      In accordance with subparagraph 16-1) of article 16 of the Labor Code of the Republic of Kazakhstan dated November 23, 2015, I ORDER :

      1. To approve the Unified tariff and qualification reference book of jobs and professions of workers (issue 43) in accordance with the appendix to this order.

      2. The Department of Labor and Social Partnership of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, in the manner prescribed by law, shall ensure:

      1) state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;

      2) posting this order on the Internet resource of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan after its official publication;

      3) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, the submission to the Department of the Legal Service of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.

      3. To recognize as invalid the order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated October 9, 2012 No. 391-ө-m "On approval of the Unified tariff and qualification reference book of work and professions of workers (issue 43)" ( registered in the Register of State Registration normative legal acts No. 8027, published on December 7, 2012 No. 185 (2367) in the newspaper Yuridicheskaya Gazeta.

      4. Control over the execution of this order shall be entrusted to the Vice-Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan , A.A. Sarbasov .

      5. This order comes into effect upon the expiration of ten calendar days after the day of its first official publication.

Unified tariff and qualification reference book of jobs and professions of workers (issue 43)

Chapter 1. Introduction

      1. The unified tariff and qualification reference book of jobs and professions of workers (issue 43) (hereinafter - UTQR (issue 43) includes work on the primary processing of cotton and bast crops.

      2. UTQR (issue 43) was developed by the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan.

      3. Tariff-qalification characteristics are used for the tariffication of work and the assignment of qualification categories to workers in organizations, regardless of their form of ownership and organizational and legal forms, where there are production facilities and types of work specified in this UTQR (issue 43).

Chapter 2. Tariff and qualification characteristics of workers' professions by category for work on the primary processing of cotton and bast crops

Section 1. Bale wrapper, 1st category

      4. Description of works:

      packing cotton seeds into sacks with mornings on a sack filling machine;

      stitching heated fiber lint , uluk and fires the seed bags manually in accordance with the standard;

      preparation of twine and other packaging materials;

      transportation of filled bags, bales to a designated place;

      selection of a placer of seeds, fibers;

      compliance with the rules of safety and labor protection, fire safety, internal labor regulations.

      5. Should know:

      the purpose and principle of operation of the bag filling plant;

      requirements of the standard for sewing bales;

      bag filling rates;

      set dimensions and weight of bales;

      safety and labor protection rules, fire safety;

      internal labor regulations.

Section 2. Bale inspector, 2nd category

      6. Characteristics of works:

      control of dimensions and correct packaging bales of cotton, linter and uluk ;

      control of the installation of the tying tape;

      weighing and marking of bales;

      keeping records of the weight of bales by brands and shift production of cotton fiber, lint and ulyuk ;

      observance of safety and labor protection rules , fire safety, internal labor regulations.

      7. Should know:

      the device of the scales and the rules of their care;

      set dimensions and weight of bales;

      requirements of state standards for packing and marking bales;

      safety rules and labor protection, fire safety;

      internal labor regulations.

Paragraph 3. Operator of gin equipment, 4th category

      8. Description of works:

      conducting the process of ginning raw cotton on roller gins with inertial hammering mechanism and eighty saw gins in a given mode;

      maintenance of a battery of gins and associated technological and auxiliary equipment;

      ensuring the production of cotton fiber in accordance with the requirements of the standards;

      elimination of technical problems in the operation of serviced machines and mechanisms;

      elimination of the bottom of the feeders of the fiber offtakes , weed and seed conveyors, snail and trash suction installations;

      periodic dumping of the raw roller, cleaning the grooves on the working rollers, participating in their installation and in changing the baffle plates on various gins;

      participation in the change of saws, the regulation of technological clearances and wiring, in the repair of serviced machines;

      observance of safety and labor protection rules, fire safety, internal labor regulations.

