      Unofficial translation

      In order to implement Article 7 of the subparagraph 42) of the Code of the Republic of Kazakhstan dated July 7, 2020 "On public health and healthcare system," I hereby ORDER:

      1. To approve:

      1) nomenclature of specialties and specializations in the field of healthcare according to Annex 1 to this Order;

      2) nomenclature of positions of healthcare workers in accordance with Annex 2 to this Order;

      3) qualification characteristics of positions of healthcare workers according to Annex 3 to this Order.

      2. To recognize as invalid certain Orders of the Ministry of Healthcare of the Republic of Kazakhstan in accordance with Annex 4 to this Order.

      3. The Department of Science and Human Resources of the Ministry of Health of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall:

      1) ensure state registration of this Order with the Ministry of Justice of the Republic of Kazakhstan;

      2) place this Order on the Internet resource of the Ministry of Healthcare of the Republic of Kazakhstan;

      3) within ten working days after the state registration of this Order with the Ministry of Justice of the Republic of Kazakhstan, submit to the Legal Department of the Ministry of Healthcare of the Republic of Kazakhstan information on the implementation of the measures provided for in subparagraphs 1) and 2) of this paragraph.

      4. Control over the execution of this order shall be entrusted to the supervising Vice-Minister of Healthcare of the Republic of Kazakhstan.

      5. This order shall enter into force upon the expiry of twenty-one calendar days after the date of its first official publication.

Qualifications of healthcare empolyees

Chapter 1. Introduction

      1. The qualification characteristics (hereinafter referred to as "Qualification characteristics") of positions of health employees shall serve as the basis for the development of regulations on structural divisions of health organizations, job descriptions of health workers containing a specific list of job descriptions of employees, taking into account the peculiarities of the organization of production, labour and management, their rights and responsibilities, for the selection and placement of personnel, to monitor the effectiveness of their use, to conduct certification of employees of health organizations for compliance with the position.

      2. Qualification characteristics of specialist positions: accountant, economist, lawyer, personnel department specialist, interpreter, psychologist and other specialists shall be defined in the qualification characteristics of individual positions of specialists of state institutions and state-owned enterprises common to all areas of activity.

Chapter 2. Qualification characteristics of positions of heads, specialists of healthcare organizations of republican, regional, district and urban significance and (or) healthcare organization carrying out information technology in the field of healthcare and (or) organization of republican significance in the field of circulation of medicines and medical devices

Paragraph 1. Head of the organization (general director, director) of healthcare organizations of republican, regional, district and urban significance and (or) healthcare organization that carries out information technology in the field of health and (or) organization of republican significance in the field of circulation of medicines and medical devices

      3. Functions: Head of the organization (general director, director) of healthcare organizations of republican, regional, district and urban significance and (or) healthcare organization that carries out information technology in the field of health and (or) organization of republican significance in the field of circulation of medicines and medical devices shall:

      Manage the production, financial and economic activities of the healthcare organization shall be responsible for the management decisions made, the safety and effective use of the organization's property, as well as for the results of financial and economic activities.

      Define the policy, strategy and implementation mechanism of the organization. Ensure the introduction of new and improving existing organizational forms and methods of work of staff, aimed at further improving the effectiveness and quality of diagnostic, therapeutic and preventive care, improving the quality and competitiveness of services provided.

      Ensure effective interaction of structural divisions of the organization, directs their actions to the development and improvement of the provided medical services.

      Be personally responsible for complying with anti-corruption legislation, and taking measures to prevent manifestations of corruption on his part and subordinate persons.

      Take measures to provide the organization with qualified personnel, rational use of their professional knowledge and experience, create safe working conditions for life and health, and create a favorable psychological atmosphere in the staff. On the basis of an analysis of the organization's activities and an assessment of its performance, it takes the necessary measures to improve the forms and methods of work of the organization. Ensure, on the basis of the principles of social partnership, the development, conclusion and implementation of a collective agreement, observance of labor discipline, contribute to the development of labor motivation, initiative and activity of workers.

