В соответствии с подпунктом 2) пункта 2 статьи 5 Закона Республики Казахстан от 7 января 2005 года "Об обороне и Вооруженных Силах Республики Казахстан" ПОСТАНОВЛЯЮ:

1. Утвердить прилагаемую Военную доктрину Республики Казахстан.

2. Признать утратившим силу Указ Президента Республики Казахстан от 11 октября 2011 года № 161 "Об утверждении Военной доктрины Республики Казахстан" (САПП Республики Казахстан, 2011 г., № 56, ст. 791).

3. Настоящий Указ вводится в действие со дня подписания.

ВОЕННАЯ ДОКТРИНА РЕСПУБЛИКИ КАЗАХСТАН

Раздел 1. Введение

1. Военная доктрина Республики Казахстан (далее - Военная доктрина) представляет собой систему официально принятых в государстве взглядов на обеспечение военной безопасности и оборону Республики Казахстан.

В Военной доктрине с учетом возможных военных угроз Республике Казахстан определены основные направления государственной деятельности в военно-политической, военно-стратегической и военно-экономической сфере, по мобилизационной подготовке государства, а также основные меры по развитию военной организации Республики Казахстан.

2. Военная доктрина носит оборонительный характер и отражает приверженность Республики Казахстан к приоритетному использованию для защиты национальных интересов дипломатических, политических, правовых, экономических и других невоенных средств.

Применение военной силы Республикой Казахстан предусматривается при исчерпании возможностей невоенными средствами обеспечить военную безопасность государства.

3. Нормативную и правовую основу Военной доктрины составляют Конституция Республики Казахстан, законы Республики Казахстан, указы Президента Республики Казахстан, иные нормативные правовые акты Республики Казахстан и международные договоры, ратифицированные Республикой Казахстан.

4. Разработка Военной доктрины обусловлена необходимостью определения основных направлений деятельности Республики Казахстан в сфере обеспечения военной безопасности и обороны государства с учетом влияния современных условий и факторов.

Положения Военной доктрины основываются на результатах оценок и прогнозов развития военно-политической обстановки в мире, изменениях характера военных конфликтов и содержания вооруженной борьбы.

5. В Военной доктрине используются следующие основные понятия:

1) боевой потенциал войск (сил) - обобщенный количественный показатель, характеризующий абсолютные или относительные боевые возможности войск (сил) по выполнению задач по предназначению;

2) Исключен Указом Президента РК от 12.10.2022 № 1045.

3) военная сила - способность государств, народов, социальных групп прямо или косвенно воздействовать на противостоящую сторону военными, а также невоенными средствами и вести вооруженную борьбу;

4) военный потенциал государства - максимальные возможности государства, которые могут быть мобилизованы и использованы для формирования и наращивания его военной мощи, строительства и содержания военной организации, ведения вооруженной борьбы;

5) военная мощь - часть военного потенциала, которая может быть реализована к определенному моменту времени для обеспечения военной безопасности и обороны государства;

6) военный конфликт - форма разрешения противоречий между государствами, народами, социальными группами с применением военной силы, при которой в государстве вводится военное положение (на части или всей территории);

7) военный конфликт низкой интенсивности - военный конфликт, для разрешения которого достаточно боевого потенциала войск (сил), содержащихся в постоянной готовности в государстве;

8) военный конфликт средней интенсивности - военный конфликт, для разрешения которого достаточно располагаемого военного потенциала государства;

9) военный конфликт высокой интенсивности - военный конфликт, для разрешения которого требуется усиление военного потенциала государства за счет возможностей организаций коллективной безопасности, в которых оно состоит;

10) вооруженный конфликт - форма разрешения противоречий между государствами, народами, социальными группами ограниченного масштаба с применением военной силы, при которой военное положение в государстве не вводится;

11) внутренний вооруженный конфликт - вооруженный конфликт между противостоящими сторонами в пределах территории одного государства, при котором вводится правовой режим чрезвычайной ситуации социального характера или чрезвычайного положения;

12) пограничный вооруженный конфликт - вооруженный конфликт между противостоящими сторонами в пограничном пространстве государства;

13) "гибридные" методы борьбы - способы достижения военно-политических и военно-стратегических целей комплексным применением военной силы (в том числе сил специальных операций, частных военных, охранных компаний на территории противостоящей стороны), невоенных средств, а также использованием потенциала других государств, террористических, экстремистских организаций и сепаратистских движений для дестабилизации обстановки на территории противоборствующего государства;

14) невоенные средства - совокупность социальных институтов, организаций, правовых норм, духовных ценностей, информационных и технических систем, используемых для достижения военно-политических и военно-стратегических целей.

Глава 1. Основные условия и факторы, влияющие на военную безопасность и военные угрозы Республике Казахстан

6. Военно-политическая обстановка в мире характеризуется высокой динамичностью и непредсказуемостью развития, усилением противостояния между мировыми и региональными "державами" за сферы влияния в мире, а также возрастанием роли военной силы в разрешении межгосударственных и внутригосударственных противоречий.

7. Прогнозы развития военно-политической обстановки в мире на среднесрочную перспективу свидетельствуют о существовании тенденций к усилению напряженности, расширению очагов нестабильности в стремлении отдельных государств изменить существующий миропорядок. В достижении военно-политических и военно-стратегических целей могут использоваться существующие внутри регионов и государств политические, социальные, экономические, территориальные, этнические и другие противоречия.

8. Основными условиями, которые могут привести к военным угрозам Республике Казахстан, являются:

1) усиление противостояния между мировыми и региональными "державами" в стремлении изменить существующий мировой порядок и расширить сферы влияния в мире или отдельных регионах;

2) снижение эффективности международного права и возможностей международных организаций безопасности в недопущении и пресечении применения военной силы в межгосударственных отношениях;

3) нарушение договоренностей в вопросах запрещения, ограничения и сокращения стратегических наступательных вооружений в мире и регионах;

4) наращивание объемов оружия массового поражения в мире, а также создание оружия массового воздействия, построенного на новых физических принципах;

5) глобализация терроризма и экстремизма, расширение географии их действий и сфер деятельности;

6) сохранение тенденций роста активности сепаратизма, использование сепаратистских движений внешними силами для достижения интересов на территории других государств;

7) снижение эффективности проводимых мер по ограничению доступа деструктивных сил к оружию массового поражения, обычным вооружениям, боеприпасам, взрывчатым и другим средствам, технологиям их производства.

9. В складывающихся условиях на военную безопасность Республики Казахстан могут оказать влияние следующие факторы:

1) стремление государств или военно-политических союзов расширить сферы влияния в Республике Казахстан для установления контроля над ее стратегическими ресурсами и транспортной инфраструктурой;

2) усиление активности действий международных террористических и экстремистских организаций в регионе, использование эмиссаров, а также казахстанских граждан, входящих в состав террористических и экстремистских организаций, в целях дестабилизации внутренней обстановки в Республике Казахстан;

3) милитаризация региона и втягивание Республики Казахстан в "гонку вооружений";

4) получение деструктивными силами доступа к оружию массового поражения, обычным вооружениям, боеприпасам, взрывчатым и другим средствам поражения, технологиям их производства или оружию массового воздействия, построенного на новых физических принципах;

5) осуществление программно-технического воздействия (кибератак) на информационные системы военной организации государства, системы обеспечения жизнедеятельности страны с целью дестабилизации обстановки в государстве, снижения его военного и военно-экономического потенциалов.

10. Исходя из современных условий и факторов, военную угрозу Республике Казахстан могут представлять:

1) применение или намерение применения государствами, народами, социальными группами против Республики Казахстан военной силы, в том числе с использованием "гибридных" методов борьбы;

2) развязывание и эскалация пограничного вооруженного конфликта в пограничном пространстве Республики Казахстан;

3) деятельность деструктивных сил, направленная на дестабилизацию обстановки в государстве, насильственное изменение конституционного строя, нарушение территориальной целостности Республики Казахстан;

4) деятельность государств, народов, социальных групп, направленная на снижение военного и военно-экономического потенциала государства информационно-психологическим и программно-техническим воздействием (кибератаками);

5) деятельность государств, военно-политических блоков, направленная на втягивание Республики Казахстан в "гонку вооружений";

6) реализация в государствах региона несанкционированных программ по созданию оружия массового поражения, оружия массового воздействия, построенного на новых физических принципах, средств их доставки, а также незаконное распространение оборудования и компонентов, применяемых для производства вооружения и военной техники, деструктивным силам.

Глава 2. Характер современных военных конфликтов

11. Среди особенностей современных военных конфликтов отмечаются их активность, скоротечность, расширение масштабов, сфер ведения военных действий (в космическое и информационное пространство), а также высокое напряжение сил и ресурсов государства в вооруженной борьбе.

12. Наблюдаются тенденции применения "гибридных" методов борьбы, целями которых являются создание неблагоприятных внешних условий и дестабилизация внутренней обстановки в противостоящем государстве.

13. В целях достижения военно-политических и военно-стратегических целей может осуществляться демонстрация военной силы для втягивания противостоящего государства или государств региона в "гонку вооружений", истощения их ресурсов и возможностей в вооруженном противоборстве.

До развязывания военного конфликта и в ходе вооруженной борьбы может осуществляться программно-техническое воздействие (кибератаки) на информационные системы военной организации государства, системы обеспечения жизнедеятельности страны с целью дестабилизации обстановки в государстве, снижения его военного и военно-экономического потенциалов.

Может проводиться усиленное воздействие в информационном пространстве с целью формирования негативного фона вокруг государства на мировой арене.

14. Для каждого военного конфликта характерны определенные черты, обусловленные способом развязывания вооруженной борьбы, масштабами, напряженностью сил и ресурсов государства в вооруженном противоборстве, качественными характеристиками противоборствующих сторон, а также используемыми методами борьбы в достижении интересов.

