      In accordance with subparagraph 41) of paragraph 1 of Article 6 of the Law of the Republic of Kazakhstan “On State Regulation of the Development of the Agro-Industrial Complex and Rural Territories”, subparagraph 2) of paragraph 3 of Article 16 of the Law of the Republic of Kazakhstan “On State Statistics” and subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan “On State Services” I HEREBY ORDER:

      1. To approve the attached Rules for subsidizing the development of livestock breeding, increasing the productivity and quality of livestock products.

      2. To recognize as terminated Order of the Deputy Prime Minister of the Republic of Kazakhstan - Minister of Agriculture of the Republic of Kazakhstan dated June 15, 2018 No. 256 “On approval of the Rules for subsidizing the development of livestock breeding, increasing productivity and quality of livestock products” (registered in the Register of State Registration of Regulatory Legal Acts under No. 17306, published on September 3, 2018 in the Reference Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan).

      3. Department of Production and Processing Livestock products of the Ministry of Agriculture of the Republic of Kazakhstan in the manner prescribed by law shall:

      1) ensure state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;

      2) within ten calendar days from the date of the state registration of this order, send it both in Kazakh and Russian languages to the Republican State Enterprise on the Right of Economic Management “Republican Legal Information Center” for official publication and inclusion in the Reference Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan;

      3) within ten calendar days after the state registration of this order, send its copy for official publication in periodicals;

      4) place this order on the Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication;

      5) within ten working days after the state registration of this order, submit to the Department of Legal Services of the Ministry of Agriculture of the Republic of Kazakhstan the information on the implementation of measures provided for by subparagraphs 1), 2), 3) and 4) of this paragraph.

      4. Control over the execution of this order is assigned to the Supervising Vice Minister of Agriculture of the Republic of Kazakhstan.

      5. This order shall come into effect after the day of its first official publication.

Rules for subsidizing the development of livestock breeding, increasing the productivity and quality of livestock products

Chapter 1. General provisions

      1. These Rules for subsidizing the development of livestock breeding, increasing the productivity and quality of livestock products (hereinafter- the Rules) have been developed in accordance with subparagraph 41) of paragraph 1 of Article 6 of the Law of the Republic of Kazakhstan “On State Regulation of the Development of the Agro-industrial Complex and Rural Territories”, subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan “On State Services” (hereinafter-the Law) and shall determine the procedure for providing budget subsidies (hereinafter subsidies) at the expense and within the funds provided for in the local budget for the corresponding financial year, as well as the procedure for rendering the state service “Subsidizing for the development of livestock breeding, increasing the productivity and quality of livestock products” (hereinafter- the state service).

      2. The basic terms used in these Rules are as follows:

      1) special commission - a commission set up at the level of regions, cities of republican significance and the capital that includes representatives of the regional chamber of entrepreneurs of the “Atameken” National Chamber of Entrepreneurs (hereinafter referred to as the “Atameken” NCE), the public branch unions/associations/republican chambers and specialists of a structural unit of the local executive body of regions, cities of republican significance, the capital (hereinafter referred to as the local executive body (service provider)) and checks whether commodity producers have appropriate infrastructure;

      2) special account - an account of a financial institution with a second-tier bank to which subsidies are credited;

      3) feedlot- an agricultural entity having a specialized platform with a capacity of at least 1,000 cattle/5,000 small cattle at a time and purchasing bull-calves/ram lambs for further fattening;

      4) operator in beef cattle breeding - a feedlot with a capacity of at least 1,000 livestock units at a time, leasing breeding bull-calves to commercial and public herds, as well as purchasing bull-calves for further fattening;

      5) financial institution - financial organizations licensed to carry out banking operations, as well as leasing companies, credit partnerships and microfinance organizations in the field of agro-industrial complex;

      6) public herd - a herd of cattle formed from the livestock of private subsidiary farms;

      7) operator in sheep breeding - a farm with 3,000 and more ewes, leasing breeding stud rams to commercial flocks and also purchasing sheep for further fattening;

      8) domestic agricultural commodity producer (hereinafter referred to as the producer) - an individual or legal entity engaged in livestock breeding and (or) agricultural production;