      Coordinate the study and assessment of sanitary and epidemiological situations, shall identify priority factors of adverse effects on human health. Take effective measures to improve the sanitary and epidemiological situation.

      Organize operational and laboratory-instrumental control and supervision of hygienic and anti-epidemic measures, compliance with sanitary rules and norms and hygienic standards.

      Ensure compliance with the requirements of medical ethics, legality in the activities of the organization, including in matters of financial and economic management, strengthening contractual and financial discipline, regulation of social and labor relations.

      Accept and dismiss employees. Enter into contracts; make transactions with physical and legal persons. Issue orders and order mandatory for all employees in matters of its competence.

      Represent the organization in state bodies, organizations and the court. Ensure compliance with medical ethics, internal labor regulations, technical operation of devices, equipment and mechanisms, observance of fire safety, security and labor protection, sanitary and epidemiological regime. Provide timely reporting to the organization.

      4. Must know:

      modern scientific achievements of domestic medicine, the best international experience in healthcare management;

      safety and labour protection, industrial sanitation and fire safety rules and standards;

      emergency management.

      5. Qualification requirements:

      For the head of a healthcare organization of republican significance (general director or director):

      higher education in the direction of training "Healthcare," certificate of certification course (retraining) in the specialty, "Healthcare Management" ("Public Health") and (or) certificate of qualification in the relevant specialty or higher education in the direction of training "Healthcare" and (or) "Business, management and law" or postgraduate education in the direction of training "Healthcare" and (or) "Business and Law" or an MBA executive or full time degree, management experience of at least 5 years;

      for medical activities (medical practice) - the presence of professional competencies: compliance with the general requirements for the qualification of a doctor (by profile) of the first (highest) qualification category, a specialist certificate for admission to clinical practice.

      For the head of an organization of national significance (general director or director) in the field of circulation of medicines and medical devices:

      higher education in the direction of training "Healthcare," certificate of certification course (retraining) in the specialty "Healthcare Management" ("Public Health") and (or) certificate of qualification in the relevant specialty or higher education in the direction of training "Healthcare" and (or) "Business, management and law" or postgraduate education in the direction of training "Healthcare" and (or) "Business and Law" or MBA executive or full time degree, healthcare manager certificate, management experience of at least 5 years.

      For the head of a republican organization (general director or director) that shall carry out information technology in the field of healthcare:

      higher (and/or postgraduate) education in the field of "Healthcare" and (or) "Information and Communication Technologies" and (or) an executive or full-time MBA degree, work experience in executive positions in the profile for at least 5 years.

      For the head of the regional healthcare organization, cities of republican significance (director):

      higher education in the direction of training "Healthcare" and certification certificate (retraining) in the specialty, "Healthcare Management" ("Public Health") and (or) certificate of qualification in the relevant specialty or higher education in the direction of training "Healthcare" and (or) "Business, management and law" or postgraduate education in the direction of training "Healthcare" and (or) "Business and Law" or MBA executive or full time degree, health manager certificate, management experience of at least 5 years;

      for medical activities (medical practice) - the presence of professional competencies: compliance with the general requirements for the qualification of a doctor (by profile) of the first (highest) qualification category, a specialist certificate for admission to clinical practice.

      For the head of the healthcare organization of regional and urban significance (director or chief physician):

      higher education in the direction of training "Healthcare," certificate of certification course (retraining) in the specialty, "Healthcare Management" ("Public Health") and (or) certificates of qualification in the relevant specialty or higher education in the direction of training "Healthcare" and (or) "Business, management and law" or postgraduate education in the direction of training "Healthcare" and (or) "Business and Law" or MBA executive or full time degree, management experience of at least 2 years;

      for medical activities (medical practice) - the presence of professional competencies: compliance with the general requirements for the qualification of a doctor (by profile) of the first (highest) qualification category, a specialist certificate for admission to clinical practice.