15. Основными чертами современных военных конфликтов являются:

1) заблаговременное формирование у общественности уверенности в неизбежности и правоте применения военной силы;

2) широкий пространственный размах, активность, скоротечность и предельная напряженность ведения военных действий;

3) повышение мобильных и маневренных возможностей вооруженных сил, снижение сроков развертывания группировок войск (сил), сокращение временных параметров подготовки государства к ведению военных действий;

4) ведение военных действий на всю глубину территории противника с одновременным воздействием на суше, море, в воздушно-космическом и информационном пространствах;

5) ведение вооруженной борьбы преимущественно в урбанизированной местности;

6) повышение оперативности управления войсками и оружием за счет внедрения автоматизированных систем управления;

7) комплексное применение средств вооруженной борьбы, в том числе высокоточного оружия, роботизированных систем, оружия, построенного на новых физических принципах, и оружия массового поражения;

8) ведение непрямых действий с использованием дипломатического, политического, информационного, правового давления путем демонстрации военной силы и введения экономических санкций;

9) ведение скрытых действий с помощью сил специальных операций (специального назначения), частных военных и охранных компаний на территории другого государства, а также использование потенциала других государств, террористических и экстремистских организаций, сепаратистских движений;

10) информационно-психологическое и программно-техническое воздействие в целях нарушения государственного и военного управления, деморализации населения и снижения боевого духа войск противоборствующей стороны.

Глава 3. Текущее состояние в области военной безопасности Республики Казахстан

16. В настоящее время реализован основной объем задач по комплексному развитию военной организации государства, а также расширению участия Республики Казахстан в обеспечении международной безопасности.

17. Оптимизированы состав и структура Вооруженных Сил, других войск и воинских формирований и уточнены задачи с учетом военных угроз государству и возможных сфер деятельности противника. Для повышения роли Генерального штаба Вооруженных Сил в совместном планировании, межведомственной координации и организации взаимодействия с другими войсками и воинскими формированиями, государственными органами и организациями при решении задач обеспечения военной безопасности и обороны государства ему придан статус ведомства Министерства обороны Республики Казахстан.

18. Увеличен боевой потенциал сухопутного, военно-воздушного и военно-морского компонента военной организации государства за счет создания необходимого комплекта войск (сил), вооружения, военной техники и запасов материальных средств на стратегических направлениях.

В Вооруженных Силах созданы подразделения для организации противодействия информационно-психологическому и программно-техническому (кибер) воздействию в войсках. Ведется работа по наращиванию их потенциалов и возможностей.

Проводится системная работа по развитию технического и кадрового потенциалов, направленная на формирование современной проактивной системы защиты информации на объектах информатизации военного назначения.

В рамках интеграции системы территориальной обороны в общую систему обеспечения военной безопасности и обороны государства создан орган управления территориальной обороны в составе Вооруженных Сил. В интересах обеспечения оперативности реагирования на военные угрозы государству предпринимаются меры по усилению воздушно-транспортных возможностей Вооруженных Сил, других войск и воинских формирований.

19. В целях повышения мобильности войск и адекватного реагирования на современные угрозы военной безопасности последовательно и планомерно проводятся меры по совершенствованию структуры, усилению состава и развитию инфраструктуры Национальной гвардии Республики Казахстан.

Внедряются новые формы применения и способы действий войск для решения задач при кризисных ситуациях и пресечении внутреннего вооруженного конфликта, в том числе при обеспечении правовых режимов чрезвычайной ситуации социального характера, чрезвычайного и военного положений.

20. Проводятся меры по усилению состава и развитию инфраструктуры Пограничной службы Комитета национальной безопасности Республики Казахстан (далее - КНБ РК) для охраны Государственной границы и защиты интересов государства на континентальном шельфе в Каспийском море.

21. В рамках реализации мер по развитию системы государственного и военного управления в интересах обеспечения военной безопасности и обороны государства в Вооруженных Силах, других войсках и воинских формированиях внедряются автоматизированные системы управления войсками, оружием и ресурсами.

22. На оснащение Вооруженных Сил, других войск и воинских формирований поступают современное вооружение и военная техника, что позволяет повысить разведывательные, огневые, ударные и транспортные возможности войск (сил).

23. Для устойчивого и непрерывного обеспечения группировок войск (сил) на стратегических направлениях созданы мобильные и стационарные компоненты тылового и технического обеспечения Вооруженных Сил.

24. В интересах развития военного образования уточнена структура военных учебных заведений с учетом реальных потребностей, в их состав включены средние учебные заведения с углубленной военной подготовкой.

В учебный процесс внедряются современные технологии обучения, развивается учебно-лабораторная база военных учебных заведений, ведется обмен передовым опытом с зарубежными военными учебными заведениями.

25. В рамках мобилизационной подготовки государства реализуются меры для повышения устойчивости управления и организованного перевода экономики государства на военное время, удовлетворения потребностей военной организации государства и населения в материальных резервах, обеспечения функционирования административно-территориальных единиц государства в период мобилизации, военного положения и в военное время.

26. Проводятся меры по развитию оборонной промышленности и научных организаций, осуществляющих деятельность в сфере обеспечения военной безопасности государства. Внедряются инновационные технологии, на предприятиях осваивается производство современной военной продукции, востребованной военной организацией государства.

27. Проведенные мероприятия по обеспечению военной безопасности государства позволили укрепить обороноспособность Республики Казахстан и повысить готовность военной организации государства к противодействию военным угрозам.

Глава 4. Цель и принципы обеспечения военной безопасности Республики Казахстан

28. Целью деятельности в сфере обеспечения военной безопасности является повышение военного потенциала государства для адекватного реагирования на военные угрозы Республике Казахстан.

29. Основными принципами при обеспечении военной безопасности Республики Казахстан являются:

1) соответствие военной мощи государства характеру военных угроз Республике Казахстан;

2) определяющее значение невоенных средств перед военной силой в разрешении межгосударственных и внутригосударственных противоречий с опорой на военную мощь Республики Казахстан;

3) поддержание боевой готовности Вооруженных Сил, других войск и воинских формирований и мобилизационной готовности государства на уровне, гарантированно обеспечивающем военную безопасность и оборону государства;

4) соответствие направленности мер, проводимых в сфере обеспечения военной безопасности государства, национальным интересам Республики Казахстан, обеспечение подчиненности военно-стратегических целей и задач военно-политическим целям Республики Казахстан;

5) сочетание количественных и качественных подходов в развитии военной организации государства.

Глава 5. Видение в области военной безопасности и обороны Республики Казахстан

29-1. Республика Казахстан нацелена на обеспечение внутренней стабильности в стране, предотвращение угроз развязывания военных конфликтов против государства, расширение участия в обеспечении международной безопасности, борьбе с международным терроризмом и экстремизмом, а также поддержание военной организации государства в высокой степени готовности к вооруженной защите Республики Казахстан и ее союзников.

Соответствующие меры предусматриваются в рамках направлений деятельности в военно-политической, военно-стратегической и военно-экономической сферах, мобилизационной подготовки, а также развития военной организации государства.

Параграф 1. Направления деятельности в военно-политической сфере

31. Военная политика Республики Казахстан направлена на создание системы международных отношений, в которой значение военной силы минимизируется, разрешение противоречий между государствами, народами, социальными группами будет осуществляться с использованием политико-дипломатических, экономических, информационных, правовых и других невоенных средств.

32. Республика Казахстан не рассматривает ни одно из государств в качестве противника.

33. В военно-политической сфере военная безопасность Республики Казахстан будет обеспечиваться:

1) проведением политики, направленной на развитие сотрудничества и добрососедских отношений с другими государствами;

2) соблюдением равенства и невмешательства во внутренние дела других государств;

3) мирным разрешением международных споров;

4) отказом первой применять военную силу в противоречиях с другими государствами, народами, социальными группами;

5) укреплением военной организации государства;

6) принятием эффективных мер для предупреждения и пресечения военных угроз Республике Казахстан.

34. Основными направлениями деятельности Республики Казахстан в военно-политической сфере являются:

1) проведение оценок, прогнозирование развития военно-политической обстановки в мире и регионе, а также ситуации в государстве для выявления источников военных угроз;

2) расширение партнерства и сотрудничества с другими государствами и международными организациями в целях формирования международной системы безопасности и снижения значимости военной силы в разрешении межгосударственных и внутригосударственных противоречий;

3) применение политико-дипломатических, экономических, правовых, информационных и других невоенных средств для предупреждения военных угроз государству;

4) поддержание военного потенциала и мощи государства на уровне, обеспечивающем сдерживание от агрессии;

5) усиление взаимодействия в области международной безопасности в рамках Организации Объединенных Наций (далее - ООН), Организации по безопасности и сотрудничеству в Европе, в том числе с участием в миротворческой деятельности;

6) развитие системы коллективной безопасности в рамках Организации Договора о коллективной безопасности (далее - ОДКБ) и Шанхайской организации сотрудничества (далее - ШОС);

7) контроль над взаимным выполнением договоров в вопросах ограничения, сокращения, нераспространения и ликвидации вооружений;

8) укрепление мер доверия между государствами;

9) укрепление партнерства и сотрудничества с другими государствами и международными организациями в целях совершенствования системы глобальной и региональной безопасности.

Параграф 2. Направления деятельности в военно-стратегической сфере

35. Деятельность в военно-стратегической сфере нацелена на поддержание готовности военной организации государства к обеспечению военной безопасности и обороне Республики Казахстан.

36. Направления деятельности Республики Казахстан в военно-стратегической сфере определяются положениями Конституции Республики Казахстан, законов Республики Казахстан, указов Президента Республики Казахстан в области военной безопасности и обороны, иных нормативных правовых актов Республики Казахстан и международных договоров, ратифицированных Республикой Казахстан.

37. Основными направлениями деятельности Республики Казахстан в военно-стратегической сфере являются:

1) поддержание боевой готовности Вооруженных Сил, других войск и воинских формирований и мобилизационной готовности государства для обеспечения военной безопасности и обороны Республики Казахстан;

2) охрана воздушного пространства и прикрытие Государственной границы;

3) защита национальных интересов государства в территориальных водах (море) и в казахстанской части континентального шельфа Каспийского моря;

4) охрана государственных и военных объектов на территории Республики Казахстан и за ее пределами;

5) обеспечение режима чрезвычайного положения, предупреждение и ликвидация чрезвычайных ситуаций социального, природного и техногенного характера;

6) предотвращение и пресечение диверсий, актов терроризма и сепаратистской деятельности;

7) локализация и пресечение пограничных инцидентов на Государственной границе;

8) локализация и разрешение вооруженных конфликтов;

9) стратегическое сдерживание от агрессии и применения военной силы, "гибридных" методов борьбы в разрешении межгосударственных и внутригосударственных противоречий;

10) обеспечение готовности Вооруженных Сил к стратегическому развертыванию;

11) ведение стратегических действий для вооруженной защиты государства;

12) участие в миротворческих и других операциях, а также выполнение иных задач и мероприятий в соответствии с международными договорами, ратифицированными Республикой Казахстан;

13) подготовка военного персонала с целью обеспечения выполнения международных обязательств в рамках миротворческой деятельности Республики Казахстан.