      9. Should know:

      device and rules of operation of the serviced equipment;

      the size of the gaps between the working bodies of the serviced machines;

Paragraph 4. Operator of gin equipment, 5th category

      10. Description of works:

      conducting the process of ginning raw cotton on roller gins with a hard hammering mechanism of multi-impact action and one hundred and thirty saw gins in a given mode, as well as from a remote control panel for an automated production process;

      regulating the diet of gins;

      elimination of bays and other malfunctions in the operation of machines and ensuring their normal operation;

      visual control over the uniform flow of raw cotton into the workshop;

      checking the density of raw rollers on saw gins and residual graininess of seeds after ginning ;

      regulating the secretion of the beetle ;

      organization of timely disposal of production waste;

      installation and regulation of baffle plates on roller gins;

      preventive cleaning and repair of technological equipment and automation devices;

      management of the work of an operator of lower qualifications;

      compliance with the rules of safety and labor protection, fire safety, internal labor regulations.

      11. Should know:

      device and operating rules of the serviced equipment and control panel;

      scheme of automated remote control of equipment;

      rules for regulating the technological equipment of the gin shop;

      requirements for the quality of cotton fiber;

Paragraph 5. Operator of gin equipment, 6th category

      12. Description of works:

      conducting the process of ginning raw cotton on one hundred and seventy sawing gins in a given mode;

      maintenance of the battery of genies and associated technological and auxiliary equipment;

      ensuring the production of cotton fiber in accordance with the requirements of the standards;

      elimination of technical problems in the operation of serviced machines and mechanisms;

      elimination of the bottom of the feeders of the fiber retractors, weed and seed conveyors , snail and trash suction installations;

      periodic discharge of the raw cushion;

      cleaning of saws and grates;

      participation in the change of saws, the regulation of technological clearances and wiring, in the repair of serviced machines;

      hourly net cleaning;

      compliance with the rules of safety and labor protection, fire safety, internal labor regulations.

      13. Should know:

      device and rules of operation of the serviced equipment;

      the size of the gaps between the working bodies of the serviced machines;

      ginning technological process ;

      standards for raw cotton, fiber, seeds and waste;

Paragraph 6. Preparer of flexible packing, 1st category

      14. Characteristics of works:

      preparation of soft containers for packing products and waste by hand, gluing the edges of shawls for packing cotton fiber, linters and fiber products into bales;

      sewing bags by hand;

      analysis of a set of fabrics for upholstery;

      cutting the fabric according to the established dimensions;

      sorting used bags by size, degree of wear ;

      preparation of paint for marking;

      container marking;

      transportation of materials and containers to the designated place;

      delivery of bags and containers to the warehouse;

      compliance with the rules of safety and labor protection, fire safety, internal labor regulations.

      15. Should know:

      rules for cutting fabrics, sorting bags, disassembling fabrics and marking soft containers;

      established sizes of shawls and bags;

      method of preparation of paints and for marking;

      safety and labor protection rules, fire safety;

      internal labor regulations.

Paragraph 7. Preparer of flexible packing, 2nd category

      16. Characteristics of works:

      preparation of soft containers for packaging products and waste on a sewing machine: sewing tarpaulins, bags and sewing the edges of shawls;

      stitching off pieces of fabric intended for the manufacture of tarps;

      sorting used tarpaulins by size and degree of wear;

      repair and impregnation of tarpaulins;

      preparation of a solution for impregnating tarpaulins;

      elimination of malfunctions in the operation of the machine, its adjustment;

      compliance with the rules of safety and labor protection, fire safety, internal labor regulations.

      17. Should know:

      purpose, device and rules for servicing the sewing machine;

      set sizes of tarpaulins;

      ways of sewing bags, shawls, tarps;

      method of preparing a solution for impregnating tarpaulins;

      rules for impregnating tarpaulins;

      ways to prevent and troubleshoot the sewing machine;

      rules and safety and labor protection, fire safety;

      internal labor regulations.