Paragraph 2. Deputy Head (General Director or director) of healthcare organization (for medical, quality control of medical services, strategic development, organizational and methodological work, anti-epidemic work) and (or) healthcare organization carrying out information technology in the field of healthcare and (or) organization in the field of circulation of medicines and medical devices

      6. Functions: Deputy Head (General Director or director) of healthcare organization (for medical, quality control of medical services, strategic development, organizational and methodological work, anti-epidemic work) and (or) healthcare organization carrying out information technology in the field of healthcare and (or) organization in the field of circulation of medicines and medical devices shall:

      Ensure the management of the activities of the structural divisions of the healthcare organization subordinate to it; organize their work and effective interaction, systematic control over the quality of the provided medical services.

      Carry out organizational work to plan the medical and diagnostic activities of the organization, analyze the medical activities of the organization, study and evaluate the sanitary and epidemiological situation.

      Be personally responsible for the material and technical, medicinal resources entrusted to him, as well as responsibility for their safety and targeted use, for compliance with anti-corruption legislation, and for taking measures to prevent manifestations of corruption on his part and subordinate persons.

      Ensure the improvement of the quality and competitiveness of medical services, the introduction of new and the improvement of existing organizational forms and methods of work of personnel.

      Provide operational and laboratory-instrumental control and supervision of hygienic and anti-epidemic measures, compliance with sanitary rules and standards of hygienic standards. Plans and ensures the implementation of measures on sanitary and hygienic education of the population.

      Ensure the rational arrangement and organization of the work of medical personnel, the development of their professional knowledge and experience.

      Organize the maintenance of statistical records and reporting on the activities of the organization.

      Participate in the development of an effective management program, provide an assessment of the quality of management based on the results of evaluation and monitoring of the development of activities; analyses socio-economic indicators of work, conduct a comparative analysis of its competitiveness.

      Select a strategy and prioritize the development of the organization, determine how to achieve goals, justify the choice of goals. Organize activities to monitor the implementation by organizational entities of strategic goals, tasks and measures of the development plan, to generate reports on the implementation of the annual operational plan, the development plan and the strategy (strategic plan) of the organization with proposals for further development prospects and provide management with draft management decisions on the strategic development of the organization.

      Participate in the formation and implementation of personnel policy, in the management and development of personnel and in the regulation of labor relations.

      Create working conditions that shall be safe and favorable for life and health, forms a favorable psychological atmosphere in the team.

      Represent, within the limits of competence, an organization in state bodies, organizations and the court.

      higher education in the field of training "Healthcare," certificate of certification course (retraining) in the specialty "Healthcare Management" ("Public Health") and (or) certificates of qualification in the corresponding specialty or higher education in the direction of training "Healthcare" and (or) "Business, Management and Law," postgraduate education in the direction of training "Healthcare" and (or) "Business and Law"; or an MBA executive or full time degree, a certificate of a specialist in the field of health care in the relevant specialty, the presence of a higher or first qualification in the specialty "Public Health," work experience in senior positions in the field of health care for organizations of republican, regional significance (cities of republican significance, capital) - at least 3 years, for organizations of regional and urban significance at least - 2 years;

      for medical activity (medical practice) - the presence of professional competencies: compliance with the general requirements for the qualification of a doctor (by profile) of the first (highest) or second (first) qualification category, a specialist certificate for admission to clinical practice.

      Deputy Head of the organization in the field of circulation of medicines and medical devices:

      higher education in the direction of training "Healthcare," certificate of certification course (retraining) in the specialty "Healthcare Management" ("Public Health") and (or) certificate of qualification in the relevant specialty or higher education in the direction of training "Healthcare" and (or) "Business, management and law" and (or) postgraduate education in the direction of training "Healthcare" and (or) "Business and Law" and (or) MBA executive or full time degree, at least 3 years of experience in senior health care positions.

      Deputy Head of healthcare organization, which shall carry out information technology in the field of health:

      higher (and/or postgraduate) education in the field of "Healthcare" and (or) "Information and Communication Technologies" and (or) an executive or full time MBA degree, work experience in executive positions in the profile for at least 2 years.