      9) application - an electronic application for subsidies to be received by a commodity producer;

      10) target use of purchased animals - use of purchased and subsidized animals for the purpose of reproduction under conditions and within timeframes specified in these Rules;

      11) information base of selection and breeding work (hereinafter referred to as the BW - an automated system for collecting, accumulating and processing data on breeding animals in the entities of livestock breeding and on animals involved in the breeding process, which is used to improve the herd and increase the genetic potential of animals, whose operator is determined by the authorized body in accordance with subparagraph 34) of Article 1 of the Law of the Republic of Kazakhstan “On livestock breeding” as of July 9, 1998;

      12) breeding stock involved in selection and breeding work - livestock of female parent animals that have reached the breeding age (for cattle breeding: breeding animals - from 13 months, commercial animals - from 18 months, for horse breeding - from 36 months, for camel breeding - 36 months, for sheep breeding - from 12 months, for red deer breeding (deer breeding) - from 24 months, for pig breeding - from 8 months) and used for reproduction of the herd;

      13) information subsidy system (hereinafter referred to as the ISS) – an organizationally streamlined set of information and communication technologies placed on the Internet, staff and technical documentation, designed to provide services for the implementation of subsidy processes, providing the opportunity to interact with the "electronic government" web portal, register applications for subsidies, and also process it automatically checking an application for its compliance with subsidy conditions, which is a IBSBW subsystem;

      14) electronic register of applications for subsidies (hereinafter referred to as the register) - a set of information on applications for subsidies, as well as borrowers, financial institutions, and other information contained in the ISS;

      15) state information system for subsidies (hereinafter referred to as SISS) - an organizationally ordered set of information and communication technologies located on the Internet, service personnel and technical documentation, designed to provide services for the implementation of subsidy processes, providing the ability to interact with the “electronic government” web portal, registration of an application for subsidies, as well as its automated processing in electronic form;

      16) electronic register of applications for subsidies (hereinafter referred to as the Register) - a set of information about applications for subsidies, as well as about borrowers, financial institutions, and other information reflected in the SISS;

      17) mating season - the period of reproduction of farm animals;

      18) “electronic government” web portal - an information system that provides a single window of access to all consolidated government information, including the regulatory legal framework, and to public services, services for issuing technical conditions for connecting to networks of natural monopoly entities and services of quasi-public entities provided electronically;

      19) electronic digital signature (hereinafter referred to as the EDS) - a set of electronic digital symbols created by means of electronic digital signature and confirming the authenticity of an electronic document, its belonging and invariance of the content.

      3. Subsidizing shall be carried out according to the list of lines and standards of subsidizing established in Appendix 1 to these Rules.

      Subsidies shall be paid out on the basis of a submitted application that meets the criteria for producers applying for subsidies (hereinafter referred to as the criteria) specified in Appendix 2 to these Rules at the time of submission.

      4. The resolution of the local executive body (service provider) with the amounts of subsidies in the areas of subsidization is sent by the local executive body (service provider) for approval to the Ministry of Agriculture of the Republic of Kazakhstan (hereinafter referred to as the Ministry) through the intranet portal of state bodies on or before January 20 of a relevant year.

      The amounts of subsidies in the areas of subsidization are determined in accordance with the priority goals and indicators of state and government programs.

      5. Within five working days, the Ministry considers the submitted amounts of subsidies for compliance with the goals and indicators of state and government programs.

      In case of a positive decision, the Ministry shall agree on the draft resolution of the local executive body (service provider) on or before January 25 of the relevant year. In case of a negative decision, the Ministry shall send a reasoned justification on or before January 25 of the relevant year.

      The revised draft resolution of the local executive body (service provider) is submitted for re-approval to the Ministry on or before January 30 of the relevant year.

      6. The volume of subsidies within a month after these Rules come into force and thereafter annually, no later than February 5, shall be approved by a resolution of the local executive body (service provider).

      After approval of the resolution, the local executive body (service provider) shall place it in the SISS and on its official Internet resource within 2 (two) working days.

      7. Is excluded by the order of acting Minister of Agriculture of the Republic of Kazakhstan dated 13.07.2021 No. 207 (shall be enforced upon expiry of ten calendar days after the day of its first official publication).

