazakhstan” National Competition and Exhibition (hereinafter - competitions);

2) evaluation of competitors and selection of applicants;

3) determination of laureates and diploma winners of competitions.

4. In compliance with its objectives, the Commission shall be entitled to:

1) interact with government agencies and other organizations, as well as public associations;

2) request and receive from the working body of the Commission additional materials necessary for the implementation of the objectives of the Commission;

3) other rights necessary for the implementation of objectives entrusted to the Commission.

3. Organisation of the work of the Commission

5. The Commission shall be composed of:

1) Chairman of the Commission;

2) Deputy Chairman of the Commission;

3) Secretary of the Commission;

4) members of the Commission.

6. The Chairman of the Commission shall direct its activities, chair its meetings, plan its work and exercise general supervision over the implementation of its decisions. In the absence of the Chairman of the Commission, the Deputy Chairman shall act as Chairman.

The forms of the competition emblems and diplomas and their descriptions shall be approved by the Chairman of the Commission.

7. The Secretary of the Commission shall submit to the members of the Commission the documents and materials prepared by the working body.

8. The working body of the Commission, which is the National Chamber of Entrepreneurs of the Republic of Kazakhstan, shall have the following functions:

1) informing on the terms and conditions of the competitions via the media and the official website of the working body;

2) accepting materials received from participants of the competitions and selecting organisations for further participation in the competitions;

3) preliminary review of received materials, including their expertise, involving expert auditors on certification of quality management systems and specialists in relevant fields of knowledge, as well as formed expert groups;

4) preparing and organising meetings of the Commission;

5) organising an award ceremony for the winners of the competitions;

6) promoting dissemination of experience of the competition winners;

7) organising training on competition criteria for potential participants through training seminars and webinars;

8) maintaining a register of experts;

9) informational support for competitions and promotion of the idea of quality in social networks;

10) forming expert groups for regional and national competitions;

11) evaluation of finalists with site visits to enterprises.

9. The Commission shall determine and approve the plan of activities for the relevant year for the organisation and conduct of the competitions on an annual basis.

10. The Commission shall meet as necessary, but at least once every six months. A meeting of the Commission shall be deemed competent if at least two thirds of the total number of members of the Commission are present.

11. The final decision on the awarding of the competition titles shall be taken by an open vote of the Commission and shall be deemed adopted if a majority of the total number of members of the Commission is in favour. In case of equality of votes, the decision for which the Chairman has voted shall be deemed adopted. The decision shall be recorded in the minutes of the meeting and signed by all members of the Commission present.

The decision of the Commission shall be published in the official press.

12. Awarding of competition emblems and diplomas to winners of competitions shall be carried out in a festive atmosphere. The date and the venue of presentation of competition emblems and diplomas to winners of competitions shall be determined in coordination with the Executive Office of the President of the Republic of Kazakhstan.

The information contained in the competition material and obtained during the on-site examination shall be confidential and may not be used for any purpose other than the evaluation of the competitor without his/her written consent.

13. The decision to terminate the activities of the Commission shall be taken by the President of the Republic of Kazakhstan.
