Unofficial translation
In accordance with Article 9, subparagraph 2) of the Law of the Republic of Kazakhstan dated December 26, 2019 "On protection and use of historical and cultural heritage objects," the Government of the Republic of Kazakhstan hereby RESOLVED as follows:
1. To approve the attached Regulation on the National Pantheon.
2. To recognize as invalid certain decisions of the Government of the Republic of Kazakhstan in accordance with the Annex to this resolution.
3. This resolution shall enter into force upon expiry of ten calendar days from the date of the first official publication.

Regulation on the National Pantheon
1. This Regulation on the National Pantheon (hereinafter referred to as the Regulation) has been developed in accordance with Article 9, subparagraph 2) of the Law of the Republic of Kazakhstan dated December 26, 2019 "On protection and use of historical and cultural heritage objects."
2. The National pantheon (hereinafter referred to as the Pantheon) shall be a place for the burial of deceased (dead) persons, which shall be an architectural object of memorial significance, founded in order to perpetuate the memory of prominent figures of the state, science, culture, as well as persons who contributed to the development of Kazakhstan.
3. The pantheon shall be administered by the local executive body of the capital on the territory of the city of Nur-Sultan.
4. The territory of the Pantheon shall include:
1) memorial building;
2) museum of memory (XX-XXI centuries) with the monument "Wall of Memory";
3) administrative, economic and auxiliary buildings;
4) graveside structures;
5) parking and adjacent areas.
5. The following deceased (dead) persons shall be subject to burial in the Pantheon:
1) presidents of the Republic of Kazakhstan and members of their families;
2) Prime Ministers of the Republic of Kazakhstan and their deputies, chairmen of the chambers of the Parliament of the Republic of Kazakhstan and their deputies, state secretaries, state advisers of the Republic of Kazakhstan, heads of the Presidential Administration of the Republic of Kazakhstan, chairmen of the Constitutional Council of the Republic of Kazakhstan, the Constitutional Court of the Republic of Kazakhstan, the Supreme Court of the Republic of Kazakhstan and the National Bank of the Republic of Kazakhstan;
3) ministers, heads of state bodies directly subordinate and accountable to the President of the Republic of Kazakhstan, akims of regions, cities of republican significance and the capital;
4) persons awarded ranks "Халық қаһарманы", "Қазақстанның Еңбек Ері";
5) citizens awarded the orders "Алтын Қыран", "Отан", "Қазақстан Республикасының Тұңғыш Президенті – Елбасы Нұрсұлтан Назарбаев", "Еңбек Даңқы" of three degrees;
6) citizens awarded the titles "Hero of the Soviet Union," "Hero of Socialist Labor";
7) citizens awarded the honorary title "Қазақстанның ғарышкер-ұшқышы";
8) other citizens by a special decision of the President of the Republic of Kazakhstan;
9) with persons to be buried in the Pantheon, their later deceased (dead) spouses may be buried.

Paragraph 5 as amended by the resolution of the Government of the Republic of Kazakhstan dated 09.02.2023 N 103 (shall enter into force upon expiry of ten calendar days after the day of its first official publication).6. The burial of deceased (dead) persons specified in paragraph 5 of this Regulation shall be organized by the local executive bodies of the regions, cities of republican significance, the capital, at the initiative of the spouse, close relatives or legal representative of the deceased (dead).
7. The local executive bodies of the regions, cities of republican significance and the capital for the burial of the body in the Pantheon shall organize the following events:
1) preparation of documents for burial;
2) provision of the necessary attributes used for burial of the deceased (dead);
3) transportation of the body of the deceased (dead) to the Pantheon;
4) burial.
8. Religious custom and ceremonies shall be carried out in accordance with the legislation of the Republic of Kazakhstan. When making a decision on burial, the will of the deceased (dead) or the wish of the spouse, close relatives or legal representative of the deceased (dead) shall be taken into account.
9. The arrangement and design of the graveside structures in the Pantheon shall be carried out in a single form.
Unauthorized burial, the creation of family (ancestral) crypts and reburial in the Pantheon shall not be carried out.
10. The Pantheon shall maintain a burial book containing the following information about the deceased (dead) persons:
1) last name, first name and patronymic (if any);
2) the date of admission of the deceased (dead) to the Pantheon and the burial of the body;
3) biography;
4) merit (s) to the Republic of Kazakhstan;
5) other information.

2. Paragraph 7 of the amendments introduced to some decisions of the Government of the Republic of Kazakhstan, approved by resolution of the Government of the Republic of Kazakhstan dated October 26, 2018 No. 690 "On introduction of amendments to some decisions of the Government of the Republic of Kazakhstan" (Collected Acts of the Republic of Kazakhstan 2018, № 60 Article 337).
3. Paragraph 5 of the amendments introduced to some decisions of the Government of the Republic of Kazakhstan, approved by the resolution of the Government of the Republic of Kazakhstan dated June 12, 2019 № 396 " On introduction of amendments to some decisions of the Government of the Republic of Kazakhstan" (Collected Acts of the Republic of Kazakhstan 2019, № 20 Art. 181).