      8. In the event of a change in the amounts between the lines of subsidies, appropriate changes and (or) additions are made to the resolution of the local executive body (service provider) in the manner prescribed by paragraphs 4, 5 and 6 of these Rules. In this case, it is not allowed to reduce the volume of subsidies in priority areas in accordance with the goals and indicators of state and government programs.

      8-1. In the event of a failure of the SISS, which contains the necessary information for issuing subsidies, the service provider shall immediately notify the Ministry of the situation, which shall begin to eliminate it.

      Therewith, after carrying out work to eliminate the failure that has arisen, the Ministry, within 3 (three) working days, shall draw up a protocol on the technical problem and place it in the SISS.

Chapter 2. Recipients of subsidies

      9. Subsidies are paid to commodity producers.

Chapter 3. Conditions for receiving subsidies

      10. Subsidies shall be paid subject to the following conditions:

      1) applying electronically through the interaction of the “electronic government” web portal with the SISS:

      to receive subsidies for the purchase of breeding stock of cattle (dairy, dairy and meat, meat and meat and dairy breeds), breeding bulls producing meat and meat and dairy breeds, imported breeding stock of cattle corresponding to the breed origin, breeding sheep, breeding stallion-producer of the productive direction, breeding camel-producer, breeding stock of pigs, breeding stock of goats, breeding day-old young animals of the parent/grandparent form of the meat direction of birds and day-old young animals of the final form of the egg direction, obtained from breeding birds in Form 1 according to the Appendix 3 to these Rules;

      to receive subsidies for the maintenance of breeding bulls used for the reproduction of the herd in form 2 in accordance with Appendix 3 to these Rules;

      to receive subsidies for the maintenance of breeding rams used for the reproduction of commercial flocks in Form 3 in accordance with Appendix 3 to these Rules;

      to receive subsidies to breeding and distribution centers for services for artificial insemination of breeding stock of cattle in peasant (farmer) farms and agricultural cooperatives, as well as the breeding stock of sheep in farms and agricultural cooperatives in Form 4 in accordance with Appendix 3 to these Rules;

      to receive subsidies for conducting selection and breeding work with commercial breeding stock of cattle in accordance with Form 5 in accordance with Appendix 3 to these Rules;

      to receive subsidies for conducting selection and breeding work with breeding stock of cattle in accordance with Form 6 in accordance with Appendix 3 to these Rules;

      to receive subsidies for conducting selection and breeding work with breeding stock of sheep in accordance with Form 7 in accordance with Appendix 3 to these Rules;

      to receive subsidies for breeding and stock breeding work with a commercial breeding stock of sheep in accordance with Form 8 in accordance with Appendix 3 to these Rules;

      to receive subsidies for conducting selection and breeding work with breeding stock of deer (red deer) in form 9 in accordance with Appendix 3 to these Rules;

      to receive subsidies for breeding and stock breeding work with bee colonies in form 10 in accordance with Appendix 3 to these Rules;

      to receive subsidies for breeding and stock breeding work with breeding and replacement livestock of pigs in form 11 in accordance with Appendix 3 to these Rules;

      to receive subsidies for purchased unisexual and bisexual semen of breeding bulls of dairy and dairy-meat breeds in form 12 in accordance with Appendix 3 to these Rules;

      to receive subsidies for reducing the cost of purchasing cattle and sheep embryos in Form 13 in accordance with Appendix 3 to these Rules;

      to receive subsidies for reducing the cost of production of poultry meat (poultry meat, turkey meat, waterfowl), food eggs (chicken eggs), milk (cow, mare, camel), as well as beef procurement by meat processing enterprises engaged in slaughter and primary meat processing cattle in form 14 in accordance with Appendix 3 to these Rules;

      to receive subsidies for reducing the cost of cattle (including breeding males of dairy or dairy-meat breeds)/male small ruminants sold or moved for fattening to feedlots or meat processing plants with a slaughter capacity of at least 50 animal units of cattle livestock per day/at least 300 animal units of sheep per day according to Form 15 in accordance with Appendix 3 to these Rules;

      to receive subsidies for reducing the cost of feeding the breeding stock of farm animals in Form 16 in accordance with Appendix 3 to these Rules;

      to transfer subsidies to a special account in Form 17 in accordance with Appendix 3 to these Rules;

      for the subsidies due for the purchase of imported breeding stock of cattle/sheep or imported breeding stock of cattle corresponding to the pedigree origin in Form 18 in accordance with Appendix 3 to these Rules;

      2) registration of the submitted application in the SISS using an electronic digital signature;

      3) compliance of the application with the criteria established in Appendix 2 to these Rules.

