In accordance with subparagraph 8 of Article 7 of the Law of the Republic of Kazakhstan dated April 6, 2016 “On Public Employment” I hereby ORDER:
1. To approve:
1) The standard for the workplace of a disabled person travelling on a wheelchair, in accordance with Annex 1 to this Order;
2) The standard for the workplace of a disabled person with complete loss of vision according to Annex 2 to this Order;
3) The standard for the workplace of a disabled person with complete loss of vision according to Annex 3 to this Order.
2. To recognize as invalid the Order No. 910 of the Minister of Healthcare and Social Development of the Republic of Kazakhstan dated November 30, 2015 “On approval of standards for the workplace of a disabled person (registered in the Register of the state registration of regulatory legal acts No. 12854, published in the information and legal system “Adilet” on January 20, 2016).
3. The Department of Social Services of the Ministry of Healthcare and Social Development of the Republic of Kazakhstan, in accordance with the procedure established by legislation, shall:
1) ensure the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;
2) within five working days from the date of receipt of the registered the order, send in one copy of its copy in print and electronic form in the state and Russian languages to the Republican State Enterprise on the right of economic management "Republican Legal Information Center" for inclusion in the Reference Control Bank of regulatory legal acts of the Republic of Kazakhstan;
3) within ten calendar days after the state registration of this order send copies on official publication in periodicals and in an information and legal system "Adilet";
4) place this order on the Internet resource of the Ministry of Healthcare and Social Development of the Republic of Kazakhstan;
5) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, submit to the Department of Legal Service of the Ministry of Healthcare and Social Development of the Republic of Kazakhstan information on the execution of measures provided for in subparagraphs 1), 2), 3) and 4) of this paragraph.
4. Control over execution of this order shall be entrusted to the Vice Minister of Healthcare and Social Development of the Republic of Kazakhstan S.K. Zhakupov
5. This order shall be enforced upon expiry of ten calendar days after the date of its first official publication.

Standard for workplace of a disabled person travelling on the wheelchair
Chapter 1. General provisions
1. This standard for the workplace of the disabled person travelling on the wheelchair (hereinafter referred to as the standard) shall have been developed in accordance with subparagraph 8 of Article 7 of the Law of the Republic of Kazakhstan dated April 6, 2016 “On Public Employment”.
2. This standard shall establish the requirements for the workplace of the disabled person travelling on the wheelchair.
3. The following basic concepts shall be used in this standard:
the disabled person - the person having the violation of health with permanent disorder of functions of an organism caused by diseases, mutilations (wounds, injuries, contusions), their consequences, defects which shall lead to limitations of activity and need of its social protection;
ramp - a structure having a solid inclined surface in the direction of movement, designed to move from one level of the horizontal surface of the track to the other, including on a wheelchair.
Chapter 2. Requirements for the workplace of a disabled person travelling on the wheelchair
4. The wheelchair workplace shall include basic and auxiliary equipment that meets basic anthropometric and ergonomic requirements.
5. When equipping the workplace, the individual requirements and limitations of the disabled person travelling on the wheelchair are taken into account.
6. The main elements of the wheelchair workplace of the disabled person, which shall be used and taken into account in its organization:
special equipment and devices designed to compensate for anthropometric and anatomical-morphological limitations of the disabled person travelling on the wheelchair;
creation of an additional specially designed hand tool taking into account anthropometric and anatomical-morphological features of the disabled person travelling on a wheelchair shall maximize its use effect;
main elements of process equipment control, used during operation of materials, parts shall be located within the working zone taking into account anthropometric and entomological-morphological features of a disabled person travelling on a wheelchair;
all elements in the work area shall be surely secured to avoid labour injuries;
if necessary, provide additional space for a disabled person (for example, increasing the turning area for a disabled person travelling on a wheelchair);
if necessary, additional lighting of the workplace is provided.
7. When placing production equipment and furniture, the possibility of access, turn and unimpeded passage for a disabled person travelling on a wheelchair is taken into account.
All equipment, furniture used by a disabled person travelling on a wheelchair shall be located in the accessibility area.
8. Arrangement of equipment and furniture, lighting of the workplace of a disabled person travelling on a wheelchair, shall ensure safety and comfort of work.
9. Production facilities with stay of people shall be provided with natural and artificial lighting. When performing works of medium accuracy, combined illumination at the workplace shall be provided for not less than 500 lux, low accuracy and rough works - not less than 300 lux according to the state standards in the field of architecture, town planning and construction.
10. Light sources have sufficient light output, full distribution of light flux with clear designation of light boundary. The surface of the work place elements and surrounding objects do not have bright highlights.
