In accordance with subparagraph 1) of Article10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On State Services" I HEREBY ORDER:
1. To approve:
1) the Rules for the provision of the state service "Issuance of sanitary and epidemiological conclusions on the compliance (non-compliance) of the object of state sanitary and epidemiological supervision with regulatory legal acts in the field of sanitary and epidemiological welfare of the population and hygienic standards at facilities located on the territory of military camps and training centers of the Ministry of Defense of the Republic Kazakhstan", in accordance with Annex 1 to this Order;
2) the Rules for the provision of state services "Issuance of a sanitary and epidemiological conclusion for projects, works, and services at facilities located on the territory of military camps and training centers of the Ministry of Defense of the Republic of Kazakhstan", in accordance with Annex 2 to this Order.
2. To declare as terminated:
1) Order of the Minister of Defense of the Republic of Kazakhstan dated April 30, 2015, No. 238 "On approval of standards of state services provided by units of the Armed Forces of the Republic of Kazakhstan in the field of sanitary and epidemiological welfare" (registered in the State Registration Register of Regulatory Legal Acts of the Republic of Kazakhstan on June 26, 2015, under No. 11467, published in “Adilet” Legal Information System of the Republic of Kazakhstan on July 31, 2015);
2) Order of the Minister of Defense of the Republic of Kazakhstan dated July 29, 2015, No. 434 "On approval of regulations for state services provided by units of the Armed Forces of the Republic of Kazakhstan in the field of sanitary and epidemiological welfare" (registered in the State Registration Register of Regulatory Legal Acts of the Republic of Kazakhstan on September 1, 2015, under No. 11992, published in “Adilet” Legal Information System of the Republic of Kazakhstan on September 22, 2015).
3. The Main Military Medical Directorate of the Armed Forces of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:
1) state registration of this Order with the Ministry of Justice of the Republic of Kazakhstan;
2) posting this Order on the Internet resource of the Ministry of Defense of the Republic of Kazakhstan after its first official publication;
3) sending information to the Legal Department of the Ministry of Defense of the Republic of Kazakhstan on the implementation of the measures provided for in subparagraphs 1) and 2) of this paragraph within ten calendar days from the date of state registration.
4. Control over the implementation of this Order shall be entrusted to the supervising Deputy Minister of Defense of the Republic of Kazakhstan.
5. This order shall be brought to the officials in the part concerning them.
6. This Order shall come into effect upon the expiration of ten calendar days after the day of its first official publication.

Chapter 1. General Provisions
1. These Rules for the provision of the state service "Issuance of sanitary and epidemiological conclusions on the compliance (non-compliance) of the object of state sanitary and epidemiological supervision with regulatory legal acts in the field of sanitary and epidemiological welfare of the population and hygienic standards at facilities located on the territory of military camps and training centers of the Ministry of Defense Of the Republic of Kazakhstan "(hereinafter referred to as the Rules) have been developed in accordance with subparagraph 1) of Article 10 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On state service" and shall determine the procedure for the provision of the state service "Issuance of sanitary and epidemiological conclusions on the compliance (non-compliance) of the state sanitary facility - epidemiological supervision of regulatory legal acts in the field of sanitary and epidemiological welfare of the population and hygienic standards at facilities located on the territory of military camps and training centers of the Ministry of Defense of the Republic Kazakhstan"(hereinafter referred to as the State service).
2. The state service is provided by units of the Armed Forces of the Republic of Kazakhstan, carrying out activities in the field of sanitary and epidemiological welfare of the population (RSE "Military unit 64615", RSE "Military unit 01826") (hereinafter referred to as the Service provider).
Chapter 2. The procedure for the provision of state services
3. To obtain state services, individuals or legal entities shall apply to the service provider, or through the web portal of "electronic government": www.egov.kz (hereinafter referred to as the Portal) with the documents specified in paragraph 8 of the state service standard in accordance with Annex 1 to these Rules (hereinafter referred to as the Standard).
The list of basic requirements for the provision of state services, including the characteristics of the process, the form, content, and result of the provision, as well as other information, taking into account the specifics of the provision of state services, shall be set out in the standard.
