Under sub-paragraph 3) of Article 9 of the Law of the Republic of Kazakhstan of May 19, 2015 “On Minimum Social Standards and Their Guarantees” I HEREBY ORDER:
1. That the following shall be approved:
1) The “Guaranteed Volume of Free Medical Care” Minimum Social Standard as per Annex 1 hereto;
2) The “Ensuring Accessibility of Healthcare Services to the Population” Minimum Social Standard as per Annex 2 hereto.
2. That the Department of the Organization of Medical Care of the Ministry of Health of the Republic of Kazakhstan in conformity with the procedure established by law shall:
1) ensure state registration hereof with the Ministry of Justice of the Republic of Kazakhstan;
2) place this order on the website of the Ministry of Health of the Republic of Kazakhstan after its official publication;
3) within ten working days after the state registration hereof with the Ministry of Justice of the Republic of Kazakhstan, submit to the Legal Department of the Ministry of Health of the Republic of Kazakhstan information on the implementation of measures under subparagraphs 1) and 2) of this paragraph.
3. That the supervising Vice-Minister of Health of the Republic of Kazakhstan shall oversee the execution hereof.
4. That this order shall take effect ten calendar days after the date of its first official publication.

“Guaranteed Volume of Free Medical Care” Minimum Social Standard
1. Name of the central public authority that develops and approves the minimum social standard:
Ministry of Health of the Republic of Kazakhstan.
2. A list of laws under the basis whereby the minimum social standard applies:
1) Constitution of the Republic of Kazakhstan;
2) Code of the Republic of Kazakhstan of July 7, 2020 “On the Public Health and Healthcare System” (hereinafter referred to as the Code);
3) Law of the Republic of Kazakhstan of May 19, 2015 “On Minimum Social Standards and Their Guarantees”.
3. The purpose of the minimum social standard:
The “Guaranteed Volume of Free Medical Care” Minimum Social Standard defines the scope of services provided to citizens of the Republic of Kazakhstan, Kandas, refugees, foreigners and stateless persons permanently residing in the Republic of Kazakhstan at the expense of budgetary funds, includes preventive, diagnostic and therapeutic medical services with the highest proven efficiency, as well as drug provision.
Foreigners and stateless persons temporarily staying in the Republic of Kazakhstan, asylum seekers shall have the right to receive a guaranteed volume of free medical care for diseases that are dangerous to others, as per the list and to the extent determined by the authorized body, unless otherwise stipulated by the laws of the Republic of Kazakhstan or international treaties ratified by the Republic of Kazakhstan.
4. The standards and norms of the “Guaranteed Volume of Free Medical Care” Minimum Social Standard are specified in the Annex to this minimum social standard.

“Ensuring Accessibility of Health Services to the Population” Minimum Social Standard