38. В мирное время состав, укомплектованность, подготовленность и обеспеченность Вооруженных Сил, других войск и воинских формирований должны обеспечивать готовность к выполнению задач в обеспечении правовых режимов чрезвычайной ситуации социального характера и чрезвычайного положения, локализации, пресечения и разрешения пограничных и внутренних вооруженных конфликтов, а также применению в военных конфликтах низкой и средней интенсивности.

39. Разрешение пограничного вооруженного конфликта в пограничном пространстве Республики Казахстан осуществляется Пограничной службой совместно с Авиационной службой, Пограничной академией КНБ РК, иными органами национальной безопасности во взаимодействии с органами управления, соединениями и воинскими частями Вооруженных Сил и Национальной гвардии Республики Казахстан, при необходимости, могут применяться силы и средства других центральных государственных и местных исполнительных органов.

40. Пресечение внутренних вооруженных конфликтов возлагается на Национальную гвардию Республики Казахстан во взаимодействии с органами внутренних дел, Вооруженными Силами и другими государственными органами Республики Казахстан.

41. В военном конфликте низкой интенсивности деятельность военной организации государства направлена на локализацию очагов напряженности, предотвращение расширения военных действий, разрешение противоречий с применением военной силы, нормализацию обстановки, восстановление законности и правопорядка в Республике Казахстан, обеспечение общественной безопасности и оказание населению государства необходимой помощи.

В военном конфликте низкой интенсивности применяются органы управления, соединения и воинские части Вооруженных Сил, других войск и воинских формирований, находящиеся в мирное время в состоянии постоянной готовности.

42. В военном конфликте средней интенсивности, кроме мероприятий, проводимых в военном конфликте низкой интенсивности, осуществляются перевод государственных органов и экономики Республики Казахстан на функционирование в условиях военного времени, территориальная оборона и стратегическое развертывание Вооруженных Сил для вооруженной защиты государства.

43. В случае втягивания Республики Казахстан в военный конфликт высокой интенсивности в интересах вооруженной защиты государства будут использоваться силы и средства организаций коллективной безопасности, в которых состоит Республика Казахстан.

44. Основными задачами Вооруженных Сил, других войск и воинских формирований в военное время являются организация обороны государства, нанесение поражения войскам противника, принуждение его к прекращению военных действий.

45. При применении противником "гибридных" методов борьбы государственные органы и организации, входящие в состав военной организации государства, применяют адекватные меры по противодействию политико-дипломатическим, экономическим, правовым, информационным, идеологическим, а также другим невоенным средствам, направленным на дестабилизацию обстановки в Республике Казахстан.

46. В условиях ведения противником скрытых действий, направленных на дестабилизацию обстановки в государстве, в том числе с использованием сил специальных операций (специального назначения), частных военных, охранных компаний, а также террористических, экстремистских организаций и сепаратистских движений, Вооруженными Силами, другими войсками и воинскими формированиями будут проводиться специальные операции для пресечения их деятельности.

Параграф 3. Направления деятельности в военно-экономической сфере

47. Деятельность в военно-экономической сфере направлена на удовлетворение потребностей военной организации государства финансовыми, материально-техническими и другими ресурсами в достаточных объемах для функционирования в мирное и военное время и дальнейшего развития.

48. Основными направлениями деятельности Республики Казахстан в военно-экономической сфере являются:

1) подготовка финансово-экономической системы государства к функционированию в период мобилизации, военного положения и в военное время;

2) совершенствование государственной военно-технической политики;

3) развитие оборонно-промышленного комплекса.

Параграф 4. Мобилизационная подготовка Республики Казахстан

49. Мероприятия мобилизационной подготовки Республики Казахстан проводятся в целях обеспечения устойчивого управления государством в военное время, осуществления организованного перевода экономики государства с мирного на режим военного положения, обеспечения потребностей военной организации государства и населения страны, функционирования отраслей экономики и административно-территориальных единиц в зонах боевых действий и территориальной обороны в интересах вооруженной защиты Республики Казахстан.

50. Основными направлениями деятельности Республики Казахстан по мобилизационной подготовке являются:

1) развитие системы управления мобилизационной подготовкой и мобилизацией государства;

2) повышение эффективности деятельности государственных органов и организаций, имеющих мобилизационные задания и заказы;

3) совершенствование системы государственного материального резерва.

Параграф 5. Направления деятельности по развитию военной организации Республики Казахстан

51. Деятельность Республики Казахстан по развитию военной организации государства нацелена на обеспечение готовности к адекватному реагированию на военные угрозы Республике Казахстан, в том числе в составе сил коллективной безопасности организаций, в которых состоит Республика Казахстан.

53. Основными мерами, реализуемыми в процессе совершенствования военного планирования в Республике Казахстан, являются:

1) уточнение осуществляемой деятельности военной организацией государства при решении задач обеспечения военной безопасности и обороны государства;

2) уточнение случаев, порядка и способов применения Вооруженных Сил, других войск и воинских формирований, их взаимодействия и всестороннего обеспечения;

3) уточнение задач, объемов и содержания мероприятий, выполняемых центральными государственными и местными исполнительными органами, организациями, входящими в состав военной организации государства, при обеспечении военной безопасности и обороны государства путем ежегодного уточнения документов Плана обороны государства;

4) систематизация нормативных правовых актов в области обороны и военной безопасности Республики Казахстан с внедрением Системы военного планирования.

54. Основными мерами развития состава, структуры и дислокации Вооруженных Сил, других войск и воинских формирований являются:

1) уточнение задач, состава и структуры Вооруженных Сил, других войск и воинских формирований в соответствии с их планами применения;

2) приведение боевого состава Вооруженных Сил, других войск и воинских формирований в соответствие с военными угрозами государству;

2-1) развитие Сил специальных операций для эффективных действий в мирное и военное время во взаимодействии с подразделениями специального назначения других государственных органов;

3) завершение создания межвидовых группировок войск (сил) на стратегических направлениях;

4) наращивание радиолокационного поля и повышение потенциала и возможностей войск по ведению противовоздушной и противоракетной обороны государства;

5) поддержание боевого потенциала военно-морской группировки на уровне, достаточном для реагирования на военные угрозы в Каспийском море;

6) совершенствование системы территориальной обороны, строительство инфраструктуры и создание достаточных запасов материальных и иных средств для наращивания потенциала и возможностей территориальных войск;

7) оперативное оборудование территории государства в интересах обороны.

55. Основными мерами по совершенствованию системы подготовки войск (сил) являются:

1) отработка новых приемов и способов ведения совместных действий Вооруженными Силами, другими войсками и воинскими формированиями, в том числе с участием сил коллективной безопасности организаций, в которых состоит Республика Казахстан;

2) повышение качества подготовки органов военного управления и войск (сил) к выполнению поставленных задач и управлению войсками (силами);

3) развитие учебной материально-технической базы для обучения новым способам боевых действий (в населенных пунктах, горной местности и др.), позволяющих отрабатывать упражнения в динамике боя;

4) повышение ее качественных параметров за счет внедрения достижений современной науки, техники и технологий, передовых методов обучения.

56. Основными мерами по развитию системы управления военной организацией государства являются:

1) совершенствование деятельности Национального центра управления обороной и оснащение современными средствами связи и автоматизированными системами управления;

2) развертывание автоматизированных систем управления войсками, оружием, ресурсами и обеспечение интеграции с информационными системами государственных органов и организаций, входящих в состав военной организации государства;

3) поддержание эффективной работы информационных ресурсов и систем, инфраструктуры связи, сетей телекоммуникаций специального назначения для недопущения изоляции Верховного Главнокомандующего Вооруженными Силами и органов государственного управления, а также обеспечение их бесперебойной и устойчивой эксплуатации;

4) внедрение отечественных технических и программных средств для информационных ресурсов и систем военного назначения.

57. Основными мерами по развитию системы предупреждения о ракетном нападении являются:

1) развитие Единой региональной системы противовоздушной обороны Республики Казахстан и Российской Федерации;

2) создание базовых элементов системы предупреждения о ракетном нападении и контроля космического пространства.

58. Основными мерами по развитию системы противодействия информационно-психологическому воздействию являются:

1) внедрение в идеологическую и воспитательную работу современных методик в интересах повышения морально-психологической устойчивости военнослужащих;

2) поддержание высокого боевого духа в воинских коллективах;

3) повышение престижа воинской службы, статуса военнослужащего и поднятие имиджа казахстанской армии;

4) формирование у военнослужащих ценностей, направленных на уважение Конституции Республики Казахстан, законов Республики Казахстан, воспитание в духе преданности своему народу, безусловному выполнению воинского долга по защите Отечества.

59. Основными мерами по повышению информационной (кибер) безопасности являются:

1) совершенствование нормативных правовых актов в области обеспечения информационной (кибер) безопасности;

2) развитие состава и структуры системы информационной (кибер) безопасности, а также совершенствование форм и способов действий в киберпространстве;

3) поэтапное обеспечение подразделений информационной (кибер) безопасности программными, программно-аппаратными и техническими средствами и системами для эффективных действий в киберпространстве и защиты информационных ресурсов;

4) подготовка высококвалифицированных кадров для подразделений информационной (кибер) безопасности;

5) организация взаимодействия военной организации государства при обеспечении информационной (кибер) безопасности;

6) проведение научно-исследовательских и опытно-конструкторских работ в области информационной (кибер) безопасности.