      The list of basic requirements for the provision of the public service “Subsidizing for the development of livestock breeding, increasing the productivity and quality of livestock products” is set out in Appendix 4 to these Rules.

      The local executive body (service provider) shall ensure that data on the stage of receiving subsidies is entered into the information system for monitoring the provision of public services in accordance with subparagraph 11) of paragraph 2 of Article 5 of the Law.

      Information interaction between the “electronic government” web portal and the SISS shall be carried out in accordance with Article 43 of the Law of the Republic of Kazakhstan “On Informatization”.

      Until December 20, 2022, inclusive, the standard for subsidies for reducing the cost of turkey meat production is 200 tenge; from January 1, 2023, the standard is 100 tenge.

      Subsidy standards, criteria for subsidy recipients, and deadlines for submitting applications for subsidies for reducing the cost of feeding the breeding stock of farm animals shall be approved by a resolution of the local executive body of regions, cities of republican significance, and the capital.

      11. Before applying for subsidies, producers fill out the following data in the SISS:

      1) gross production of livestock products based on the results of the previous year according to the statistical report;

      2) labour productivity according to the statistical report;

      3) total areas of pastures and livestock numbers.

Chapter 4. The procedure for paying subsidies

      12. Acceptance of applications shall be carried out at the location/registration of farm animals within the time limits provided for in the criteria in accordance with Appendix 2 to these Rules.

      Applications shall be accepted within the limits of the funds provided for the relevant areas, in accordance with the approved resolution of the local executive body (service provider).

      If there is a shortage of funds provided for the relevant areas, in accordance with the approved resolution of the local executive body (service provider), applications shall be received in the reserve (waiting list).

      13. To provide access to register data through a web portal (hereinafter referred to as the Personal Account), the commodity producer must have an electronic digital signature for self-registration in the SISS.

      14. To register in the Personal Account, the commodity producer shall indicate the following information:

      1) for individuals and individual entrepreneurs: individual identification number (hereinafter referred to as IIN), surname, name and patronymic (if any);

      2) for legal entities: business identification number, full name; surname, name and patronymic (if any) and IIN of the head;

      3) contact details (postal address, telephone number, email address);

      4) details of the current account with a second-tier bank.

      When the above data are changed, the commodity producer changes the data entered in the Personal Account within 1 (one) working day.

      15. Formation and registration of the manufacturer’s application shall be carried out in the Personal Account in the following order:

      1) an application shall be formed with the information specified in Appendix 3 to these Rules included;

      2) the application shall be registered in the SISS by signing it with the electronic digital signature of the commodity producer and become available in the Personal Account of the local executive body (service provider). An electronic notification of receipt of an application for consideration is sent to the email address of the local executive body (service provider).

      16. The responsible executor of the local executive body (service provider) within 2 (two) working days from the date of registration of the application shall check the application for the completeness of the data specified in Appendix 3 to these Rules. It also sends a notification of the results of consideration of the application for subsidies, or a reasoned response about the refusal to provide a state services.

      17. The responsible executive of the local executive body (service provider) shall generate in the SISS invoices payable for the payment of subsidies, loaded into the Treasury-Client information system within 2 (two) business days after confirmation of acceptance of the application.

      For applications received in the reserve (waiting list), subsidies shall be paid in order of priority according to the date and time of receipt of applications, with the allocation of additional budget funds in the current financial year and (or) redistribution of funds between areas of subsidies based on a resolution of the local executive body (service provider) on approval of the volume of subsidies in the areas of subsidies. In the absence of additional budget funds in the current financial year, according to applications received in the reserve (waiting list), subsidies shall be paid in the next financial year.