4. When the service recipient contacts the service provider, an employee of the service provider's office shall accept and registers documents, issue to the service recipient a receipt for the acceptance of the relevant documents in any form, indicating the date of admission, the type of requested state service, the number and name of the attached documents, the date of issue of the result of the state service and submit for consideration to the management who, within 1 (one) working day, determine the responsible executor.
If the service recipient submits an incomplete package of documents according to the list, and (or) documents that have expired, the service provider shall refuse to accept the application.
When contacting through the portal, the service recipient shall be sent information on the status of acceptance of the request for the provision of state services, as well as a notification indicating the date and time of receipt of the result of the state service.
If the service recipient submits an incomplete package of documents according to the list, and (or) expired documents, the service provider within 2 (two) working days shall send to the service recipient's account a refusal to further consider the application in the form of an electronic document signed by the EDS of the head of the authorized body.
5. When the service recipient applies after the end of working hours, on weekends and holidays, in accordance with the labor legislation of the Republic of Kazakhstan, applications shall be accepted and the results of the service shall be issued on the next working day.
6. In the case of documents submitted by the Service Provider completeness within 2 (two) working days from the date of the registration document for a match for the submitted data and information necessary for the provision of state service requirements, established by the normative legal acts in the field of sanitary and epidemiological welfare of the population and hygienic standards, approved in accordance with paragraph 6 of Article 144 of the Code of the Republic of Kazakhstan "On public health and healthcare system", in case of non-compliance with which, within 2 working days, it shall refuse to provide state services.
In the case of the application through the portal, the refusal to further consider the application for the provision of state services hall be formed in the form of an electronic document signed by the EDS of the head of the authorized body and sent in the form of an electronic document to the “personal account” of the service recipient on the portal.
Information about the data of the document proving the identity of the service recipient, about the state registration (re-registration) of a legal entity, the state registration of an individual entrepreneur, the service provider shall receive from the relevant state information systems through the gateway of "electronic government".
7. In case of completeness of the documents and their compliance with the requirements, the responsible executor within 11 (eleven) working days shall check the facility for compliance with the submitted documents, inspect the facility for compliance with regulatory legal acts in the field of sanitary and epidemiological welfare of the population and hygienic standards, and shall draw up a sanitary act - epidemiological examination of the object.
Based on the act of sanitary and epidemiological examination of the object, within 1 (one) working day, the service provider shall draw up a sanitary and epidemiological conclusion on the conformity or non-conformity of the object, in accordance with Annex 2 to these Rules in the form of an electronic document signed by the EDS of the head of the authorized body and sent to the applicant in the form an electronic document to the "personal account" on the portal.
If the service recipient applies for the result of the provision of the state service on paper, the result of the provision of the state service shall be issued in electronic form, printed out, certified by the seal and signature of the authorized person of the service provider and sent by courier.
8. The Service Provider shall ensure that data on the stage of provision of state services are entered into the information system for monitoring the provision of state services in the manner prescribed by the authorized body in the field of informatization, in accordance with subparagraph 11) of paragraph 2 of Article 5 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On state service".
9. Grounds for refusal to provide state service shall be specified in paragraph 9 of the standard.
Chapter 3. The procedure for appealing decisions, actions (inaction) of the service provider and (or) its officials, on the provision of state services
10. A complaint against the decision, actions (inaction) of the service provider on the provision of state services may be filed in the name of the head of the service provider, to the authorized body for assessing and monitoring the quality of the provision of state services, in accordance with the legislation of the Republic of Kazakhstan. The service recipient's complaint received by the service provider, in accordance with subparagraph 2) of Article 25 of the Law of the Republic of Kazakhstan "On state service", is subject to consideration within 5 (five) working days from the date of its registration.
The service recipient's complaint received by the authorized body for the assessment and control over the quality of the provision of state services is subject to consideration within 15 (fifteen) working days from the date of its registration.
11. In cases of disagreement with the results of the provision of state services, the service recipient shall apply to the court in accordance with the procedure established by the legislation of the Republic of Kazakhstan.