60. Основными мерами по предупреждению и пресечению диверсий и террористических актов являются:

1) поддержание сил и средств в готовности к немедленным действиям, развертыванию в короткие сроки системы управления и оснащение их современным вооружением и техникой;

2) создание эффективной системы прогнозирования, предупреждения, реагирования на угрозы и ликвидации их последствий;

3) обеспечение совместимости деятельности правоохранительных, специальных государственных, центральных и местных исполнительных органов в соответствии с совместными планами;

4) интегрирование имеющихся информационных систем в единый блок в целях взаимного обмена оперативной информацией;

5) совершенствование существующих и разработка новых форм и способов обеспечения безопасности на основе перспективных систем интегрирования, внедрения современных технологий;

6) проведение рациональной и сбалансированной финансово-бюджетной политики в целях достижения максимально возможного уровня решения задач, возложенных на силовой компонент.

61. Основными мерами по обеспечению надежной охраны (защиты) Государственной границы являются:

1) поддержание законности, установленного правопорядка в пограничном пространстве Республики Казахстан;

2) увеличение боевого потенциала подразделений на Государственной границе в соответствии с ее категорированием и угрозами в пограничном пространстве;

3) оснащение Пограничной и Авиационной служб КНБ РК современным вооружением и военной техникой, техническими средствами охраны границы;

4) приведение инфраструктуры Государственной границы в соответствие ее категорированию и современным требованиям;

5) повышение эффективности взаимодействия Пограничной службы КНБ РК с центральными государственными, местными исполнительными органами и населением приграничных районов в вопросах охраны Государственной границы, в том числе в подводной среде казахстанского сектора Каспийского моря;

6) интеграция объектов информационно-коммуникационной инфраструктуры Пограничной службы КНБ РК;

7) реализация концепта "умная граница" и создание мобильных и эффективных сил реагирования Пограничной службы КНБ РК;

8) создание высокоскоростной транспортной среды, увеличение пропускной способности арендованных каналов связи для обеспечения функционирования информационных систем органов национальной безопасности и развитие инженерной инфраструктуры охраны границы;

9) переоснащение сетей связи современными средствами связи на приоритетных участках границы, модернизация существующих сетей связи.

62. Основными мерами по совершенствованию территориальной обороны являются:

1) развитие системы управления территориальной обороной;

2) совершенствование законодательства в сфере территориальной обороны;

3) усиление боевого потенциала территориальных войск и повышение их боевых возможностей;

4) обеспечение оперативной совместимости для ведения совместной деятельности Вооруженных Сил, территориальных войск, других войск и воинских формирований, центральных и местных исполнительных органов, специальных государственных и правоохранительных органов при введении и обеспечении режимов чрезвычайного или военного положения.

63. Основными мерами по техническому оснащению Вооруженных Сил, других войск и воинских формирований являются:

1) повышение укомплектованности войск (сил) вооружением и военной техникой;

1-1) соблюдение единой военно-технической политики в вопросах оснащения Вооруженных Сил, других войск и воинских формирований средствами связи и управления, вооружением, техникой и боеприпасами с учетом возможности их совместного применения;

2) оснащение образцами вооружения и военной техники, отвечающими требованиям войск (сил);

3) разработка новых военных национальных стандартов, в том числе для производства (модернизации) вооружения и военной техники, военно-технического имущества и оказания услуг, необходимых для Вооруженных Сил, других войск и воинских формирований;

4) адаптирование к отечественным условиям стандартов оригинального производителя вооружения и военной техники при трансферте технологий;

5) контроль приобретения вооружения, военной техники и военного имущества для нужд Вооруженных Сил, других войск и воинских формирований в соответствии с установленными правилами.

64. Основными мерами по развитию системы материально-технического обеспечения являются:

1) Исключен Указом Президента РК от 12.10.2022 № 1045.

2) восполнение и освежение запасов материально-технических средств Вооруженных Сил, других войск и воинских формирований согласно установленным нормам;

3) переоснащение служб материально-технического обеспечения на современные технические и специальные средства.

65. Основными мерами по развитию военного образования являются:

1) приведение системы подготовки военных специалистов, военных научных кадров, а также состава и структуры военных учебных заведений и учебно-воспитательного процесса в них в соответствие с потребностями Вооруженных Сил, других войск и воинских формирований;

2) введение и развитие востребованных специальностей для военной организации государства;

3) повышение качества подготовки военных специалистов и военных научных кадров за счет введения в учебный процесс современных методик и технологий обучения, поднятия уровня учебной, научной и методической работы, профессиональной подготовки профессорско-преподавательского состава;

4) оптимизация состава и структуры военных кафедр при организациях высшего и (или) послевузовского образования, подготовка в них необходимого количества военно-обученного резерва;

5) включение в учебные программы учебных материалов для изучения тенденций развития военного искусства и военного строительства, опыта вооруженной борьбы, в том числе с использованием "гибридных" методов борьбы, с участием террористических и экстремистских организаций, повстанческих войск, частных военных и охранных компаний, сил специальных операций;

6) совершенствование учебной и научной лабораторной базы военных учебных заведений, внедрение в процесс обучения тренажеров, симуляторов для развития умений и привития практических навыков военнослужащим.

66. Основными мерами по развитию военной науки являются:

1) повышение военно-научного потенциала в Вооруженных Силах, других войсках и воинских формированиях за счет увеличения числа и повышения качества подготовки военных научных кадров;

2) осуществление подготовки военных научных кадров в приоритетном порядке по военно-техническим специальностям и общей теории военной науки, теории военного искусства и теории военного строительства;

3) развитие научно-исследовательской базы, в том числе лабораторий по моделированию военных действий и военно-техническим направлениям;

4) продолжение развития дисциплин общественных, естественных, технических наук, занимающихся военной проблематикой;

5) привлечение ведущих специалистов из других отраслей науки к выполнению военно-научных исследований;

6) использование возможностей государственно-частного партнерства при проведении и обеспечении военно-научных исследований;

7) применение военно-гражданской интеграции научных, образовательных организаций и учреждений в рамках научно-технической деятельности в области обороны и военной безопасности Республики Казахстан.

Параграф 2. Поддержание мобилизационной готовности государства

67. Основными мерами мобилизационной подготовки Республики Казахстан являются:

1) совершенствование системы контроля, оценки состояния и координации мобилизационной подготовки в государстве;

2) совершенствование нормативных правовых актов в области мобилизационной подготовки и мобилизации государства;

3) подготовка территории и экономики государства к мобилизации, военному положению и военному времени;

4) подготовка населения, Вооруженных Сил, других войск и воинских формирований к мобилизации, военному положению и военному времени;

5) подготовка граждан по военно-учетным специальностям для укомплектования Вооруженных Сил, других войск и воинских формирований при проведении мобилизации;

6) создание мобилизационного резерва для выполнения мобилизационных заказов в период мобилизации, военного положения и в военное время;

7) развитие системы государственного материального резерва исходя из географии дислокации Вооруженных Сил, других войск и воинских формирований и планов их применения;

8) создание страхового фонда документации на важную гражданскую продукцию, проектной документации на объекты повышенного риска и системы жизнеобеспечения населения;

9) совершенствование системы подготовки молодежи к воинской службе;

10) обучение населения способам защиты от средств поражения;

11) содержание запасов материальных ценностей для обеспечения потребностей Вооруженных Сил, других войск и воинских формирований в военное время;

12) совершенствование системы подготовки государственных органов и организаций, имеющих мобилизационные задания и заказы, в вопросах мобилизационной подготовки и мобилизации государства;

13) расширение деятельности и усиление роли военно-патриотических организаций;

14) обеспечение готовности транспорта и объектов транспортной инфраструктуры в интересах обороны Республики Казахстан;

15) введение в Республике Казахстан воинской службы в резерве.

68. Основными мерами по развитию оборонно-промышленного комплекса являются:

1) развитие системы управления оборонной промышленностью;

2) совершенствование нормативных правовых актов в области оборонной промышленности;

3) проведение единой государственной военно-технической политики и всестороннее обеспечение государственного оборонного заказа;

4) развитие оборонных предприятий для удовлетворения потребностей Вооруженных Сил, других войск и воинских формирований;

5) повышение эффективности производства оборонно-промышленного комплекса, внедрение передовых технологий для разработки и производства новых и современных образцов вооружения, военной и специальной техники, военного имущества;

6) обеспечение устойчивости и расширение производства основных видов боеприпасов для Вооруженных Сил, других войск и воинских формирований;

7) привлечение инвестиций, а также активизация инновационной деятельности для обновления научно-технической и производственно-технологической базы оборонной промышленности, проведения научно-исследовательских и опытно-конструкторских работ;

8) повышение качества производимой продукции, работ и услуг, развитие экспортного потенциала предприятий путем расширения рынков сбыта, увеличения номенклатуры и объемов военной продукции;

9) совершенствование сертификации и проведения государственных испытаний, приемки военной продукции Вооруженными Силами, другими войсками и воинскими формированиями;

10) создание условий взаимовыгодного сотрудничества с иностранными компаниями для поставок современного вооружения и военной техники, трансферта технологий и создания совместных производств на территории Республики Казахстан по производству перспективных систем вооружения;

11) подготовка квалифицированных кадров для обеспечения нужд предприятий оборонной промышленности;

12) создание страхового фонда документации на изделия вооружения, военной и специальной техники, военного имущества.

69. Реализация предусмотренных мер мобилизационной подготовки государства позволит повысить устойчивость системы управления в период мобилизации, военного положения и в военное время.

Параграф 3. Расширение участия Республики Казахстан в обеспечении международной безопасности

70. Развитие международного военного сотрудничества Республики Казахстан направлено на расширение деятельности в сфере обеспечения международной безопасности и снижение военных угроз государству.

Сотрудничество осуществляется на основе принципов многовекторности, прагматизма и проактивности, означающих развитие дружественных, равноправных, предсказуемых и взаимовыгодных отношений со всеми государствами, межгосударственными объединениями и международными организациями, представляющими практический интерес для Республики Казахстан.