      Deputy Head for organizational, methodological and anti-epidemic work of the health care organization:

      higher education in the field of training "Healthcare," certificate of certification course (retraining) in the specialty "Healthcare Management" ("Public Health") and (or) certificates of qualification in the relevant specialty or higher education in the direction of training "Healthcare" and (or) "Business, management and law" or postgraduate education in the direction of training "Healthcare" and (or) "Business and Law" or an MBA degree executive or full time, a certificate of a healthcare professional in the relevant specialty, having a higher or first qualification in the specialty "Public Health," at least 2 years of service in senior positions in the field of health.

      9. Functions: Deputy Head (general director or director) of the healthcare organization for economic and administrative support shall:

      Organize and improve the economic and administrative-economic activities of the organization, methodological guidance and coordination of the activities of all divisions of the organization to draw up promising business plans.

      Ensure compliance with financial discipline, control over the fulfillment of planned tasks, and organize a comprehensive economic analysis and assessment of the results of the financial and economic activities of the organization.

      Ensure personal responsibility for the material and technical ones entrusted to him, as well as responsibility for their safety and targeted use, for compliance with anti-corruption legislation and taking measures to prevent manifestations of corruption on his part and persons subordinate to him.

      Organize the development of methodological materials on the economic planning of the work of structural divisions of the organization, conducting a comprehensive analysis of the assessment of the results of the organization's administrative and economic activities.

      12. Functions: Head of the structural unit of the health organization (senior doctor, head of the clinical (paraclinical) unit (department), head of the department, senior sister or male medical personnel (senior paramedic, senior obstetrician), nursing manager, head of the laboratory of the organization of the sanitary and epidemiological service, head of the vivarium of the organization of the sanitary and epidemiological service) shall:

      Manage the structural unit of the organization, organizes the work and effective interaction of structural units to provide timely and high-quality medical and medicinal care to the population.

      Head of the laboratory of the organization of the sanitary and epidemiological service:

      higher education in the direction of training "Healthcare," certificate of certification course in the specialty "Health Management" ("Public health") and (or) certificate of qualification in the relevant specialty or higher education in the direction of training "Healthcare" or postgraduate education in the direction of training "Healthcare," certificate of a specialist in the field of health in the relevant specialty in the service of sanitary and epidemiological well-being of the population, availability of higher or first qualification in the relevant specialty, work experience in senior positions in the field of health for at least 3 years.

      For senior nurse and/or nursing manager:

      higher medical education in the specialty "Nursing" without presenting requirements for work experience or technical and professional (secondary special, secondary professional), post-secondary (applied baccalaureate) medical education and work experience in a medical organization in a specialty for at least 1 year, availability of the first (higher) qualification category, certificate of certification course in management activities in nursing.

      For chiefs of departments of non-major types of activity:

      Higher (postgraduate) profile education.

      To the manager of a vivarium of the organization of sanitary and epidemiologic service:

      the higher education on a direction of training "Healthcare" or

      "Veterinary science" or "Natural sciences, mathematics and statistics" (biology), length of service, not less than 3 years.

Paragraph 5. Deputy Director for nursing

      15. Functions: Deputy Director for nursing shall:

      Coordinate rational organization of labor of an average and junior medical staff. Carry out development functional and functions of an average and junior staff. Develop skills of team work and professional practices of communication of nurses. Carry out the analysis of the work and work of average medical and junior staff.

      Develop indicators of quality of work of sisterly activity, shall organize development of standards and algorithms for average medical and junior staff.

      Plan system vision of a nursing care within strategic planning of the organization.

      higher medical education in the specialty "Nursing" (academic baccalaureate) or post-secondary education in the specialty "Nursing" (applied baccalaureate) or technical and vocational education (secondary special, secondary professional), the first (higher) qualification category and the availability of a master's degree in the specialty "Nursing," the presence of a certificate of completion of a certification course in management in nursing, the length of service in a medical organization in a specialty of at least 5 years;

      in the presence of postgraduate medical education, a master's degree in the specialty "Nursing" without presenting requirements for work experience.

