      The Government of the Republic of Kazakhstan hereby DECREES AS FOLLOWS:

      1. Approve the attached Agreement between the Government of the Republic of Kazakhstan and the Government of the Kingdom of Thailand on exemption from visa requirements for holders of diplomatic and service/official passports, done in Astana on June 21, 2017.

      2. This Decree shall be enforced from its signing.

Agreement
between the Government of the Republic of Kazakhstan and the Government of the Kingdom
of Thailand on exemption from visa requirements for holders of diplomatic and
service/official passports

      The Government of the Republic of Kazakhstan and the Government of the Kingdom of Thailand, hereinafter referred to as "the Parties",

      wishing to strengthen further friendly relations between the two States, simplifying mutual trips of citizens of the States of the Parties, holders of diplomatic and service/official passports,

      have agreed as follows:

Article 1

      Citizens of the Republic of Kazakhstan, holders of valid diplomatic and service passports shall be exempted from visa requirements to enter, stay, exit or transit through the territory of the Kingdom of Thailand for a period not exceeding 30 (thirty) calendar days from the date of their entry, provided that they will not engage in any employment, any business or any other paid activity in the territory of the Kingdom of Thailand.

Article 2

      Citizens of the Kingdom of Thailand, holders of valid diplomatic and official passports shall be exempted from visa requirements to enter, stay, exit or transit through the territory of the Republic of Kazakhstan for a period not exceeding 30 (thirty) calendar days from the date of their entry, provided that they will not engage in any employment, any business or any other paid activity in the territory of the Republic of Kazakhstan.

Article 3

      Citizens of the State of each Party, referred to in Articles 1 and 2 of the present Agreement, appointed as members of diplomatic missions, consular posts or representatives to international organizations accredited in the territory of the State of the other Party, as well as members of their families living with them, holders of valid diplomatic and service/official passports may enter, leave and stay in the territory of the State of the other Party without visa for a period not exceeding 90 (ninety) calendar days from the day of their entry. This period can be extended by the host State represented by its Ministry of Foreign Affairs until the end of the period of their assignment, on the basis of the request of the Ministry of Foreign Affairs or diplomatic representation of the accrediting State.

Article 4

      Citizens of the State of each of the Parties referred to in Articles 1 and 2 of this Agreement may enter, leave or transit through the territory of the State of the other Party through any border crossing points open for international traffic.

Article 5

      Citizens of the State of each of the Parties referred to in Articles 1 and 2 of this Agreement, while staying on the territory of the State of the other Party, shall be obliged to respect the national legislation of the host state.

Article 6

      Each Party reserves the right to refuse to a citizen of the State of the other Party referred to in Articles 1 and 2 of this Agreement to reduce or terminate his stay in the territory of his state if that person is deemed undesirable.

Article 7

      The authorized authorities of the States of the Parties no later than 30 (thirty) calendar days from the date of signing of this Agreement via diplomatic channels shall exchange samples of valid diplomatic and service/official passports. The parties shall inform each other on the introduction of new diplomatic and service/official passports and changes in existing types of passports via diplomatic channels. Samples of new passports shall be transferred to the other Party no later than 30 (thirty) calendar days from the date of their entry into force.

Article 8

      This Agreement shall not affect the rights and obligations of the Parties arising from other international treaties to which their states are parties.

Article 9

      1. Each of the Parties reserves the right to suspend temporarily, partially or completely operation of this Agreement in order to ensure national security, protect health and maintain public order.

      2. The Parties shall notify each other via diplomatic channels on suspension or resumption of this Agreement no later than five (5) calendar days before the date of entry into force of such a decision.

Article 10

      Any disagreement or dispute regarding the interpretation or application of this Agreement shall be resolved by the Parties by consultation and negotiation.

Article 11

      1. By mutual agreement of the Parties to this Agreement, amendments and additions may be made in the form of separate protocols, which are integral parts of this Agreement.

      2. The protocols referred to in Paragraph 1 of this Article shall enter into force in accordance with Article 12 of this Agreement.

Article 12

      This Agreement shall enter into force 30 (thirty) calendar days after the date of receipt by diplomatic channels of the last written notification on completion by the Parties of the domestic procedures necessary for its entry into force.

      This Agreement shall be concluded for an indefinite period and remain in force until the expiration of 6 (six) months from the date of receipt by diplomatic channels of one of the Parties of the corresponding written notification of the other Party of its intention to terminate it.

      IN WITNESS WHEREOF, the undersigned, duly authorized thereto by their respected Parties, have signed this Agreement.

      Done in Astana on June 21, 2017 in two counterparts, each in the Kazakh, Thai and English languages, all texts being equally authentic.

      In case of disagreement in the interpretation of the provisions of this Agreement, the Parties refer to the text in English.
