On approval of natural standards for providing foreign establishments of the Republic of Kazakhstan with cars, telephone communication

In accordance with paragraph 2 of Article 69 of the Budget Code of the Republic of Kazakhstan of December 4, 2008 I hereby ORDER:
1. Approve the attached:
1) natural standards for providing foreign establishments of the Republic of Kazakhstan with cars in accordance with Appendix 1 to this order;
2) natural standards for providing foreign establishments with telephone communications in accordance with Appendix 2 to this order.
2. Foreign establishments of the Republic of Kazakhstan with a total staff of 877 people shall be provided with maximum 646 cars.
3. Service car - a car intended for personal transport services for staff members of foreign establishments of the Republic of Kazakhstan whose position titles are envisaged in the natural standards for providing foreign institutions of the Republic of Kazakhstan with cars.
Duty car is a car or a minibus intended for transport service of the staff of foreign establishments of the Republic of Kazakhstan, envisaged in the natural standards for providing foreign establishments of the Republic of Kazakhstan with cars.
Special car is a car intended to provide visits of the heads of state and government, the Minister of Foreign Affairs of the Republic of Kazakhstan, arriving in the host state on official and working visits, or transit visits, also for transport support of Ambassadors Extraordinary and Plenipotentiary during their attendance of official protocol events.
4. The Department of Material and Technical Support of the Ministry of Foreign Affairs of the Republic of Kazakhstan shall:
1) in accordance with the procedure established by law, provide the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days from the date of state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, direct its copy in paper and electronic forms in the Kazakh and Russian languages to the Republican State Enterprise with the Right of Economic Management “Republican Center of Legal Information” for official publication and inclusion in the Reference Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan;
3) within ten calendar days after the state registration of this order, direct a copy of it for official publication in periodicals;
4) place this order on the official Internet resource of the Ministry of Foreign Affairs of the Republic of Kazakhstan;
5) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, report to the Department of Legal Expertise of the Ministry of Foreign Affairs of the Republic of Kazakhstan on execution of the actions provided for in subparagraphs 1), 2), 3), 4) of this paragraph.
5. Control over the execution of this order shall be entrusted to Executive Secretary of the Ministry of Foreign Affairs of the Republic of Kazakhstan A. B. Karashev.
6. This order shall come into effect after the day of its first official publication.

Note:
* additionally one special vehicle shall be provided for each staffing position, envisioned in this item;
** in the absence of second staff position in the foreign establishments of the Republic of Kazakhstan, a full duty car equivalent shall be provided.
For foreign establishments of the Republic of Kazakhstan in the host states with high intensity of visits by official delegations and representatives of the Republic of Kazakhstan sent to foreign countries, by the order of the Executive Secretary of the Ministry of Foreign Affairs of the Republic of Kazakhstan or his deputy, an additional number of duty cars shall be provided within the limit number of vehicles for foreign institutions of the Republic of Kazakhstan established by paragraph 2 of this Order.
Increase of the actual number of vehicles of foreign establishments of the Republic of Kazakhstan at the time of the enforcement of this order or subsequently, in the event of changes in the staffing schedules of foreign establishments of the Republic of Kazakhstan, shall be brought into line with these natural standards for providing foreign establishments of the Republic of Kazakhstan with cars as they are written off due to physical wear or transfer to the ownership of other foreign institutions of the Republic of Kazakhstan, the Ministry of Foreign Affairs of the Republic Kazakhstan, subordinate organizations of the Ministry of Foreign Affairs of the Republic of Kazakhstan and other legal entities of the Republic of Kazakhstan.
Foreign establishments of the Republic of Kazakhstan shall independently set mileage limits per month for cars, but not more than the total limit of vehicles for the specific foreign establishment of the Republic of Kazakhstan, calculated by multiplying the number of cars by the estimated rate of 2,600 (two thousand six hundred) kilometers per month
In these natural standards for providing foreign establishments of the Republic of Kazakhstan with cars, the mileage limit for cars does not include mileage in cases of sending personnel of foreign institutions by car to nearby localities for the service needs.

Notes: * This type of telephone communication also includes calls from a landline phone to mobile network;
** reimbursement of expenses on provision of cellular communication shall be carried out monthly on the basis of documents confirming the fact of acquiring mobile communication services, but not more than 3% of the monthly official salary in foreign currency of the person indicated in item 4 of this table;
*** reimbursement of expenses on provision of cellular communication on the duty number of the foreign establishment of the Republic of Kazakhstan shall be carried out monthly on the basis of documents confirming the fact of acquiring cellular communication services, but not more than 0.5% of the monthly salary of the Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan in the host state.
Residences of the Ambassadors Extraordinary and Plenipotentiary of the Republic of Kazakhstan, Permanent Representatives of the Republic of Kazakhstan to international organizations shall also be provided with telephone communication.