71. Основными мерами по развитию международного военного сотрудничества Республики Казахстан являются:

1) содействие укреплению режимов нераспространения оружия массового поражения;

1-1) содействие развитию систем глобальной и региональной безопасности с учетом интересов всех государств на основе принципов доверия, открытости, взаимопонимания, обеспечения равной и неделимой безопасности для всех государств с опорой на политико-дипломатические инструменты преодоления глобальных и региональных кризисов;

2) соблюдение норм торговли оружием и военной техникой, технологиями военного и двойного назначения, международных договоров в этой области деятельности;

3) активное участие в ведении международной борьбы с терроризмом, экстремизмом и наркобизнесом;

4) усиление роли военной дипломатии в обеспечении международной безопасности путем расширения присутствия аппаратов военного атташе за рубежом;

5) расширение участия военного персонала, миротворческих подразделений в международных учениях;

6) обмен опытом в вопросах планирования, проведения и всестороннего обеспечения антитеррористических операций и операций по поддержанию мира и безопасности;

7) проведение качественной подготовки и отбора военного персонала в соответствии с критериями ООН для участия в миротворческих операциях;

8) развитие направлений деятельности Республики Казахстан для поддержания миротворческих усилий;

9) наращивание деятельности по усилению роли центра миротворческой подготовки как регионального международного центра по подготовке специалистов в области миротворчества.

72. Основными мерами по развитию сотрудничества Республики Казахстан для обеспечения коллективной безопасности являются:

1) обеспечение эффективного и равноправного участия государства в вопросах обеспечения коллективной безопасности;

2) осуществление подготовки контингентов войск (сил) к выполнению задач по предназначению при обеспечении коллективной безопасности;

3) участие в совместном планировании применения и обеспечения сил коллективной безопасности;

4) совершенствование взаимодействия сил и средств коллективной безопасности, развитие форм и способов ведения совместных действий;

5) совершенствование правовых и организационных основ для участия Республики Казахстан в составе сил коллективной безопасности и оказания военной и военно-технической помощи в кризисных ситуациях.

73. Основными мерами по расширению участия Республики Казахстан в миротворческой деятельности являются:

1) повышение потенциала и возможностей миротворческих подразделений государства, приведение их в соответствие со стандартами международных и региональных организаций для обеспечения технической и оперативной совместимости;

2) расширение участия миротворческих подразделений в совместных учениях и обмене опытом по планированию, проведению и всестороннему обеспечению операций по поддержанию мира в рамках мероприятий, проводимых международными организациями;

3) участие в совместных учениях с государствами-членами ОДКБ, ШОС, НАТО для обмена опытом в вопросах планирования, проведения и всестороннего обеспечения антитеррористических операций и операций по поддержанию мира;

4) участие в работе Межправительственной рабочей группы в рамках ООН для разработки международных нормативных правовых актов по вопросам регулирования, мониторинга и осуществления контроля деятельности частных военных и охранных компаний;

5) развитие регионального миротворческого центра на территории Республики Казахстан;

6) подготовка штабных офицеров и направление их в качестве военных наблюдателей в миссиях ООН;

7) направление миротворческих подразделений для выполнения задач в миссиях ООН на основе резолюции Совета Безопасности ООН;

8) предоставление продукции оборонно-промышленного комплекса Республики Казахстан для применения в миротворческих операциях (миссиях);

9) совершенствование нормативной правовой базы Республики Казахстан в области миротворческой деятельности Республики Казахстан.

Реализация Военной доктрины позволит поддерживать боевую готовность Вооруженных Сил, других войск и воинских формирований и мобилизационную готовность государства на уровне, необходимом для адекватного реагирования на военные угрозы государству, расширить участие Республики Казахстан в обеспечении международной безопасности.

76. Реализация положений Военной доктрины будет осуществляться в рамках документов Системы государственного планирования в пределах выделяемых бюджетных средств.

77. В случаях изменения военно-политической обстановки в мире и регионе, характера военных конфликтов и содержания вооруженной борьбы положения Военной доктрины могут уточняться и дополняться.

MILITARY DOCTRINE OF THE REPUBLIC OF KAZAKHSTAN

1. The Military Doctrine of the Republic of Kazakhstan (hereinafter referred to as the Military Doctrine) is a system of views officially accepted in the state on ensuring military security and defense of the Republic of Kazakhstan.

In the Military Doctrine, taking into account possible military threats to the Republic of Kazakhstan, the main directions of state activities in the military-political, military-strategic and military-economic spheres, on the mobilization preparation of the state, as well as the basic measures for development of the military organization of the Republic of Kazakhstan are determined.

2. The military doctrine is defensive in nature and reflects the commitment of the Republic of Kazakhstan to the priority use of diplomatic, political, legal, economic and other non-military means to protect national interests.

The use of military force by the Republic of Kazakhstan is envisaged when the possibilities are exhausted to ensure the military security of the state by non-military means.

3. The regulatory and legal basis of the Military Doctrine is the Constitution of the Republic of Kazakhstan, laws of the Republic of Kazakhstan, decrees of the President of the Republic of Kazakhstan, other regulatory legal acts of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.

4. The development of the Military Doctrine is due to the need to determine the basic directions of activities of the Republic of Kazakhstan in the field of ensuring military security and defense of the state, taking into account the influence of modern conditions and factors.

The provisions of the Military Doctrine are based on the results of assessments and forecasts of the development of the military-political situation in the world, changes in the nature of military conflicts and the content of armed struggle.

5. The following basic concepts are used in the Military Doctrine:

1) combat potential of troops (forces) - a generalized quantitative indicator that characterizes the absolute or relative combat capabilities of troops (forces) to perform tasks as intended;

2) excluded by the Decree of the President of the Republic of Kazakhstan dated 12.10.2022 No. 1045;

3) military force - the ability of states, nations, social groups to directly or indirectly influence the opposing side by military as well as non-military means and to wage war;

4) the military potential of the state - the maximum capabilities of the state that can be mobilized and used to form and build up its military power, build and maintain a military organization, and conduct armed struggle;

5) military power - a part of the military potential that can be realized by a certain point in time to ensure military security and defense of the state;

6) military conflict - a form of resolving contradictions between states, nations, social groups with the use of military force, in which martial law is introduced in the state (in part or throughout the territory);

7) a military conflict of low intensity - a military conflict, for the resolution of which the combat potential of troops (forces) kept in constant readiness in the state is sufficient;

8) a military conflict of medium intensity - a military conflict, for the resolution of which the available military potential of the state is sufficient;

9) a military conflict of high intensity - a military conflict, for the resolution of which it is necessary to strengthen the military potential of the state at the expense of the capabilities of the collective security organizations in which it is a member;

10) armed conflict - a form of resolving contradictions between states, nations, social groups of a limited scale with the use of military force, in which martial law is not introduced in the state;

11) internal armed conflict - an armed conflict between opposing parties within the territory of one state, in which a legal regime of an emergency of a social nature or state of emergency is introduced;

12) border armed conflict - an armed conflict between opposing parties in the border area of the state;

13) "hybrid" methods of struggle - methods of achieving military-political and military-strategic goals by the complex use of military force (including special operations forces, private military, security companies on the territory of the opposing side), non-military means, as well as using the potential of other states, terrorist, extremist organizations and separatist movements to destabilize the situation on the territory of the opposing state;

14) non-military means - a set of social institutions, organizations, legal norms, spiritual values, information and technical systems used to achieve military-political and military-strategic goals.

Section 2. Analysis of the current situation

Chapter 1. Basic conditions and factors affecting military security and military threats to the Republic of Kazakhstan

6. The military-political situation in the world is characterized by high dynamism and unpredictability of development, increased confrontation between world and regional "powers" for spheres of influence in the world, as well as the growing role of military force in resolving interstate and intrastate conflicts.

7. Forecasts of the development of the military-political situation in the world in the medium term indicate the existence of tendencies towards increased tension, expansion of hotbeds of instability in the desire of individual states to change the existing world order. In achieving military-political and military-strategic goals, political, social, economic, territorial, ethnic and other contradictions existing within regions and states can be used.

8. The main conditions that can lead to military threats to the Republic of Kazakhstan are:

1) strengthening of the confrontation between world and regional "powers" in an effort to change the existing world order and expand spheres of influence in the world or individual regions;

2) a decrease in the effectiveness of international law and the capabilities of international security organizations in preventing and suppressing the use of military force in interstate relations;

3) violation of agreements on prohibition, limitation and reduction of strategic offensive arms in the world and regions;

4) increasing the volume of weapons of mass destruction in the world, as well as the creation of weapons of mass influence based on new physical principles;

5) globalization of terrorism and extremism, expansion of the geography of their actions and spheres of activity;

6) maintaining tendencies of growing activity of separatism, the use of separatist movements by external forces to achieve interests on the territory of other states;

7) a decrease in the effectiveness of measures taken to limit the access of destructive forces to weapons of mass destruction, conventional weapons, ammunition, explosives and other means, and technologies for their production.

9. In the current conditions, the following factors may influence the military security of the Republic of Kazakhstan:

1) the desire of states or military-political alliances to expand the spheres of influence in the Republic of Kazakhstan to establish control over its strategic resources and transport infrastructure;
2) strengthening the activity of international terrorist and extremist organizations in the region, the use of emissaries, as well as Kazakh citizens who are members of terrorist and extremist organizations, in order to destabilize the internal situation in the Republic of Kazakhstan;

3) the militarization of the region and the involvement of the Republic of Kazakhstan in the "arms race";

4) obtaining of access by destructive forces to weapons of mass destruction, conventional weapons, ammunition, explosive and other means of destruction, technologies for their production or weapons of mass impact built on new physical principles;

5) implementation of program and technical impact (cyber attacks) on the information systems of the military organization of the state, systems for ensuring the life of the country in order to destabilize the situation in the state, reduce its military and military-economic potential.

10. Based on modern conditions and factors, the military threat to the Republic of Kazakhstan may be:

1) the use or intention to use military force by states, nations, social groups against the Republic of Kazakhstan, including using "hybrid" methods of struggle;

2) unleashing and escalation of a border armed conflict in the border area of the Republic of Kazakhstan;

3) the activities of destructive forces aimed at destabilizing the situation in the state, forcibly changing the constitutional order, violating the territorial integrity of the Republic of Kazakhstan;

4) the activities of states, nations, social groups aimed at reducing the military and military-economic potential of the state by information-psychological and software-technical impact (cyber-attacks);

5) the activities of states, military-political blocks, aimed at involving the Republic of Kazakhstan into the "arms race";

6) implementation in the states of the region of unauthorized programs for creation of weapons of mass destruction, weapons of mass impact, built on new physical principles, means of their delivery, as well as the illegal distribution of equipment and components used for production of weapons and military equipment to destructive forces.