      18. A financial institution, within the framework of a loan agreement concluded in accordance with the civil legislation of the Republic of Kazakhstan, shall submit to the local executive body (service provider) an application for the transfer of subsidies to a special account in Form 17 in accordance with Appendix 3 to these Rules.

      To receive subsidies to a special account, the financial institution uploads to the application in electronic format “PDF (scanned version of the paper version with a written signature or certified with an electronic digital signature (QR code)): a positive decision of the credit committee of the financial institution, a loan agreement.

      Within 3 (three) working days from the date of registration of the application in the SISS, subsidies shall be transferred to a special account of a financial institution in a second-tier bank under a concluded agreement with deferred payment (with partial payment) or a loan agreement for the purchase of imported breeding stock of cattle/sheep or imported breeding stock of cattle corresponding to their breed origin.

      Upon acquisition of an imported breeding stock of cattle/sheep or imported breeding stock of cattle corresponding to the breed origin, the commodity producer enters into the SISS the information specified in the application on Form 18 in accordance with Appendix 3 to these Rules.

      In the absence of the fact of acquisition of an imported breeding stock of cattle/sheep or imported breeding stock of cattle corresponding to the breed origin, the commodity producer, confirmed by registration of cattle/sheep in the IBSBW and filing an application for the subsidies due for the purchase of imported breeding stock of cattle livestock/sheep or imported breeding stock of cattle corresponding to the breed origin, in Form 18 in accordance with Appendix 3 to these Rules, the financial institution returns them to the local executive body (service provider) within 120 (one hundred and twenty) days from the date of receipt of the subsidy amount.

      19. Poultry farms/feedlots/dairy farms/meat processing enterprises with a slaughter capacity of 50 livestock units of cattle or 300 sheep shall receive the opinion of a special commission on compliance of the infrastructure of the commodity producer applying for subsidies (hereinafter- the opinion) in accordance with Appendix 5 to these Rules. The procedure for the formation and work of the commission shall be regulated by the decision of NCE "Atameken".

      20. The Special Commission shall verify the availability of appropriate infrastructure of enterprises to the criteria specified in Appendix 2 to these Rules, and issue a conclusion in the form in accordance with Appendix 5 to these Rules. A scanned copy and information from the conclusion shall be entered by the local executive body (service provider) into the SISS within 2 (two) working days from the date of provision of the signed conclusion by the special commission.

      Determination of the manufacturer’s compliance with the criteria shall be carried out within 5 (five) working days free of charge based on a written notification from the manufacturer to the regional chamber of entrepreneurs of the National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken”. The review period shall be extended by no more than 5 (five) working days, as agreed with the manufacturer.

      Verification of the compliance of commodity producers with the criteria by a special commission shall be carried out once every three years, or when the criteria established by these Rules change.

      The special commission shall be authorized to monitor the activities of commodity producers who have received an opinion for compliance with the criteria and requirements for each type of subsidy and, if violations are detected, to revoke the conclusion from the producer.

      The manufacturer shall be sent a notification of the results of consideration of the application for subsidies in the form of an electronic document in accordance with Appendix 6 to these Rules. The notification shall be sent to the email address specified by the manufacturer when registering in the SISS, as well as to the “personal account” of the SISS.

      21. Subsidies are refused on the grounds of:

      1) establishing the inaccuracy of the documents submitted by the producer for receiving subsidies, and (or) the data (information) contained therein;

      2) non-compliance of the producer and (or) the submitted data and information necessary to receive subsidies with the criteria established by these Rules.

Chapter 5. The procedure for appealing decisions, actions (inaction) of local executive bodies (service providers) and (or) their officials on the provision of public services

      22. A complaint against a decision, or action (inaction) of a local executive body (service provider) regarding the provision of public services shall be submitted to the animal unit of the local executive body (service provider), to the authorized body for assessment and office for the quality of public services.

      If a complaint is received in accordance with paragraph 4 of Article 91 of the Administrative Procedural Code of the Republic of Kazakhstan (hereinafter referred to as the APPRC of RK), the local executive body (service provider) shall forward it to the body considering the complaint (superior administrative body and (or) official), no later than 3 (three) working days from the date of receipt. The complaint by the local executive body (service provider) shall not be sent to the body considering the complaint (superior administrative body and (or) official) if a favourable act is adopted or an administrative action is taken that fully satisfies the requirements specified in the complaint.