Paragraph 6. Chief medical nurse

      18. Functions: Chief medical nurse shall:

      Ensure the rational organization of the work of senior nurses and junior nurses.

      Carry out the general management of the work, organize and monitor the execution of medical appointments by the organization's secondary and junior medical personnel, develop the functional and official duties of the organization of middle grade medical staff and junior medical personnel, timely discharge, distribution and storage of dressings, medicines, including poisonous, psychotropic and narcotic drugs, keep a record of their consumption.

      Ensure the preparation and execution of work schedules, compliance with the rules of the medical and protective regime, infection control, and discipline.

      Monitor the sanitary and hygienic maintenance of hospital departments, the timeliness and quality of disinfection of premises (especially infectious ones). Supervise the quality of medical records management by nursing staff.

      Develop forward-looking and current plans for advanced training of secondary and junior staff, assess the professional activities of nurses (male nurses), midwives (s).

      Make proposals to improve the quality of medical care for the population and improve the organization of work.

      20. Qualification requirements:

      higher medical education in the specialty "Nursing" (academic baccalaureate) or post-secondary education in the specialty "Nursing" (applied baccalaureate), the presence of a certificate of a specialist in the field of health in the specialty "Nursing," the presence of a certificate of certification course in management in nursing, work experience in a medical organization in the specialty of at least 1 year;

      in the presence of postgraduate medical education, a postgraduate degree in the specialty "Nursing" without presenting requirements for work experience.

Chapter 3. Qualification characteristics of professional positions with higher and postgraduate medical education

Paragraph 1. District physician and/or general practitioner

      21. Functions: District physician and/or general practitioner shall:

      Carry out prevention, diagnosis, treatment, rehabilitation of patients. Provide qualified, ambulance and other types of medical care. Define the tactics of patient management.

      Be personally responsible for the material and technical, medicinal resources entrusted to him, as well as responsibility for their safety and targeted use, for the rational administration of medicines, for compliance with anti-corruption legislation, and for taking measures to prevent manifestations of corruption on his part and subordinate persons.

      Develop a plan for the examination of the patient. Based on clinical observations and examination, collection of history, data from clinical laboratory and instrumental studies, it establishes (confirms) a diagnosis.

      Inform the patient of the possibility of choosing methods and methods of treatment, as well as medical devices and products used, if such a choice is provided by the results of the examination. Analyze performance indicators.

      Provide emergency, primary health care, specialized medical care.

      26. Qualification requirements:

      higher education in the direction of training "Healthcare" and (or) postgraduate education in the corresponding specialty, certificate of a specialist in the field of healthcare in the corresponding specialty.

      *Note:

      Taking into account the epidemiological situation and the reproductive rate of the infection (the number of people infected by one patient before isolation) - 1.0, as well as the percentage of hospital bed occupancy - 50% or more, resident doctors, as well as medical workers, if they have a valid certificate of a specialist in another specialty specified in Appendix 1 of this order shall be allowed with their consent to provide medical care in quarantine facilities (infectious, provisional, quarantine hospitals).

      27. Functions: Expert physician shall:

      Conduct an examination of the volume and quality of medical care provided to the population. Supervise the implementation of the volume of medical services provided to the population. Conduct a retrospective analysis of medical and diagnostic measures; develop programs for managing the quality of medical care in health organizations.

      Interact with medical and social expert commissions. Introduce innovative technologies in serving the population. Study the quality of medical services provided to the population based on the results of the analysis; solve the problems (complaints) of patients on the spot.

      Ensure timely and high-quality medical documentation.

Paragraph 12. Nurse or male nurse senior medical (s) (senior paramedic, senior obstetrician)

      54. Functions: Nurse or male nurse senior medical (s) (senior paramedic, senior obstetrician) shall:

      Organize the provision of the department with medicines, medical products and medical equipment, the work of intermediate and junior medical personnel and monitor their fulfillment of duties.