Chapter 2. The nature of modern military conflicts

11. Among the features of modern military conflicts are their activity, transience, expansion of the scale, spheres of military operations (in outer space and information space), as well as the high tension of the forces and resources of the state in the armed struggle.

12. There are trends in the use of "hybrid" methods of struggle, the goals of which are to create unfavorable external conditions and destabilize the internal situation in the opposing state.

13. In order to achieve military-political and military-strategic goals, a demonstration of military force can be carried out to draw the opposing state or states of the region into an "arms race," depleting their resources and capabilities in armed confrontation.

Before the outbreak of a military conflict and during the armed struggle, a software and technical impact (cyber attacks) can be carried out on the information systems of the military organization of the state, systems for ensuring the life of the country in order to destabilize the situation in the state, reduce its military and military-economic potential.

An increased impact can be carried out in the information space in order to form a negative background around the state on the world stage.

14. Each military conflict is characterized by certain features, due to the way of unleashing an armed struggle, the scale, tension of the forces and resources of the state in the armed confrontation, the qualitative characteristics of the warring parties, as well as the methods of struggle used to achieve interests.

15. The main features of modern military conflicts are:

1) early formation of public confidence in the inevitability and correctness of the use of military force;

2) a wide spatial scope, activity, transience and extreme intensity of military operations;

3) increasing the mobile and maneuverable capabilities of the armed forces, reducing the time required for the deployment of groupings of troops (forces), reducing the time parameters for preparing the state for conducting military operations;

4) the conduct of military operations to the entire depth of the enemy's territory with a simultaneous impact on land, sea, in aerospace and information space;

5) the conduct of armed struggle mainly in urbanized areas;

6) increasing the efficiency of command and control of troops and weapons through the introduction of automated control systems;

7) the complex use of weapons of warfare, including precision weapons, robotic systems, weapons built on new physical principles, and weapons of mass destruction;

8) the conduct of indirect actions using diplomatic, political, informational, legal pressure by demonstrating military force and introducing economic sanctions;

9) the conduct of covert actions with the help of special operations forces (special forces), private military and security companies on the territory of another state, as well as using the potential of other states, terrorist and extremist organizations, separatist movements;

10) information-psychological and software-technical impact in order to disrupt state and military control, demoralize the population and reduce the fighting spirit of the opposing side's troops.

Chapter 3. Current state in the field of military security of the Republic of Kazakhstan

16. At present, the main volume of tasks for the comprehensive development of the military organization of the state, as well as the expansion of the participation of the Republic of Kazakhstan in ensuring international security has been completed.

17. The composition and structure of the Armed Forces, other troops and military formations have been optimized, and tasks have been clarified taking into account military threats to the state and possible spheres of activity of the enemy. To enhance the role of the General Staff of the Armed Forces in joint planning, interdepartmental coordination and organization of interaction with other troops and military formations, state bodies and organizations in solving problems of ensuring military security and defense of the state, it was given the status of a department of the Ministry of Defense of the Republic of Kazakhstan.

18. The combat potential of the ground, air and naval component of the military organization of the state has been increased by creating the necessary set of troops (forces), weapons, military equipment and stocks of material in strategic directions.

Units have been created in the Armed Forces to organize countering the information-psychological and software-technical (cyber) impact in the troops. Work shall be underway to build their potentials and capabilities.

Systematic work is being carried out on the development of technical and personnel potentials aimed at the formation of a modern proactive information protection system at military informatization facilities.

As part of the integration of the territorial defense system into the general system of ensuring military security and defense of the state, a territorial defense management body was created as part of the Armed Forces. In order to ensure the prompt response to military threats, measures are being taken to strengthen the air transport capabilities of the Armed Forces, other troops and military formations.

19. In order to increase the mobility of troops and an adequate response to modern threats to military security, measures shall be consistently and systematically being taken to improve the structure, strengthen the composition and development of the infrastructure of the National Guard of the Republic of Kazakhstan.

New forms of usage and methods of action of troops are being introduced to solve problems in crisis situations and the suppression of internal armed conflict, including while ensuring legal regimes of a social emergency, emergency and military regulations.

20. Measures are being taken to strengthen the composition and development of the infrastructure of the Border Service of the National Security Committee of the Republic of Kazakhstan (hereinafter – RK NSC) to protect the State Border and protect the interests of the state on the continental shelf in the Caspian Sea.

21. As part of the implementation of measures to develop the system of state and military command in the interests of ensuring military security and defense of the state, automated systems of command and control of troops, weapons and resources are being introduced in the Armed Forces, other troops and military formations.

22. Modern weapons and military equipment are supplied to equip the Armed Forces, other troops and military formations, which makes it possible to increase the reconnaissance, fire, strike and transport capabilities of troops (forces).

23. For stable and continuous support of groups of troops (forces) in strategic areas, mobile and stationary components of the rear and technical support of the Armed Forces have been created.

24. In the interests of developing military education, the structure of military educational institutions has been clarified, taking into account real needs, and they include secondary educational institutions with advanced military training.

Modern teaching technologies are being introduced into the educational process, the educational and laboratory base of military educational institutions is being developed, and advanced experience is being exchanged with foreign military educational institutions.

25. As part of the mobilization training of the state, measures are being implemented to increase the stability of management and the organized transfer of the state's economy to wartime, to meet the needs of the military organization of the state and the population in material reserves, to ensure the functioning of the administrative-territorial units of the state during the period of mobilization, martial law and in wartime.

26. Measures are being taken to develop the defense industry and scientific organizations operating in the field of ensuring the military security of the state. Innovative technologies are being introduced, enterprises are mastering the production of modern military products, which are in demand by the military organization of the state.

27. The measures taken to ensure the military security of the state made it possible to strengthen the defense capability of the Republic of Kazakhstan and to increase the readiness of the state's military organization to counter military threats.

Chapter 4. The purpose and principles of ensuring military security of the Republic of Kazakhstan

28. The purpose of activities in the field of military security is to increase the military potential of the state for an adequate response to military threats to the Republic of Kazakhstan.

29. The main principles for ensuring the military security of the Republic of Kazakhstan are:

1) compliance of the military power of the state with the nature of military threats to the Republic of Kazakhstan;

2) the decisive importance of non-military means over military force in resolving interstate and intrastate conflicts based on the military power of the Republic of Kazakhstan;

3) maintaining the combat readiness of the Armed Forces, other troops and military formations and the mobilization readiness of the state at a level that guarantees the military security and defense of the state;

4) the conformity of the direction of measures taken in the field of ensuring the military security of the state, the national interests of the Republic of Kazakhstan, ensuring the subordination of military-strategic goals and objectives to the military-political goals of the Republic of Kazakhstan;

5) a combination of quantitative and qualitative approaches in the development of the military organization of the state.

Chapter 5. Vision in the field of military security and defense of the Republic of Kazakhstan

29-1. The Republic of Kazakhstan shall be aimed at ensuring internal stability in the country, preventing threats of unleashing military conflicts against the state, expanding participation in ensuring international security, combating international terrorism and extremism, as well as maintaining the military organization of the state in a high degree of readiness for the armed protection of the Republic of Kazakhstan and its allies.

Appropriate measures shall be provided for within the framework of activities in the military-political, military-strategic and military-economic spheres, mobilization training, as well as the development of the military organization of the state.

31. The military policy of the Republic of Kazakhstan is aimed at creating a system of international relations in which the importance of military force is minimized, the resolution of contradictions between states, nations, social groups will be carried out using political-diplomatic, economic, informational, legal and other non-military means.

32. The Republic of Kazakhstan does not consider any of the states as an adversary.

33. In the military-political sphere, the military security of the Republic of Kazakhstan will be ensured:

1) pursuing a policy aimed at developing cooperation and good-neighborly relations with other states;

2) observance of equality and non-interference in the internal affairs of other states;

3) peaceful settlement of international disputes;

4) the refusal to use military force first in contradictions with other states, nations, social groups;

5) strengthening the military organization of the state;

6) taking effective measures to prevent and suppress military threats to the Republic of Kazakhstan.

34. The main areas of activity of the Republic of Kazakhstan in the military-political sphere are:

1) conducting assessments, forecasting the development of the military-political situation in the world and the region, as well as the situation in the state to identify sources of military threats;

2) expanding partnership and cooperation with other states and international organizations in order to form an international security system and reduce the importance of military force in resolving interstate and intrastate contradictions;

3) the use of political, diplomatic, economic, legal, informational and other non-military means to prevent military threats to the state;

4) maintaining the military potential and power of the state at a level that ensures deterrence from aggression;

5) strengthening of interaction in the field of international security within the framework of the United Nations (hereinafter - UN), the Organization for Security and Cooperation in Europe, including with participation in peacekeeping activities;

6) development of a collective security system within the framework of the Collective Security Treaty Organization (hereinafter - CSTO) and the Shanghai Cooperation Organization (hereinafter - SCO);

7) control over the mutual implementation of treaties in matters of limitation, reduction, non-proliferation and elimination of weapons;

8) strengthening confidence-building measures between states.

9) strengthening partnership and cooperation with other states and international organizations in order to improve the system of global and regional security.

Paragraph 2. Areas of activity in the military-strategic sphere

35. Activities in the military-strategic sphere shall be aimed at maintaining the readiness of the military organization of the state to ensure military security and defense of the Republic of Kazakhstan.

36. The directions of activity of the Republic of Kazakhstan in the military-strategic sphere are determined by the provisions of the Constitution of the Republic of Kazakhstan, laws of the Republic of Kazakhstan, decrees of the President of the Republic of Kazakhstan in the field of military security and defense, other regulatory legal acts of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.

37. The main areas of activity of the Republic of Kazakhstan in the military-strategic sphere are:

1) maintaining the combat readiness of the Armed Forces, other troops and military formations and the mobilization readiness of the state to ensure military security and defense of the Republic of Kazakhstan;

2) protection of airspace and covering the State Border;

3) protection of the national interests of the state in the territorial waters (sea) and in the Kazakh part of the continental shelf of the Caspian Sea;

4) protection of state and military facilities on the territory of the Republic of Kazakhstan and beyond;

5) ensuring a state of emergency, prevention and elimination of emergencies of a social, natural and man-made nature;

6) prevention and suppression of sabotage, acts of terrorism and separatist activities;

7) localization and suppression of border incidents at the State Border;

8) localization and resolution of armed conflicts;

9) strategic deterrence from aggression and the use of military force, "hybrid" methods of struggle in resolving interstate and intrastate contradictions;

10) ensuring the readiness of the Armed Forces for strategic deployment;

11) conducting strategic actions for the armed defense of the state;

12) participation in peacekeeping and other operations, as well as the implementation of other tasks and activities in accordance with international treaties ratified by the Republic of Kazakhstan;

13) training of military personnel in order to ensure the fulfillment of international obligations within the framework of peacekeeping activities of the Republic of Kazakhstan.