Section 8. Drying equipment operator, 3rd category

      18. Characteristics of works:

      conducting the process of drying the stale trusts, fiber, seeds and waste of scuttle bast crops in chamber, conveyor steam and smoke and gas dryers, as well as drying the moche and parenzov trusts of bast crops and wet bast in conveyor steam drying machines under the guidance of a more qualified operator ;

      the formation of a layer of raw materials of a given thickness for continuous supply to the conveyor of the drying machine, to the grinder , to the layer - forming mechanism;

      uniform manual loading of materials onto the conveyor of the drying machine in compliance with the established density ;

      when feeding raw materials by pneumatic transport - control and ensuring the specified thickness of the layer of materials on the feeding conveyor of the drying machine;

      performance of works on drying wet sheaves of raw materials (after industrial preparation ) on drying fields;

      maintenance of the machine for cutting the stems and pruning the roots, installed in line with the dryer;

      compliance with the rules of safety and labor protection, fire safety, internal labor regulations.

      19. Should know:

      device and regulation rules for serviced equipment and mechanisms;

      the main properties and qualitative characteristics of bast raw materials, fiber, bast, scuttling waste and seeds;

      the technological process of their drying;

      material loading density;

      rules for cutting stems and pruning roots;

      rules for controlling the mechanisms of loading and regulating the supply of raw materials;

Section 9. Drying equipment operator, 4th category

      20. Characteristics of works:

      conducting the process of drying and mochentsovoy and parenzovy trusts of bast crops and wet bast in conveyor steam, as well as raw cotton in drum drying machines in accordance with the established mode by devices from the control panel;

      participation in loading drying machines with raw materials;

      compliance with the established load density, temperature and humidity in drying machines;

      management of the work of operators of lower qualifications;

      basic requirements for the quality of dry raw materials and other materials;

Section 10. Drying equipment operator, 5th category

      22. Characteristics of works:

      conducting the process of drying the moche and parencous trusts of bast crops in conveyor steam dryers equipped with an automatic control and regulation system, in accordance with the established mode from the control panel;

      control over the uniform loading of the trunks onto the conveyor in terms of the thickness and width of the layer and regulation of the loading density of the drying machine, for the correct formation of the double layer and its separation after drying, for the cleanliness of the air heaters;

      monitoring the operation of the drying machine and control panel, filters , air ducts, fans, chambers, conveyors;

      control and regulation of the drying process by means of an automatic control system;

      prevention and elimination of technical problems, participation in the repair of the drying machine and other mechanisms;

      management of the work of operators of lower qualifications;

      compliance with the rules of safety and labor protection, fire safety, internal labor regulations.

      23. Should know:

      kinematic diagram of the serviced equipment;

      device and rules for the maintenance of instrumentation included in the automatic control system, control and regulation of the parameters of the drying process;

      flaws in the drying process and ways to prevent and eliminate them;

      rules for the repair of serviced equipment ;

Section 11. Waste fusion operator, 1st category

      24. Characteristics of works:

      scutching alloy waste from the scutching -promyvnoy machine ensuring uniform influx of waste on a bypass conveyor;

      regulation of the amount of water supplied to the floating channel depending on the type of processed raw materials;

      ensuring a uniform influx of scattering waste onto the external conveyor and uninterrupted operation of the conveyor;

      participation in the elimination of lapping and faces picker -promyvnoy machines and remote transporter;

      25. Should know:

Section 13. Equipment Cleaner, 2nd category

      28. Description of works:

      cleaning of ventilation, pneumatic conveying and auger installations, cyclones, bag filters, fire and dust chambers, trenches and other dust collecting devices from dust and waste;

      collection of industrial waste and dust from technological equipment and vehicles;

      unloading of collection bins, transfer of waste for further processing;

      analysis of waste and selection of suitable fiber from them;

      transportation of waste to a designated place;

      compliance with the rules of safety and labor protection, fire safety, internal labor regulations.