Chapter 1. General Provisions
1. These Rules for the provision of state services "Issuance of a sanitary and epidemiological conclusion on projects, works and services at facilities located on the territory of military camps and training centers of the Ministry of Defense of the Republic of Kazakhstan" (hereinafter referred to as the Rules) have been developed in accordance with subparagraph 1) of Article 10 of the Law Of the Republic of Kazakhstan dated April 15, 2013 "On state service" and shall determine the procedure for the provision of the state service "Issuance of a sanitary and epidemiological conclusion for projects, works and services at facilities located on the territory of military camps and training centers of the Ministry of Defense of the Republic of Kazakhstan"
2. The state serviceshall be provided by units of the Armed Forces of the Republic of Kazakhstan, carrying out activities in the field of sanitary and epidemiological welfare of the population (RSE "Military unit 64615", RSE "Military unit 01826") (hereinafter referred to as the Service provider).
Chapter 2. The procedure for the provision of state services
3. 5. When the service recipient applies after the end of working hours, on weekends and holidays, in accordance with the labor legislation of the Republic of Kazakhstan, applications shall be accepted and the results of the service shall be issued on the next working day.
6. In case of completeness of the submitted documents, the service provider, within 2 (two) working days from the date of registration of documents, shall verify the compliance of the submitted data and information necessary for the provision of state services with the requirements established by regulatory legal acts in the field of sanitary and epidemiological welfare of the population and hygienic standards, approved in accordance with paragraph 6 of Article 144 of the Code of the Republic of Kazakhstan "On public health and healthcare system", in case of non-compliance with which, within 2 working days, he/she shall refuse to provide state services.
Subject to the application through the portal, the refusal to further consider the application for the provision of state servicesshall be formed in the form of an electronic document signed by the EDS of the head of the authorized body and sent in the form of an electronic document to the "personal account" of the service recipient on the portal.
Information about the data of the document proving the identity of the service recipient, about the state registration (re-registration) of a legal entity, the state registration of an individual entrepreneur, the service provider shall receive from the relevant state information systems through the gateway of "electronic government".
7. In case of completeness of the documents and their compliance with the requirements, the responsible executor within 11 (thirteen) working days shall conduct a sanitary and epidemiological examination of the submitted documents for compliance with regulatory legal acts.
On the basis of the conducted sanitary and epidemiological examination of the submitted documents, within 1 (one) working day, the service provider shall draw up a sanitary and epidemiological conclusion on the conformity or non-conformity of the object, in accordance with Annex 2 to the Rules in the form of an electronic document signed by the EDS of the head of the authorized body and sent to the applicant in the form an electronic document to the "personal account" on the portal.
If the service recipient applies for the result of the provision of the state service on paper, the result of the provision of the state serviceshall be issued in electronic form, printed out, certified by the seal and signature of the authorized person of the service provider and sent by courier.
8. The Service Provider shall ensure that data on the stage of provision of state services are entered into the information system for monitoring the provision of state services in the manner prescribed by the authorized body in the field of informatization, in accordance with subparagraph 11) of paragraph 2 of Article 5 of the Law of the Republic of Kazakhstan dated April 15, 2013 "On state service".
9. Grounds for refusal to provide state servicesshall be specified in paragraph 9 of the standard.
Chapter 3. The procedure for appealing decisions, actions (inaction) of central state bodies, as well as service providers and (or) their officials on the provision of state services
10. A complaint against the decision, actions (inaction) of the service provider on the provision of state servicesmay be filed in the name of the head of the service provider, to the authorized body for assessing and monitoring the quality of the provision of state services, in accordance with the legislation of the Republic of Kazakhstan. The service recipient's complaint received by the service provider, in accordance with subparagraph 2) of Article 25 of the Law of the Republic of Kazakhstan "On state service", is subject to consideration within 5 (five) working days from the date of its registration.
The service recipient's complaint received by the authorized body for the assessment and control over the quality of the provision of state services is subject to consideration within 15 (fifteen) working days from the date of its registration.