38. In peacetime, the composition, manning, preparedness and provision of the Armed Forces, other troops and military formations must ensure readiness to perform tasks in ensuring the legal regimes of an emergency of a social nature and state of emergency, localization, suppression and resolution of border and internal armed conflicts, and also use in military conflicts of low and medium intensity.

39. The border armed conflict in the border space of the Republic of Kazakhstan shall be resolved by the Border Service together with the Aviation Service, the Border Academy of the National Security Committee of the Republic of Kazakhstan, other national security bodies in cooperation with the governing bodies, formations and military units of the Armed Forces and the National Guard of the Republic of Kazakhstan, if necessary, forces and means of other central state and local executive bodies can be used.

40. Suppression of internal armed conflicts is entrusted to the National Guard of the Republic of Kazakhstan in cooperation with the internal affairs bodies, the Armed Forces and other state bodies of the Republic of Kazakhstan.

41. In a low-intensity military conflict, the activities of the state's military organization are aimed at localizing hotbeds of tension, preventing the expansion of hostilities, resolving conflicts with the use of military force, normalizing the situation, restoring law and order in the Republic of Kazakhstan, ensuring public safety and providing the population of the state with the necessary assistance.

In a low-intensity military conflict, command and control bodies, formations and military units of the Armed Forces, other troops and military formations are used, which are in a state of constant readiness in peacetime.

42. In a military conflict of medium intensity, in addition to activities carried out in a military conflict of low intensity, state bodies and the economy of the Republic of Kazakhstan are transferred to functioning in wartime conditions, territorial defense and strategic deployment of the Armed Forces for the armed protection of the state.

43. In the event that the Republic of Kazakhstan is involved into a high-intensity military conflict, in the interests of the armed protection of the state, the forces and means of the collective security organizations in which the Republic of Kazakhstan is a member will be used.

44. The main tasks of the Armed Forces, other troops and military formations in wartime are organizing the defense of the state, defeating the enemy's troops, and forcing them to end hostilities.

45. When the enemy uses "hybrid" methods of struggle, state bodies and organizations that are part of the state's military organization apply adequate measures to counter political, diplomatic, economic, legal, informational, ideological, and other non-military means aimed at destabilizing the situation in the Republic of Kazakhstan.

46. In the context of the enemy's covert actions aimed at destabilizing the situation in the state, including with the use of special operations (special purpose) forces, private military, security companies, as well as terrorist, extremist organizations and separatist movements, the Armed Forces, other troops and military units will conduct special operations to suppress their activities.

Paragraph 3. Areas of activity in the military-economic sphere

47. Activities in the military-economic sphere shall be aimed at meeting the needs of the military organization of the state with financial, material and technical and other resources in sufficient volumes for functioning in peacetime and wartime and further development.

48. The main areas of activity of the Republic of Kazakhstan in the military-economic sphere are:

1) preparation of the financial and economic system of the state for functioning during the period of mobilization, martial law and in wartime;

2) improving the state military-technical policy;

3) development of the military-industrial complex.

Paragraph 4. Mobilization training of the Republic of Kazakhstan

49. Measures of mobilization training of the Republic of Kazakhstan shall be carried out in order to ensure sustainable management of the state in wartime, to carry out an organized transfer of the state economy from peaceful to martial law, to ensure the needs of the military organization of the state and the population of the country, the functioning of sectors of the economy and administrative-territorial units in combat zones and territorial defense in the interests of armed protection of the Republic of Kazakhstan.

50. The main areas of activity of the Republic of Kazakhstan on mobilization preparation are:

1) development of a management system for mobilization preparation and mobilization of the state;

2) increasing the efficiency of the activities of state bodies and organizations with mobilization tasks and orders;

3) improvement of the state material reserve system.

51. The activities of the Republic of Kazakhstan on the development of the military organization of the state shall be aimed at ensuring readiness for an adequate response to military threats to the Republic of Kazakhstan, including as part of the collective security forces of the organizations in which the Republic of Kazakhstan shall be a member.

1) maintaining the combat readiness of the Armed Forces, other troops and military formations;

Chapter 6. Approaches to ensuring military security of the Republic of Kazakhstan

53. The main measures implemented in the process of improving military planning in the Republic of Kazakhstan are:

1) clarification of the activities carried out by the military organization of the state when solving tasks of ensuring military security and defense of the state;

2) clarification of cases, procedure and methods of using the Armed Forces, other troops and military formations, their interaction and comprehensive support;

3) clarifying the tasks, scope and content of measures carried out by central state and local executive bodies, organizations that shall be part of the military organization of the state, while ensuring military security and defense of the state by annually clarifying the documents of the State Defense Plan;

4) systematization of regulatory legal acts in the field of defense and military security of the Republic of Kazakhstan with the introduction of the Military Planning System.

54. The main measures for development of the composition, structure and deployment of the Armed Forces, other troops and military formations are:

1) clarification of the tasks, composition and structure of the Armed Forces, other troops and military formations in accordance with their plans of use;

2) bringing the combat composition of the Armed Forces, other troops and military formations in line with military threats to the state;

2-1) the development of Forces for special operations for effective action in peacetime and wartime in cooperation with special forces of other state bodies;

3) completion of creation of inter-service groupings of troops (forces) in strategic directions;

4) building up the radar field and increasing the capacity and capabilities of troops to conduct air and missile defense of the state;

5) maintaining the combat potential of the naval group at a level sufficient to respond to military threats in the Caspian Sea;

6) improving the system of territorial defense, building infrastructure and creating sufficient stocks of material and other means to build up the capacity and capabilities of territorial troops;

7) operational equipment of the territory of the state in the interests of defense.

55. The main measures to improve the system of training troops (forces) are:

1) development of new techniques and methods of conducting joint actions by the Armed Forces, other troops and military formations, including with the participation of the collective security forces of the organizations in which the Republic of Kazakhstan is a member;

2) improving the quality of training of military command and control bodies and troops (forces) to perform assigned tasks and command troops (forces);

3) development of a training material and technical base for training new methods of combat operations (in settlements, mountainous areas, etc.), allowing to practice exercises in the dynamics of combat.

4) improving its quality parameters by introducing the achievements of modern science, technology and technology, advanced training methods.

56. The main measures for development of the control system of the military organization of the state are:

1) improving the activities of the National defense management center and equipping it with modern communications and automated control systems;

2) deployment of automated control systems for troops, weapons, resources and ensuring integration with information systems of state bodies and organizations that are part of the military organization of the state;

3) maintaining the effective operation of information resources and systems, communications infrastructure, special-purpose telecommunications networks to prevent isolation of the Supreme Commander-in-Chief of the Armed Forces and government bodies, as well as ensuring their uninterrupted and stable operation;

4) introduction of domestic technical and software tools for information resources and military systems.

57. The main measures for development of a missile attack warning system are:

1) development of the Unified regional air defense system of the Republic of Kazakhstan and the Russian Federation;

2) creation of basic elements of the missile attack warning and outer space control system.

58. The main measures for development of a system for countering informational and psychological impact are:

1) introduction of modern methods into ideological and educational work in the interests of increasing the moral and psychological stability of military personnel;

2) maintaining a high fighting spirit in military teams;

3) increasing the prestige of military service, the status of a serviceman and raising the image of the Kazakh army;

4) formation of values among servicemen, aimed at respecting the Constitution of the Republic of Kazakhstan, the laws of the Republic of Kazakhstan, education in the spirit of devotion to their nation, unconditional fulfillment of military duty to protect the Fatherland.

59. The main measures to improve information (cyber) security shall be:

1) improvement of regulatory legal acts in the field of information (cyber) security;

2) development of the composition and structure of the information (cyber) security system, as well as improvement of forms and methods of action in cyberspace;

3) step-by-step provision of information (cyber) security units with software, hardware, hardware and systems for effective actions in cyberspace and protection of information resources;

4) training of highly qualified personnel for information (cyber) security units;

5) organization of interaction between the military organization of the state in ensuring information (cyber) security;

6) conducting research and development work in the field of information (cyber) security.

60. The main measures to prevent and suppress sabotage and terrorist acts are:

1) maintaining forces and means in readiness for immediate action, deployment in a short time of the control system and equipping them with modern weapons and equipment;

2) creation of an effective system for forecasting, warning, response to threats and elimination of their consequences;

3) ensuring the compatibility of the activities of law enforcement, special state, central and local executive bodies in accordance with joint plans;

4) integration of existing information systems into a single block for the purpose of mutual exchange of operational information;

5) improvement of existing and development of new forms and methods of ensuring security on the basis of promising integration systems, the introduction of modern technologies;

6) pursuing a rational and balanced fiscal policy in order to achieve the highest possible level of solving the tasks assigned to the power component.

61. The main measures to ensure reliable protection (protection) of the State Border are:

1) maintaining the rule of law, the established legal order in the border area of the Republic of Kazakhstan;

2) increasing the combat potential of units on the State Border in accordance with its categorization and threats in the border space;

3) equipping the Border and Aviation Services of the National Security Committee of the Republic of Kazakhstan with modern weapons and military equipment, technical means of border protection;

4) bringing the infrastructure of the State Border in line with its categorization and modern requirements;

5) increasing the efficiency of interaction of the Border Service of the National Security Service of the Republic of Kazakhstan with central state, local executive bodies and the population of border areas in matters of protection of the State border, including in the underwater environment of the Kazakh sector of the Caspian Sea;

6) integration of information and communication infrastructure facilities of the Border Service of the National Security Service of the Republic of Kazakhstan;

7) implementation of the concept of "smart border" and the creation of mobile and effective response forces of the Border Service of the National Security Service of the Republic of Kazakhstan;

8) creation of a high-speed transport environment, increasing the capacity of leased communication channels to ensure the functioning of information systems of national security agencies and the development of engineering infrastructure for border protection;

9) re-equipment of communication networks with modern means of communication at priority sections of the border, modernization of existing communication networks.

