Об утверждении Инструкции по формированию списка ведущих зарубежных высших учебных заведений, зарубежных организаций, рекомендуемых для обучения, прохождения языковых курсов победителями конкурса на присуждение международной стипендии "Болашак"

Приказ Министра образования и науки Республики Казахстан от 5 сентября 2017 года № 444. Зарегистрирован в Министерстве юстиции Республики Казахстан 29 сентября 2017 года № 15819.

      В соответствии с подпунктом 2) пункта 3 Правил отбора претендентов для присуждения международной стипендии "Болашак", утвержденных постановлением Правительства Республики Казахстан от 11 июня 2008 года № 573, ПРИКАЗЫВАЮ:

      1. Утвердить прилагаемую Инструкцию по формированию списка ведущих зарубежных высших учебных заведений, зарубежных организаций, рекомендуемых для обучения, прохождения языковых курсов победителями конкурса на присуждение международной стипендии "Болашак".

      2. Департаменту юридической службы и международного сотрудничества Министерства образования и науки Республики Казахстан (Байжанов Н. А.) в установленном законодательствомпорядке Республики Казахстан обеспечить:

      1) государственную регистрацию настоящего приказа в Министерстве юстиции Республики Казахстан;

      2) в течение десяти календарных дней после государственной регистрации настоящего приказа направление его копии в бумажном и электронном виде на казахском и русском языках в Республиканское государственное предприятие на праве хозяйственного ведения "Республиканский центр правовой информации" для официального опубликования и включения в Эталонный контрольный банк нормативных правовых актов Республики Казахстан;

      3) рабочий орган Республиканской комиссии по подготовке кадров за рубежом – Министерство науки и высшего образования Республики Казахстан (далее – Рабочий орган);

      4) размещение настоящего приказа на интернет-ресурсе Министерства образования и науки Республики Казахстан.

      3. Контроль за исполнением настоящего приказа возложить на вице-министра образования и науки Республики Казахстан Асылову Б. А.

      4. Настоящий приказ вводится в действие со дня его первого официального опубликования.

Инструкция по формированию списка ведущих зарубежных высших учебных заведений, зарубежных организаций, рекомендуемых для обучения, прохождения языковых курсов победителями конкурса на присуждение международной стипендии "Болашак"

Глава 1. Общие положения

      1. Настоящая Инструкция по формированию списка ведущих зарубежных высших учебных заведений, зарубежных организаций, рекомендуемых для обучения, прохождения языковых курсов победителями конкурса на присуждение международной стипендии "Болашак" (далее – Инструкция), разработана в соответствии с Правилами отбора претендентов для присуждения международной стипендии "Болашак", утвержденными постановлением Правительства Республики Казахстан от 11 июня 2008 года № 573, детализирует формирование Списка ведущих зарубежных высших учебных заведений, зарубежных организаций, рекомендуемых для обучения, прохождения языковых курсов победителями конкурса на присуждение международной стипендии "Болашак" (далее – Список).

      2. Основные понятия, используемые в настоящей Инструкции:

      1) рабочий орган Республиканской комиссии по подготовке кадров за рубежом – Министерство образования и науки Республики Казахстан (далее – Рабочий орган);

      2) зарубежный партнер – организация, оказывающая услуги по организации академического обучения, языковых курсов, стажировок, стипендиатов международной стипендии "Болашак".

Глава 2. Формирование Списка

      3. Рабочим органом на основании информации, полученной с официальных сайтов зарубежных высших учебных заведений и интернет-ресурсов агентств, публикующих академические рейтинги (за исключением организаций, оказывающих услуги по организации стажировок), проводится анализ, по результатам которого, ведущие зарубежные высшие учебные заведения, рекомендуемые для обучения победителей конкурса на присуждение международной стипендии "Болашак" формируются в Список в случае соответствия одному из следующих критериев:

      учебное заведение входит в три международных академических рейтинга и в число первых 250 (двухсот пятидесяти) позиций двух и более из них: мировой рейтинг лучших университетов мира Квакарелли Саймондс (QS World University Rankings), академический рейтинг университетов мира (Academic Ranking of World Universities), рейтинг лучших университетов мира по версии издания Таймс (Times Higher Education World University Rankings) согласно последним публикациям рейтингов на момент составления Списка.

