In accordance with subparagraph 32) of Article 8 of the Law of the Republic of Kazakhstan "On natural monopolies", I HEREBY ORDER:
Footnote. Preamble – as amended by the order of the Minister of National Economy of the Republic of Kazakhstan dated 28.01.2022 No. 8 (shall be enforced ten calendar days after the date of its first official publication)1. To approve the attached list of regulated services.
2. The Committee for regulation of natural monopolies, protection of competition and consumers’ rights of the Ministry of National Economy of the Republic of Kazakhstan in the manner established by the legislation of the Republic of Kazakhstan shall ensure:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) sending of this order in the Kazakh and Russian languages to the Republican state enterprise on the right of economic management "Republican Center for Legal Information" for official publication and inclusion to the Standard control bank of regulatory legal acts of the Republic of Kazakhstan within ten calendar days from the date of state registration;
3) placement of this order on the Internet resource of the Ministry of National economy;
4) within ten working days after the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, submission of information on implementation of measures provided for in subparagraphs 1), 2) and 3) of this paragraph to the Legal department of the Ministry of National Economy of the Republic of Kazakhstan.
3. Control over execution of this order shall be assigned to the supervising Vice-Minister of National Economy of the Republic of Kazakhstan.
4. This order shall be enforced upon expiry of ten calendar days after its first official publication.

List of regulated services
1. In the field of transportation of oil and (or) oil products through main pipelines, except for their transportation for transit through the territory of the Republic of Kazakhstan and export outside the Republic of Kazakhstan:
service for transportation of oil through main pipelines:
operator's activity on unified routing;
pumping of oil through the main pipeline system;
oil draining from railway tanks;
loading of oil into railway tanks;
loading of oil into tankers;
oil drainage from road tanks;
loading of oil into road tanks;
oil storage;
oil transshipment;
oil mixture.
2. In the field of storage, transportation of commercial gas through connecting main gas pipelines and (or) gas distribution systems, operation of group reservoir installations, as well as transportation of raw gas through connecting gas pipelines, excluding storage, transportation of commercial gas for transit through the territory of the Republic of Kazakhstan and export outside the Republic of Kazakhstan:
transportation of raw or commercial gas through connecting gas pipelines;
transportation of commercial gas through main gas pipelines;
transportation of commercial gas through gas distribution systems for the consumers of the Republic of Kazakhstan;
transportation of liquefied gas through gas pipelines from a group reservoir installation to a crane at the consumer's input;
storage of commercial gas.
3. In the field of electric power transmission:
transmission of electrical energy;
transmission of electric energy through the national electric network and (or) use of the national electric network.

In the field of production, transmission, distribution and (or) supply of heat energy, except for heat energy, generated using the heat of soil, groundwater, rivers, reservoirs, waste water of industrial enterprises and power stations, sewage treatment constructions:
production of heat energy;
transmission and distribution of heat energy;
supply with heat energy;
production, transmission and distribution of heat energy;
production, transmission, distribution and (or) supply with heat energy.
5. In the field of technical dispatching of supply to the network and consumption of electric energy:
technical dispatching of supply to the network and consumption of electric energy.
6. In the field of balancing production and consumption of electric energy:
organization of balancing production and consumption of electric energy.
7. In the field of main railway networks, except for regulated services of main railway network when transporting goods in containers, transporting empty containers and transit cargoes through the territory of the Republic of Kazakhstan:
provision of main railway network for the use, except for the services of main railway network when transporting goods in containers and transporting empty containers;
organization of passage of rolling stock on the main railway network, except for the services of main railway network when transporting goods in containers and transporting empty containers;
provision of main railway network for the use and organization of passage of rolling stock on it, except for the services of main railway network when transporting goods in containers and transporting empty containers.
8. In the field of provision of railway services with railway transport objects under public-private partnership contracts, including concession contracts, in the absence of a competitive railway track:
provision of railway tracks with railway transport objects for the use under public-private partnership contracts, including concession contracts, in the absence of a competitive railway track.
9. In the field of access ways in the absence of a competitive access road:
provision of an access way for the passage of rolling stock in the absence of a competitive access road;
provision of an access way for shunting operations, loading and unloading, other technological operations of transportation process, as well as for parking of a rolling stock, not provided for by technological operations of transportation process in the absence of a competitive access way.
10. In the field of ports:
services for the entry of a vessel into a seaport for transshipment of oil and petroleum products through pipelines to/from a tanker/tankers with subsequent exit from the port (ship entry), except for their transshipment for export outside the Republic of Kazakhstan.

water supply services:
water supply through main pipelines;
water supply through distribution networks;
water supply through the channels;
regulation of surface runoff by means of retaining hydraulic structures;
water disposal services:
wastewater disposal;
wastewater treatment.