      29. It is false to know:

      purpose and principle of operation of cyclones, fire and dust chambers and other dust collecting installations;

      mode of cleaning and operation of serviced devices;

      types of waste and methods of their collection;

      safety and labor protection rules, fire safety ;

Section 14. Equipment Cleaner, 3rd category

      30. Characteristics of works:

      ensuring uninterrupted operation of supply and exhaust and dust collecting ventilation systems, pneumatic transport, cyclones, filters, underground channels;

      determination of the degree of rarefaction of air in pneumatic transport systems and the degree of dust content of filtering cyclones;

      control over the operation of pneumatic conveying systems and other equipment designed to collect dust, waste, returnable and non- returnable fibers;

      maintenance, cleaning of all types of equipment from dust, waste, elimination of blockages in air ducts;

      ensuring fire safety of ventilation systems;

      collection of dust, dust-laden fiber with transportation to a designated place;

      p Manual cleaners work equipment lower qualifications;

      31. Should know:

      device, purpose and principle of operation of ventilation and air conditioning systems ;

      interaction of the main types of equipment in waste generation;

      32. Characteristics of works:

      conducting the process of lintering seeds on linters in a given mode;

      ensuring the uninterrupted operation of linter and associated technological and auxiliary equipment;

      regulation of linters;

      elimination of malfunctions in the operation of serviced machines and mechanisms;

      participation in the repair of linters and change of saw cylinders;

      cleaning of saws and grates;

      compliance with the rules of safety and labor protection, fire safety, internal labor regulations.

      33. Need to know:

      device and rules of operation of the serviced equipment;

      the size of the gaps between the working bodies of the serviced machines;

      technological process of seed linting ;

      lint and seed standards ;

Section 16. Linter equipment operator , 5th category

      34. Characteristics of works:

      conducting the process of linting seeds on linters with an enlarged working chamber in a given mode, as well as from a remote control panel for an automated production process;

      linter nutritional regulation;

      elimination of faces and other malfunctions in the operation of machines and ensuring their normal operation;

      preventive cleaning and repair of technological equipment and automation devices;

      supervising the work of an operator of lower qualifications

      compliance with the rules of safety and labor protection, fire safety, internal labor regulations.

      35. Should know:

      device and operating rules of the serviced equipment and control panel;

      scheme of automated remote control of equipment;

Section 17. Cotton Seed Dresser, 2nd category

      36. Characteristics of works:

      performing auxiliary work on dressing cotton sowing seeds on a dressing machine ;

      supply of seeds in a fixed amount to the feeder conveyor of the dressing machine;

      filling bags with pickled seeds on a special machine and weighing them;

      selection of a placer of seeds;

      sewing, marking and transferring bags to the designated place;

      38. Description of works.

Paragraph 21. Water supply regulator, 3rd category

      44. Description of works:

      manual regulation of water supply to reservoirs in accordance with the established regime of cold water lobes of raw materials and production needs;

      ensuring the normal operation of the irrigation system;

      monitoring the good condition of canals, locks, weirs of various systems and troubleshooting;

      keeping a log book and recording in it the consumption of industrial water and wastewater discharge at the points at the installation of weirs;

      48. Description of works:

      maintenance of the power supply mechanism of the squeezing and washing machine;

      monitoring the operation of the conveyor and the feeding mechanism of the extraction and washing machine, ensuring their uninterrupted operation;

      when working without a feeding mechanism - loading the trusts onto the feeding conveyor of the squeezing- washing machine in compliance with the specified thickness and width of the layer;

      regulation of the feeding mechanism;

      50. Description of works:

      pressing and washing the trusts on a squeezing- washing machine;

      control over the spinning process and quality, over the good condition of machines and mechanisms;

Paragraph 25. Operator of cleaning equipment, 2nd category

      52. Characteristics of works:

      purification of raw cotton from organic and other impurities on auger cleaners, as well as seeds of bast crops on seed cleaning machines under the guidance of a more qualified driver;

      cleaning cotton production waste on special machines and the separation of bast fiber from production waste on fiber separating machines;

      when servicing the ulyuchny drum - loading the ulyuk and other waste into the machine;

      backfilling of seeds into the loading bunker;

      removing fiber from the condenser, stuffing it into bags;

      packing seeds of standard weight into weighing bags;

      transportation, collection, bundling and placement of fiber, seeds and waste to the designated place;

      ensuring uniform loading of serviced machines;

      monitoring the operation of machines and mechanisms;

      removal of coils and elimination of blockages in serviced equipment and mechanisms;