      Для принятия решения по включению в Список учебные заведения из числа первых 20 (двадцати) национальных рейтингов стран ОЭСР (Организации экономического сотрудничества и развития), БРИКС (Бразилия, Россия, Индия, Китай, Южная Африка) решением рабочего органа создается консультативно-совещательный орган ввиде Комиссии (далее – Комиссия).

      Рабочий орган включает в Список учебные заведения на основании решения Комиссии.

      Рабочий орган включает в Список учебные заведения, на основании Протокола заседаний Республиканской комиссии по подготовке кадров за рубежом в зависимости от социально-экономических приоритетов развития Республики Казахстан.

      4. Рабочим органом на основании информации, полученной с официальных сайтов учебных заведений и интернет-ресурсов агентств, публикующих академические рейтинги, а также посредством переписки с официальными представителями учебных заведений, зарубежными партнерами (за исключением организаций, оказывающих услуги по организации стажировок), проводится анализ, по результатам которого, ведущие зарубежные высшие учебные заведения, зарубежные организации, рекомендуемые для прохождения языковых курсов победителями конкурса на присуждение международной стипендии "Болашак" формируются в Список в случае соответствия 2 (двум) и более из следующих критериев:

      1) находится при учебном заведении, соответствующему критерию, предусмотренному пунктом 3 настоящей Инструкции;

      2) функционирует на базе мировых языковых центров в соответствии со следующими критериями:

      наличие сети языковых школ в зарубежных странах;

      преподавание всех уровней английского языка;

      наличие международных сертификатов у преподавательского состава;

      3) наличие национальной и/или международной аккредитации для осуществления программ языковой подготовки;

      4) рекомендована зарубежными партнерами (за исключением организаций, оказывающих услуги по организации стажировок).

      5. Рабочий орган по результатам проведенной работы формирует и утверждает Список на три года. Список утверждается до 30 августа года предшествующего очередному трехлетнему периоду.

      При обновлении рейтингов, указанных в пункте 3 настоящей Инструкции, ведущие зарубежные высшие учебные заведения, соответствующие установленным критериям, ранее не вошедшие в Список, включаются в действующий Список путем внесения дополнений не позднее одного месяца до начала срока приема документов для участия в конкурсе на присуждение международной стипендии "Болашак".

On approval of the Instruction on Compiling the List of Leading Foreign Higher Educational Establishments, Foreign Organizations Recommended for Studying, Taking Language Courses by the Winners of the Competition for Awarding the Bolashak International Scholarship

Order of the Minister of Education and Science of the Republic of Kazakhstan dated September 5, 2017 No. 444. It is registered in the Ministry of Justice of the Republic of Kazakhstan on September 29, 2017 No. 15819.

      In alignment with sub-paragraph 2) of paragraph 3 of the Rules for the Selection of Applicants for the Award of the Bolashak International Scholarship, approved by Decree of the Government of the Republic of Kazakhstan № 573 dated June 11, 2008, I DO HEREBY ORDER:

      1. That the enclosed Instruction on Compiling the List of Leading Foreign Higher Educational Establishments, Foreign Organizations Recommended for Studying, Taking Language Courses by the Winners of the Competition for Awarding the Bolashak International Scholarship shall be approved.