62. The main measures to improve territorial defense shall be:

1) development of the territorial defense management system;

2) improvement of legislation in the field of territorial defense;

3) strengthening the combat potential of territorial troops and increasing their combat capabilities;

4) ensuring interoperability for the conduct of joint activities of the Armed Forces, territorial troops, other troops and military formations, central and local executive bodies, special state and law enforcement agencies when introducing and maintaining states of emergency or martial law.

63. The main measures for the technical equipment of the Armed Forces, other troops and military formations are:

1) increasing the provision of troops (forces) with weapons and military equipment;

1-1) compliance with the unified military-technical policy in matters of equipping the Armed Forces, other troops and military formations with communication and control means, weapons, equipment and ammunition, taking into account the possibility of their joint use;

2) equipping with samples of weapons and military equipment that meet the requirements of the troops (forces);

3) development of new military national standards, including for the production (modernization) of weapons and military equipment, military-technical equipment and the provision of services necessary for the Armed Forces, other troops and military formations;

4) adaptation of the standards of the original manufacturer of weapons and military equipment to the domestic conditions when transferring technologies;

5) control over the acquisition of weapons, military equipment and military property for the needs of the Armed Forces, other troops and military formations in accordance with the established rules.

64. The main measures for development of the system of material and technical support are:

2) replenishment of stocks of material and technical means of the Armed Forces, other troops and military formations in accordance with the established norms;

3) re-equipment of MTS services with modern technical and special means.

65. The main measures for development of military education are:

1) bringing the system of training military specialists, military scientific personnel, as well as the composition and structure of military educational institutions and the educational process in them in line with the needs of the Armed Forces, other troops and military formations;

2) introduction and development of demanded specialties for the military organization of the state;

3) improving the quality of training of military specialists and military scientific personnel by introducing modern teaching methods and technologies into the educational process, raising the level of educational, scientific and methodological work, professional training of the teaching staff;

4) optimization of the composition and structure of military departments at organizations of higher and (or) postgraduate education, preparation of the required amount of military-trained reserve in them;

5) inclusion in the curriculum of educational materials to study trends in development of military art and military construction, the experience of armed struggle, including using "hybrid" methods of struggle, with the participation of terrorist and extremist organizations, insurgent troops, private military and security companies, special operations forces;

6) improving the educational and scientific laboratory base of military educational institutions, introducing simulators into the training process for developing skills and transferring practical skills to military personnel.

66. The main measures for development of military science are:

1) increasing the military-scientific potential in the Armed Forces, other troops and military formations by increasing the number and quality of training of military scientific personnel;

2) implementation of the training of military scientific personnel on a priority basis in military-technical specialties and the general theory of military science, the theory of military art and the theory of military construction;

3) development of a research base, including laboratories for modeling military operations and military-technical areas;

4) continuation of development of disciplines of social, natural, technical sciences dealing with military issues;

branches of science to perform military-scientific research;

6) the use of the possibilities of public-private partnership in the conduct and provision of military-scientific research;

7) application of military-civil integration of scientific, educational organizations and institutions within the framework of scientific and technical activities in the field of defense and military security of the Republic of Kazakhstan.

67. The main measures of mobilization preparation of the Republic of Kazakhstan are:

1) improving the system for monitoring, assessing the state and coordinating mobilization training in the state;

2) improvement of regulatory legal acts in the field of mobilization preparation and mobilization of the state;

3) preparation of the territory and economy of the state for mobilization, martial law and wartime;

4) preparation of the population, the Armed Forces, other troops and military formations for mobilization, martial law and wartime;

5) training of citizens in military registration specialties for staffing the Armed Forces, other troops and military formations during mobilization;

6) creation of a mobilization reserve to fulfill mobilization orders during the period of mobilization, martial law and in wartime;

7) development of the state material reserve system based on the geography of deployment of the Armed Forces, other troops and military formations and plans for their use;

8) creation of an insurance fund for documentation for important civilian products, design documentation for high-risk facilities and life support systems for the population;

9) improving the system of training youth for military service;

10) training the population the protection methods against means of destruction;

11) maintenance of stocks of material assets to meet the needs of the Armed Forces, other troops and military formations in wartime;

12) improving the system of training state bodies and organizations with mobilization tasks and order13) expanding the activities and strengthening the role of military-patriotic organizations;

14) ensuring the readiness of transport and transport infrastructure facilities in the interests of the defense of the Republic of Kazakhstan;

15) the introduction of military service in the reserve in the Republic of Kazakhstan.

68. The main measures for development of the military-industrial complex are:

1) development of the defense industry management system;

2) improvement of regulatory legal acts in the field of the defense industry;

3) pursuing a unified state military-technical policy and comprehensive support of the state defense order;

4) development of defense enterprises to meet the needs of the Armed Forces, other troops and military formations;

5) increasing the efficiency of production of the military-industrial complex, introducing advanced technologies for development and production of new and modern weapons, military and special equipment, military property;

6) ensuring the stability and expansion of the production of basic types of ammunition for the Armed Forces, other troops and military formations;

7) attracting investment, as well as enhancing innovative activities to update the scientific, technical and production and technological base of the defense industry, conduct of research and development work;

8) improving the quality of products, works and services, developing the export potential of enterprises by expanding sales markets, increasing the range and volume of military products;

9) improvement of certification and state tests, acceptance of military products by the Armed Forces, other troops and military formations;

10) creating conditions for mutually beneficial cooperation with foreign companies for the supply of modern weapons and military equipment, the transfer of technologies and the creation of joint ventures in the Republic of Kazakhstan for the production of promising weapons systems;

11) training of qualified personnel to meet the needs of defense industry enterprises;

12) creation of an insurance fund of documentation for weapons, military and special equipment, military property.

69. Implementation of the envisaged measures for mobilization preparation of the state will increase the stability of the command and control system during the period of mobilization, martial law and in wartime.

Paragraph 3. Expansion of the participation of the Republic of Kazakhstan in ensuring international security

70. The development of international military cooperation of the Republic of Kazakhstan shall be aimed at expanding activities in the field of ensuring international security and reducing military threats to the state.

Cooperation is carried out on the basis of the principles of multi-vector, pragmatism and proactivity, which mean the development of friendly, equal, predictable and mutually beneficial relations with all states, interstate associations and international organizations of practical interest to the Republic of Kazakhstan.

71. The main measures for development of international military cooperation of the Republic of Kazakhstan are:

1) assistance in strengthening the regimes of non-proliferation of weapons of mass destruction;

1-1) promoting the development of systems of global and regional security, taking into account the interests of all states, on the basis of the principles of trust, openness, mutual understanding, ensuring equal and indivisible security for all states, based on political and diplomatic instruments to overcome global and regional crises;

2) compliance with the norms of trade in weapons and military equipment, military and dual-use technologies, international treaties in this area of activity;

3) active participation in the international fight against terrorism, extremism and drug trafficking;

4) strengthening the role of military diplomacy in ensuring international security by expanding the presence of military attaché apparatuses abroad;

5) increasing the participation of military personnel, peacekeeping units in international exercises;

6) exchange of experience in planning, conducting and comprehensive support of anti-terrorist and peacekeeping and security operations;

7) conducting high-quality training and selection of military personnel in accordance with UN criteria for participation in peacekeeping operations;

8) development of the activities of the Republic of Kazakhstan to support peacekeeping efforts;

9) strengthening activities to strengthen the role of the peacekeeping training center as a regional international center for the training of specialists in the field of peacekeeping.

72. The main measures for development of cooperation of the Republic of Kazakhstan to ensure collective security are:

1) ensuring effective and equal participation of the state in matters of ensuring collective security;

2) preparation of contingents of troops (forces) to perform tasks as intended while ensuring collective security;

3) participation in joint planning of the use and provision of collective security forces;

4) improving the interaction of forces and means of collective security, developing forms and methods of conducting joint actions;

5) improving the legal and organizational framework for participation of the Republic of Kazakhstan in the collective security forces and provision of military and military-technical assistance in crisis situations.

73. The main measures to expand the participation of the Republic of Kazakhstan in peacekeeping activities are:

1) increasing the potential and capabilities of peacekeeping units of the state, bringing them in line with the standards of international and regional organizations to ensure technical and operational compatibility;

2) expanding the participation of peacekeeping units in joint exercises and exchange of experience in planning, conducting and comprehensive support of peacekeeping operations within the framework of activities carried out by international organizations;

3) participation in joint exercises with the member states of the CSTO, SCO, NATO to exchange experience in planning, conducting and comprehensive support of anti-terrorist and peacekeeping operations;

4) participation in the work of the Intergovernmental working group within the UN for development of international regulatory legal acts on the regulation, monitoring and control of the activities of private military and security companies;

5) development of a regional peacekeeping center on the territory of the Republic of Kazakhstan;

6) training staff officers and sending them as military observers in UN missions;

7) sending peacekeeping units to carry out tasks in UN missions on the basis of a UN Security Council resolution;

8) provision of products of the military-industrial complex of the Republic of Kazakhstan for use in peacekeeping operations (missions);

9) improvement of the regulatory legal framework of the Republic of Kazakhstan in the field of peacekeeping activities of the Republic of Kazakhstan.

74. Implementation of these measures will expand the participation of the Republic of Kazakhstan in ensuring international security.

75. Implementation of the Military Doctrine will allow maintaining the combat readiness of the Armed Forces, other troops and military formations and the mobilization readiness of the state at the level necessary for an adequate response to military threats to the state, expanding the participation of the Republic of Kazakhstan in ensuring international security.

76. The provisions of the Military Doctrine will be implemented within the framework of the documents of the State Planning System within the allocated budgetary funds.

77. In cases of changes in the military-political situation in the world and in the region, the nature of military conflicts and the content of the armed struggle, the provisions of the Military Doctrine may be specified and supplemented.

78. The provisions of the Military Doctrine are specified in the Addresses of the President of the Republic of Kazakhstan to the people of Kazakhstan and are adjusted in the system of state and military planning in the Republic of Kazakhstan.