      Ensure the safety of the property and medical equipment of the department. Organize timely repair of medical products and medical equipment, meals for patients in the department.

      60. Functions: Radio pharmacist shall:

      Perform work on packing and dosing radiopharmaceutical drugs, dispose of unused radiopharmaceutical drugs.

      Prepare and package diagnostic radiopharmaceuticals.

      Comply with operating rules, work with measuring instruments and equipment, monitor the serviceability of measuring equipment, prepare reagents for testing, and perform the necessary preparatory and auxiliary operations for the preparation of radiopharmaceuticals.

      63. Functions: Engineering technologist for the production of medicines, medical devices shall:

      Carry out the development of technological regulations and technical conditions for the production of medicines.

      Control the production according to specifications, the serviced equipment used in the production process.

      Be personally responsible for the material and technical, medicinal resources entrusted to him, as well as responsibility for their safety and targeted use, for compliance with anti-corruption legislation, and for taking measures to prevent manifestations of corruption on his part and subordinate persons.

      Ensure the development of technology in the process of development and placement of new medicines for production, in the conduct of technological processes in serial production. Ensure the quality of the work performed.

      66. Functions: Clinical pharmacist shall:

      Be personally responsible for the material and technical resources entrusted to him, as well as responsibility for their safety and targeted use, for compliance with anti-corruption legislation, and for taking measures to prevent manifestations of corruption on his part and subordinate persons.

      Provide consulting services to subjects in the field of drug circulation to draw up action plans aimed at preventing and eliminating identified violations.

      Identify violations of pharmaceutical activities in the field of production, storage, transportation, acceptance and sale of medicines and medical devices.

      Analyze documentation on the circulation of medicines at all stages of the life cycle: standard operating procedures, instructions, contracts, records, reports, test protocols, and other data recorded on paper and (or) electronic media.

      Conduct an inspection to maintain the level of quality of medicines and medical devices during their storage, sale and subsequent circulation during the entire shelf life, verification of entities carrying out pharmaceutical activities.

      Be personally responsible for the material and technical, medicinal resources entrusted to him, as well as responsibility for their safety and targeted use, for compliance with anti-corruption legislation, and for taking measures to prevent manifestations of corruption on his part and subordinate persons.

      Analyze, audit and assesse the production, logistics and economic and financial activities of the entities involved in the circulation of medicines and medical devices.

      Conduct targeted inspections of pharmaceutical and financial and economic activities carry out an inventory in pharmaceutical organizations.

Paragraph 2. Midwife

      90. Functions: Midwife shall:

      Keep an outpatient appointment, fill and draw up medical documentation.

      Conduct an examination, establish the timing of pregnancy, identify pregnant women, and differentiate them by risk group. Carry out medical examinations and patronage of pregnant women and maternity hospitals at home, preventive examination of women and sanitary and educational work to protect the health of women and children.

      Provide pre-medical care to pregnant women and gynaecological patients; emergency obstetric and gynaecological care, emergency pre-medical care for newborns.

      Take birth, conduct treatment of the newborn. Monitor the state of health and development of children of the first year of life.

      Assist in small obstetric and gynecological operations. Work to protect women's reproductive health and prevent breastfeeding. Estimate the severity of the condition in the pathological course of childbirth and the postpartum period.

      Perform medical manipulations. Provide emergency medical care for acute diseases and accidents.

      Conduct research on urine analysis for protein, determination of blood type, rhesus factor, hemoglobin, erythrocyte sedimentation rate, preventive and sanitary education to promote a healthy lifestyle, give consultation on family planning.

      Provide dispensary surveillance of women with intrauterine contraceptives.

      93. Functions: District medical nurse or (male nurse) and (or) medical nurse (male medical nurse) of general practice shall:

      96. Functions: Medical (specialized) nurse (male nurse) shall:

      Under the supervision of an extended practice nurse or physician, shall provide nursing care, assesse the patient's need for nursing care, assess the dynamics of the condition, the effectiveness of treatment, monitor the condition of patients and provide data to the extended practice nurse and (or) the physician.