11. Floor area shall be accepted at the rate of 7.65 square meters on one working disabled person travelling on the wheelchair, according to Sanitary and Epidemiologic Requirements to the maintenance and operation of inhabited and other rooms, public buildings approved by the order of the acting as the Minister of National Economy of the Republic of Kazakhstan dated February 24, 2015 No. 125 (registered in the State register of regulatory legal acts of the Republic of Kazakhstan on April 8, 2015 No. 10637). The volume of rooms shall be defined by calculation, proceeding from need of providing requirements of standards for a microclimate, but not less than 15 cubic meters according to Sanitary and Epidemiologic Requirements to the buildings and constructions of production appointment approved by the order of the Minister of National Economy of the Republic of Kazakhstan dated February 28, 2015 No. 174 (registered in the State register of regulatory legal acts of the Republic of Kazakhstan on May 5, 2015 No. 10939).
12. When placing the workplace of a disabled person in a room where processes contraindicated to the body occur on certain areas, the parameters of the working environment in the working zone of the disabled person shall be regulated. Hygienic standards for physical factors affecting human beings, approved by Order No. 169 of the Minister of National Economy dated February 28, 2015, shall be taken into account (registered in the State Register of regulatory legal acts of the Republic of Kazakhstan on May 23, 2015 No. 11147).
13. For disabled persons travelling on a wheelchair, individual design of equipment elements, working surface, furniture shall be necessary, if necessary - with its transformation.
14. Organizational and technical equipment shall correspond to anthropometric data, shall have stability, provide comfort and safety of use.
15. Desktop features and capabilities shall include:
change the height and inclination of the surface
possibility of providing additional local lighting;
provision of possibility of additional attachment of auxiliary equipment;
availability of drawers, device for gripping and holding objects and parts.
The working chair shall have the following characteristics and capabilities:
changing the height and inclination of the seat and back;
installation of additional footrests (if necessary);
installation of additional armrests;
installation of additional stops and handrails to facilitate movement.
16. When designing a workplace for a disabled person travelling on the wheelchair, the choice and placement of working equipment and furniture is carried out taking into account the requirements for low-mobility groups of the population with regard to an employee in a wheelchair in accordance with the requirements of state standards in the field of architecture, town planning and construction:
1) dimensions of occupied area when the wheelchair rotates around the vertical axis: 1400х1400 millimeters according to the annex to this standard;
2) accessibility of environmental elements:
at the side position: not more than 1300 millimeters and not less than 250 millimeters;
at front position: not more than 1200 millimeters.
17. The workplace, involving work on the computer, shall be equipped, if necessary, with a special keyboard, a special computer mouse.
18. Requirements for the movement of a disabled person travelling on a wheelchair:
1) in the building there is an entrance adapted for persons travelling on a wheelchair. The outer stairs and ramps have handrails. In accordance with the requirements of the state standards in the field of architecture, town planning and construction, the maximum height of one rise (march) of the ramp shall not exceed 0.8 meters at the inclination of not more than 8%. In case of difference of floor heights on the paths of movement 0.2 meters or less the inclination of the ramp increases to 10%. In exceptional cases screw ramps shall be provided;
2) ways of movement:
width of movement lanes at open doors of rooms - not less than 90 centimeters;
width of doorways - not less than 90 centimeters;
threshold height - not more than 2.5 centimeters;
if necessary, a ramp with a non-slipping coating with a width of at least 90 centimeters, handrails at a height of 70-90 centimeters is installed in the building;
the location of the workplace shall ensure minimal movement;
along the way there shall not be hinged equipment, obstacles to movement;
3) placement of the workplace on the second and above floors:
when workplaces are placed on the second floor and above, passenger elevators shall be equipped with a cabin of not less than 140x110 centimeters, the width of the door opening - not less than 90 centimeters;
a stair individual lifting device in the absence of a lift.
19. Sanitation services for persons with disabilities shall be provided in accordance with the requirements of state standards in the field of architecture, town planning and construction.
Public toilets shall provide for at least one universal cabin accessible to all categories of citizens, including those travelling on a wheelchair.
The universal cabin shall have dimensions: width - 1.65 meters, depth - 1.8 meters. It shall be provided in a cabin:
wheelchair space, as well as hooks for clothing, crutches and other accessories;
possibility to install handrails, rotary or hinged seats, if necessary.

Standard for the workplace of a disabled person with complete loss of vision
Chapter 1. General provisions
1. This standard for the workplace of a disabled person with complete loss of vision (hereinafter referred to as the standard) shall have been developed in accordance with subparagraph 8 of Article 7 of the Law of the Republic of Kazakhstan dated April 6, 2016 “On Public Employment”.
2. This standard shall establish requirements for the workplace of a disabled person with complete loss of vision.
3. The following basic concept shall be used in this standard:
typhlocomplex - a computer that shall be equipped with special equipment and software for visually impaired and blind users, as well as braille printers.
Chapter 2. Requirements for the workplace of a disabled person with complete loss of vision
4. A workplace for a disabled person with complete loss of vision shall include basic and auxiliary equipment that shall meet basic ergonomic requirements.
5. When equipping the workplace, the individual requirements and limitations of the disabled person with complete loss of vision shall be taken into account.