      22-1. A complaint from a commodity producer in accordance with paragraph 2 of Article 25 of the Law is subject to consideration by:

      local executive body (service provider) - within 5 (five) working days from the date of its registration;

      the authorized body for assessing and monitoring the quality of public services - within 15 (fifteen) working days from the date of its registration.

      The period for consideration of a complaint by the local executive body (service provider), the authorized body for assessing and monitoring the quality of public services in accordance with paragraph 4 of Article 25 of the Law shall be extended by no more than 10 (ten) working days if necessary:

      1) conducting an additional study or inspection based on a complaint or an on-site inspection;

      2) obtain additional information.

      In case of an extension of the period for consideration of a complaint, the official authorized to consider complaints, within 3 (three) working days from the date of extension of the period for consideration of the complaint, informs in writing (when filing a complaint on paper) or electronic form (when filing a complaint electronically). form) to the manufacturer who filed the complaint, about the extension of the period for consideration of the complaint, indicating the reasons for the extension.

      Unless otherwise provided by law, an appeal to the court shall be allowed after an appeal in a pre-trial manner in accordance with paragraph 5 of Article 91 of the Arbitration Procedure Code of the Republic of Kazakhstan.

      Note:

      The purchase of animals of all types, breeding day-old young animals of the parent/grandparent form of the meat type of poultry, day-old young animals of the final form of the egg type obtained from breeding birds, embryos of cattle and sheep are subsidized in accordance with the approved standards, and if the approved standard exceeds half of the purchase price, then subsidies shall be provided in an amount equal to 50% of the purchase price.

      The purchase of semen from a breeding bull of dairy and dairy-meat breeds shall be subsidized up to 100% of the purchase price, but not more than the approved standard.

      For the further transfer of breeding bulls/rams for lease into a commercial herd/flock, the applicant shall be an operator in beef cattle breeding/sheep breeding. The calculation of the ratio to breeding stock shall be no less than 13 and no more than 25 animal units of breeding stock per producer (except for breeding and distribution centers).

      The purchase of breeding stallions and camels shall be subsidized if breeding stock is available. The calculation of the ratio of the availability of breeding stock shall be at least 8 and more than 15 animal units of breeding stock per producer.

      The authorized body shall develop an algorithm for the operation of the SISS and places it in the SISS and IBSBW.

2) the use in the reproduction of artificial insemination of brood and replacement livestock or the use of breeding boars in accordance with zootechnical standards of at least one boar per fifty animal units during manual mating or at least one boar per two hundred animal units of livestock during artificial insemination;
3) use of stud boars for no more than two years in a row;
4) the availability of electronic methods of identification of livestock (from January 1, 2022).

1) availability and registration of at least 10 bee colonies in the IBSBW and placement in the SISS of a copy of a screenshot from the notebook for recording peasant or farm enterprises in the form in accordance with Appendix 2 of the statistical methodology for maintaining electronic household records and forms for organizing the maintenance of registration records, approved by order of the Chairman of the Agency of the Republic of Kazakhstan for statistics dated June 10, 2010 No. 136 (registered in the State Registration Register of Regulatory Legal Acts under No. 6334) and/or extracts from the statistical form of the national statistical observation “Report on the State of Livestock Husbandry” (index 24-ac, monthly frequency), approved by order of the Chairman of the Committee according to statistics from the Ministry of National Economy of the Republic of Kazakhstan dated February 10, 2020 No. 21 (registered in the State Registration Register of Regulatory Legal Acts under No. 20030) at the time of applying;
2) availability and placement in the SISS of a selection and breeding work plan approved by a specialized research organization;
3) registration of breeding bee families in the Republican Chamber;
4) the average duration of economic use of bee colonies is no more than 3 years.

3) sale of milk to a milk processing plant or milk processing workshop that has an accounting number;
4) the annual production of mare's milk per 1 animal unit of a milking mare does not exceed 750 kilograms.

4) the annual volume of camel milk production per 1 animal unit of a dairy camel does not exceed 1500 kilograms.