      Provide first aid, including in extreme conditions, pre-medical specialized, palliative medical care, take materials for laboratory research, and sterilize medical tools, dressings and patient care items.

      Provide scheduled, seasonal or epidemiological indications of vaccination of the subject contingent of trainees and their follow-up.

      manufacture dentures, artificial crowns, including metal ceramics, simple designs of pin teeth, bridge-shaped, bugle and removable plate prostheses, orthodontic and maxillofacial structures.

      Make prints and make working models from various materials.

      Conduct soldering, alloys, firing, bleaching, finishing, and polishing of parts, prostheses and devices.

      117. Functions: Laboratory assistant shall:

      Conduct laboratory studies under the guidance of a doctor and independently prepare laboratory equipment, reagents, chemical dishes, nutrients, dyeing and disinfectant solutions for their implementation.

      Accept and record biological material submitted for investigation, verify compliance of its packaging and delivery time with the required requirements.

      Verify the suitability of the material received for the study, correctness of the accompanying documentation. Prepare standard and working solutions for graduation of devices, nutrients, reagents, paints and disinfectant solutions. Perform sterilization of laboratory tools, dishes.

Paragraph 12. X-ray laboratory assistant

      120. Functions: X-ray laboratory assistant shall:

      Conduct radiological studies under the guidance of a doctor and independently prepares X-ray equipment, reagents, X-ray films for their conduct.

      Prepare patients for contrasting examination methods. Perform correct execution of accompanying documentation. Maintain accounting and reporting medical documentation.

      Conduct as layouts (ordinary, complex) when conducting X-rays. Produce, exhibit, wash, fix, label, dry the radiograph.

      Provide pre-medical care for emergency conditions.

Paragraph 13. Optician and opticometrist

      123. Functions: Optician and opticometrist shall:

      Study the vision functions of patients using modern ophthalmic diagnostic equipment.

      Test visual acuity, perimeter, refractometer, ophthalmometer, biomicroscopy, tonometry. Examine binocular vision; determine the type and degree of ametropia, the presence of astigmatism. Diagnose the main signs of diseases of the visual organ.

      Select means of visual correction. Give individual recommendations for caring for them. Participate in the definition of applications for eyewear products.

      Provide emergency medical care for acute diseases and visual injuries (including the removal of foreign bodies from the surface of the conjunctiva of the eye). Identify among the persons in need of complex visual correction and treatment by the ophthalmologist, direct them to him.

      126. Functions: Physical education instructor shall:

      132. Functions: Sanitary paramedic (assistant to the doctor of hygienist and epidemiologist, parasitologist, laboratory assistant paramedic, laboratory assistant) shall:

      138. Functions: Healthcare social worker shall:

      Carry out activities under the guidance of a specialist in social work in the field of healthcare, take care of patients in a medical and preventive organization and at home, monitors the condition of the patient.

      Promote medical and psychological treatment of patients; help adapt the patient to new conditions of stay.

      Solve issues of social support for the patient (processing of requests, legal documents, participation or assistance in the registration of a referral to a medical and social examination, to a nursing home and disabled people); organizes, at the request of patients, religious needs and relatives of mourning ritual ceremonies.

      Maintain accounting and reporting documentation on the social service.

      139. Must know:

      141. Functions: Junior medical nurse (male nurse) shall:

      Use massage techniques for diseases and injuries of the musculoskeletal system, central and peripheral nervous systems, internal organs, metabolic diseases, the genitourinary system, skin in the postoperative period of recovery treatment in surgery.       147. Functions: Pharmacist's assistant (pharmacist) shall:

      Implement the sale of medicines and medical devices in pharmacy organizations for prescriptions of doctors and over-the-counter vacation.

      Explain to the population of the rule of application, use, storage of medicines and medical devices in house conditions.