6. The main elements of the workplace for a disabled person with complete loss of vision, which shall be used and taken into account in his organization:
special equipment and devices designed to compensate for the physiological limitations of a disabled person due to blindness;
provision of a specially designed relief font, taking into account the characteristics of the disabled person with complete loss of vision;
the main control elements of the typhlocomplex, used in the operation of materials, devices shall be located within the working zone taking into account the characteristics of the disabled person's body with complete loss of vision;
additional equipment for identification of the environment in the working area (acoustic, tactile, visual) to ensure efficiency of the working process and safety of work for a disabled person with complete loss of vision.
7. When placing production equipment and furniture, the provision of unimpeded passage for the disabled person with complete loss of vision is taken into account. Installation of tactile guide indicators (floor and wall) on movement paths shall be also provided.
8. Arrangement of equipment and furniture, lighting of a disabled person's workplace with complete loss of vision shall ensure safety and comfort of work.
9. Sanitary requirements for the organization of a workplace for a disabled person with complete loss of vision:
microclimate 1 class;
noise not exceeding 80 decibels;
lack of local vibration;
lack of ultrasound, infrasound;
harmful substances within the limits of maximum permissible values;
super cooling of hands shall not be allowed.
10. The workplace of a disabled person with complete loss of vision shall be equipped with a typhlocomplex with tangible, auditory and visual landmarks, which shall be intended to provide a system of orientation at the workplace.
11. All technological devices shall be equipped with typhlomarks, which shall allow the disabled person to use them without visual control. Also, these typhlomarks shall ensure the safety use of the tool.
If necessary, the workplace of a disabled person with complete loss of vision is equipped with radio points. If several disabled persons with complete loss of vision work in the room, a common source of radio broadcasting shall be established.
12. The requirements for the workplace of a disabled person with complete loss of vision shall be:
Computer typhlocomplexes designed to enable the performance of work without visual and auditory control;
typhloorganizer and braille printers, keyboards allowing connection to braille display, to work with computers and office equipment.
13. Work place planning shall be carried out taking into account minimum spatial movements of the worker during work.
14. The ways of movement of the employee and internal transport shall be separated. Production premises shall be placed directly at the entrance, not higher than the 3 floors. Anti-skid materials shall be used to cover floors and stairs. Safety barriers shall be installed on windows, stairs and guide handrails.
The working area and ways of movement of blind people shall be equipped with reference point systems ("sound beacons", relief inscriptions on the equipment of workplaces, at the entrances to sanitary and household premises, in lifts, corridors and elsewhere).

The standard for workplace of a disabled person with complete loss of hearing
Chapter 1. General provisions
1. This standard for the workplace of a disabled person with complete loss of hearing (hereinafter referred to as the standard) shall have been developed in accordance with subparagraph 8 of Article 7 of the Law of the Republic of Kazakhstan dated April 6, 2016 “On Public Employment.
2. This standard shall establish requirements for the workplace of a disabled person with complete loss of hearing.
Chapter 2. Requirements for the workplace of a disabled person with complete loss of hearing
3. The workplace of a disabled person with complete loss of hearing, the design of the elements of the production equipment in the area of operation shall meet ergonomic requirements.
4. Disabled persons with complete loss of hearing shall not be allowed to work under conditions of intense noise and local production vibration, with moving mechanisms, in the production of substances with toxicity.
5. When equipping the workplace, the individual requirements and limitations of the disabled person with complete loss of hearing shall be taken into account.
6. The main elements of the workplace with complete loss of hearing, which shall be used and taken into account in its organization, shall be special equipment and devices designed to compensate for anthropometric and entomological-morphological limitations of the disabled person with complete loss of hearing.
7. Arrangement of equipment and furniture, lighting of a disabled person's workplace with complete loss of hearing shall ensure safety and comfort of work.
8. Production facilities with constant stay of people shall be provided with natural and artificial lighting. When performing works of medium accuracy, combined illumination at the workplace is provided for not less than 500 lux, low accuracy and rough works - not less than 300 lux according to the state standards in the field of architecture, town planning and construction.
9. Light sources shall have sufficient light output, full distribution of light flux with clear designation of light boundary. The surface of the workplace elements and surrounding objects shall not have bright highlights.
10. The workplace of a disabled person with complete loss of hearing shall be equipped additionally:
equipment converting audio signals into light signals into a text ticker;
light (visual) indicators that convert speech into text.
11. Requirements for the workplace for persons with disabilities with simultaneous hearing and visual impairment shall be:
tactile typhlocomplexes designed to perform work without visual and auditory control;
Typhloorganizer and braille printers, keyboards allowing connection to braille display, to work with computers and office equipment.
12. A sign language interpreter's office shall be provided in an enterprise using disabled persons with complete loss of hearing. The given office shall be equipped with special technical communication facilities for persons with hearing disabilities: phones with a text message or telephones.
13. In addition, flashing light signals shall be installed at the workplace to inform about danger and evacuation.