      Note:

      When purchasing animals during a calendar year, the calculation of the amount of subsidies for reducing the cost of feed for farm animals shall be carried out from the moment the animals are registered in the IFA.

      Republican chambers for the relevant breed conduct selective monitoring of commodity producers for the actual availability of leased breeding bulls - producers in the commercial and public herd. If the fact of the absence of breeding bulls is revealed, a report on the identification of violations shall be drawn up in a free form, which shall be sent to a special commission. Based on the act, a special commission shall revoke the conclusion from the operator in beef cattle breeding.

      Revocation, cancellation or adjustment of electronic invoices used to obtain subsidies shall not be permitted.

      The following shall not be eligible for subsidies:

      1) acquisition of animals, breeding products (material), previously subsidized to reduce the cost of acquisition, acquired through barter for mutual settlements or used not for reproduction purposes;

      2) selection and breeding work with breeding stock of cattle, sheep, deer and bee colonies, subsidized in the current year in the direction of subsidies for conducting selection and breeding work for the current breeding season;

      3) breeding bulls/breeding rams used for reproduction in herds/flocks, subsidized in the current year for the maintenance of breeding bulls/breeding rams;

      4) livestock products and male cattle/small ruminants purchased by commodity producers from other individuals and legal entities for their further resale and (or) processing, except for agricultural cooperatives;

      5) male cattle sold or transported for fattening to feedlots and meat processing plants with a slaughter capacity of at least 50 animal units of cattle per day, obtained not as a result of breed transformation (except for male cattle obtained from breeding stock);

      6) male small ruminants sold or transported for fattening to feedlots and meat processing plants with a slaughter capacity of at least 300 animal units of sheep per day, obtained not as a result of breed transformation (except for male small ruminants obtained from breeding stock);

      7) by-products of poultry farming - legs, heads, internal organs;

      8) processed milk sold without packaging;

      9) commodity producers to receive subsidies for reducing the cost of purchasing domestic breeding stock in the case of selling their breeding stock (within one area of productivity) for breeding purposes over the last twelve months;

      10) milk sold to a milk processing enterprise not geographically located in the Republic of Kazakhstan;

      11) male cattle/small ruminants sold or moved to feedlots or meat processing plants that were not born from the breeding stock on the farm at the time of application;

      12) producers who have discrepancies in the data (animal identification number, sex, breed, date of birth) on the number of animals registered in the IBSBW and IFA, in accordance with the Criteria for producers applying for subsidies specified in Appendix 2 to the Rules, and those who do not have agricultural land;

      13) reduction in the cost of animal feed costs incurred in the previous year and previously subsidized in the current year. If the total amount of costs incurred during the procurement of feed is less than the declared amount of subsidies.