      2. In the manner prescribed by the legislation of the Republic of Kazakhstan, the Department of Legal Services and International Cooperation of the Ministry of Education and Science of the Republic of Kazakhstan (N. Baizhanov) shall:

      1) ensure state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;

      2) within ten calendar days after the state registration of this order, direct a copy hereof both in paper and electronic form in Kazakh and Russian languages to Republican State Enterprise on the Right of Economic Management "Republican Center of Legal Information " for official publication and inclusion in the Reference Control Bank of Regulatory Legal Acts of the Republic Kazakhstan;

      3) the working body of the Republican Commission for Personnel Training Abroad - the Ministry of Science and Higher Education of the Republic of Kazakhstan (hereinafter - the Working body);

      4) place this order on the Internet resource of the Ministry of Education and Science of the Republic of Kazakhstan.

on compiling the list of leading foreign higher Education institutions, foreign organizations recommended for studying,
taking language courses by the winners of the competition for awarding the Bolashak International Scholarship

Chapter 1. General provisions

      1. This Instruction on compiling the list of leading foreign higher Education institutions, foreign organizations recommended for studying, taking language courses by the winners of the competition for awarding the Bolashak International Scholarship (hereinafter – Instruction), has been developed pursuant to the Rules for selection of applicants for the Bolashak international scholarship award, approved by Resolution № 573of the Government of the Republic of Kazakhstan dated June 11, 2008, details the formation of the List of leading foreign higher educational institutions, foreign organizations recommended for training, passing language courses by the winners of the competition for the Bolashak international scholarship award (hereinafter referred to as the List).

      2. Basic concepts shall be used in this Instruction:

      1) the working body of the Republican Commission for training personnel abroad - the Ministry of Education and Science of the Republic of Kazakhstan (hereinafter - the Working body);

      2) foreign partner - an organization that provides services for the organization of academic training, language courses, internships, holders of the Bolashak international scholarship.

Chapter 2. Formation of the List

      3. The working body, on the basis of information received from the official websites of foreign higher educational institutions and Internet resources of the agencies publishing academic rankings (with the exception of organizations providing services for organizing internships), shall perform an analysis upon the results of which leading foreign higher educational institutions, recommended for training the winners of the competition for the Bolashak international scholarship award are formed in the List if they meet one of the following criteria:

      the educational institution is included in three international academic rankings and is among the first 250 (two hundred and fifty) positions of two or more of them: the world ranking of the best universities in the world Quacquarelli Symonds (QS World University Rankings), Academic Ranking of World Universities, The Times Higher Education World University Ranking of the best universities in the world according to the latest ranking publications at the time the List was compiled.

      To make a decision on inclusion in the List of educational institutions from among the first 20 (twenty) national rankings of the countries of the OECD (Organization for Economic Cooperation and Development), BRICS (Brazil, Russia, India, China, South Africa), a consultative and advisory body shall be created by the decision of the working body in the form Commissions (hereinafter referred to as the Commission).

      The working body shall include educational institutions in the List based on the decision of the Commission.

      The working body shall include educational institutions in the List, on the basis of the Protocol of meetings of the Republican Commission for training personnel abroad, depending on the socio-economic development priorities of the Republic of Kazakhstan.

      4. The working body, based on information received from the official websites of educational institutions and Internet resources of the agencies publishing academic rankings, as well as through correspondence with official representatives of the educational institutions, foreign partners (with the exception of organizations providing services for organizing internships), shall perform an analysis , upon the results of which, the leading foreign higher educational institutions, foreign organizations recommended for language courses for the winners of the competition for the Bolashak international scholarship award shall be formed in the List if 2 (two) or more of the following criteria are met:

      1) is at an educational institution that meets the criteria provided for in paragraph 3 of this Instruction;

      2) operates on the basis of world language centers in accordance with the following criteria:

      availability of a network of language schools in foreign countries;

      teaches all levels of English;

      presence of the teaching faculty with international certificates;

      3) presence of national and / or international accreditation for the implementation of language training programs;

      4) is recommended by foreign partners (with the exception of organizations providing services for organizing internships).

      5. Based on the results of the accomplished work, the working body shall form and approve the List for three years. The list shall be approved by August 30 of the year preceding the next three-year term.

      When updating the ratings referred to in paragraph 3 of these Instructions, the leading foreign higher education institutions that meet the established criteria and were not previously in the List, shall be included in the current List by making additions no later than one month before the start of the deadline for accepting documents for participation in the competition for Bolashak international scholarship award.