The service recipient shall submit an electronic application, signed with an electronic digital signature (hereinafter referred to as the Digital signature) of the service recipient, to receive subsidies for the purchase of: pedigree breeding stock of cattle (dairy, dairy-meat, meat and meat-dairy breeds), pedigree stud bulls of meat and meat-dairy breeds, imported breeding stock of cattle corresponding to the breed origin, pedigree sheep, pedigree stud stallion of the productive direction, pedigree stud camel, breeding stock of pigs, breeding stock of goats, breeding daily young of the parent/grandparent form of the meat direction of birds and daily young of the final form of egg direction obtained from pedigree poultry in the form 1 according to Appendix 3 to the Rules for subsidizing the development of breeding livestock, increasing the productivity and quality of livestock products, approved by order of the Minister of Agriculture of the Republic of Kazakhstan dated March 15, 2019 No. 108 (registered in the State Registration Register of Regulatory Legal Acts under No. 18404) (hereinafter referred to as the Rules);
to receive subsidies for the maintenance of breeding bulls used for the reproduction of the herd in form 2 in accordance with Appendix 3 to the Rules;
to receive subsidies for the maintenance of breeding rams used for the reproduction of commercial flocks in Form 3 in accordance with Appendix 3 to the Rules;
to receive subsidies to breeding and distribution centers for services for artificial insemination of breeding stock of cattle in peasant (farm) farms and agricultural cooperatives, as well as the breeding stock of sheep in farms and agricultural cooperatives in Form 4 in accordance with Appendix 3 to the Rules;
to receive subsidies for conducting selection and breeding work with commercial breeding stock of cattle in accordance with Form 5 in accordance with Appendix 3 to the Rules;
to receive subsidies for conducting selection and breeding work with breeding stock of cattle in accordance with Form 6 in accordance with Appendix 3 to the Rules;
to receive subsidies for conducting selection and breeding work with breeding stock of sheep in Form 7 in accordance with Appendix 3 to the Rules;
to receive subsidies for breeding and stock breeding work with a commercial breeding stock of sheep in accordance with Form 8 in accordance with Appendix 3 to the Rules;
to receive subsidies for conducting selection and breeding work with breeding stock of deer (red deer) in form 9 in accordance with Appendix 3 to the Rules;
to receive subsidies for breeding and stock breeding work with bee colonies in form 10 in accordance with Appendix 3 to the Rules;
to receive subsidies for breeding and stock breeding work with breeding and replacement livestock of pigs in Form 11 in accordance with Appendix 3 to the Rules;
to receive subsidies for purchased unisexual and bisexual semen of breeding bulls of dairy and dairy-meat breeds in form 12 in accordance with Appendix 3 to the Rules;
to receive subsidies for reducing the cost of purchasing cattle and sheep embryos in Form 13 in accordance with Appendix 3 to the Rules;
to receive subsidies for reducing the cost of production of poultry meat (poultry meat, turkey meat, waterfowl), food eggs (chicken eggs), milk (cow, mare, camel), as well as beef procurement by meat processing enterprises engaged in slaughter and primary meat processing cattle in form 14 in accordance with Appendix 3 to the Rules;
to receive subsidies for reducing the cost of cattle (including breeding male dairy or dairy-meat breeds)/small male cattle sold or moved for fattening to feedlots or meat processing plants with a slaughter capacity of at least 50 animal units of cattle livestock per day/at least 300 animal units of sheep per day according to Form 15 in accordance with Appendix 3 to the Rules;
to receive subsidies for reducing the cost of feeding the breeding stock of farm animals in Form 16 in accordance with Appendix 3 to the Rules;
to transfer subsidies to a special account in Form 17 in accordance with Appendix 3 to the Rules;
for the subsidies due for the purchase of imported breeding stock of cattle/sheep or imported breeding stock of cattle corresponding to the pedigree origin in Form 18 in accordance with Appendix 3 to the Rules.
Confirmation of acceptance of the application is the corresponding status in the “personal account” of the service recipient in the SISS about the acceptance of the request for the provision of a public service.

9.

Grounds for refusal to provide public services established by the laws of the Republic of Kazakhstan

1) establishing the unreliability of the documents submitted by the service recipient to receive public service, and (or) the data (information) contained in them;
2) the service recipient does not meet the criteria established by the Rules.

10.

Other requirements taking into account the specifics of the provision of public services, including those provided in electronic form

The service recipient has the opportunity to obtain information about the procedure and status of the provision of public services in remote access mode through the “personal account” of the SISS, as well as a single contact center for the provision of public services: 1414, 8 800 080 7777.
The Ministry of Agriculture of the Republic of Kazakhstan and service providers, within three working days from the date of change in the Rules, update information on the procedure for providing public services and send it to the Unified Contact Center.

2) a milking parlor with an automated milking machine (carousel, herringbone, parallel, tandem, robotic machine);
3) feeding and watering;
4) feed shop;
5) veterinary station;
6) availability of land for forage procurement (in case of self-procurement).



A farm with a forage-fed livestock of cows from 400 cows: a commercial dairy farm put into operation or upgraded with the appropriate infrastructure, having:
1) a room for keeping cows;
2) equipment for automated or machine milking, including portable milking units;
3) feeding and watering;
4) feed shop;
5) veterinary station.



A farm with a forage-fed livestock of cows from 50 cows: a commercial dairy farm having:
1) a room for keeping cows;
2) machine milking, including portable milking units;
3) a place for storing veterinary drugs;
4) a lock for livestock.



Meat poultry farm:
1) actual production from 500 tons of poultry per year;
