      The Government of the Republic of Kazakhstan RESOLVES:

      1. To approve the Agreement between the Government of the Republic of Kazakhstan and the United Nations concerning the exemption of UN passport holders (Laissez-Passer) from visa requirements, signed in Astana on 17 September 2010.

      2. The present resolution shall come into force on the day of its signing.

Agreement between the Government of the Republic of Kazakhstan and the Organization of the United Nations regarding the release of the owners UN passports (Laissez-Passer) from visa requirements

      The Government of the Republic of Kazakhstan and the United Nations, hereinafter referred to as the Parties, bearing in mind the desire to strengthen friendly relations and wishing to facilitate travel of UN staff to the territory of the Republic of Kazakhstan,

      have agreed to the following:

Article 1

      United Nations (hereinafter referred to as UN) Passports (Laissez-Passer) are issued to UN officials in accordance with the UN Convention on the Privileges and Immunities of the United Nations of 13 February 1946. The UN Passport certifies that its holder is a UN official and is issued only for official travel, namely travel paid for or authorized by the UN.

      The UN Passport cannot be replaced by a national passport.

Article 2

      Holders of valid UN passports (Laissez-Passer) may enter, leave, stay and transit the territory of the Republic of Kazakhstan without visas for a period not exceeding thirty (30) days within a period of 180 (one hundred eighty) days from the date of crossing the State Border of the Republic of Kazakhstan.

Article 3

      In accordance with the national legislation of the Republic of Kazakhstan, the period of stay of holders of valid UN passports (Laissez-Passer) up to 3 (three) months may be extended by the Ministry of Foreign Affairs of the Republic of Kazakhstan on the basis of an official written request of the UN.

Article 4

      Holders of valid UN passports (Laissez-Passer) travelling to the Republic of Kazakhstan to work at the UN mission are accredited in the territory of the Republic of Kazakhstan for the period of their appointment or business trip, as well as their family members living and holding valid UN passports (Laissez-Passer) with them.

Article 5

      Holders of valid UN passports (Laissez-Passer) may enter or leave Kazakhstan through border crossing points open for international communication.

Article 6

      The Government of the Republic of Kazakhstan reserves the right to reduce or terminate the stay of holders of valid UN passports (Laissez-Passer) in case their stay shall be deemed undesirable on the territory of the Republic of Kazakhstan.

Article 7

      The United Nations shall submit samples of its valid UN passports (Laissez-Passer) to the Ministry of Foreign Affairs of the Republic of Kazakhstan, including a detailed description of such documents through diplomatic channels within thirty (30) days from the date of signing this Agreement.

      In case of introduction of new UN passports (Laissez-Passer) or in case of change of already existing UN passports, the samples of the above mentioned passports shall be sent to the Ministry of Foreign Affairs of the Republic of Kazakhstan via diplomatic channels not later than thirty (30) days prior to their introduction into force.

Article 8

      The Government of the Republic of Kazakhstan, in order to ensure national security and public order, reserves the right to suspend this Agreement partially or in full.

      The United Nations Mission in Kazakhstan shall be notified through diplomatic channels of the suspension of this Agreement at least 72 hours before such a decision is taken.

      Suspension of this Agreement shall not affect the legal status of holders of valid UN passports (Laissez-Passer) already in the territory of the Republic of Kazakhstan.

Article 9

      By mutual consent of the Parties, this Agreement may be amended and supplemented, which are integral parts of it and shall be formalized in separate protocols.

Article 10

      Disputes and differences concerning the interpretation and application of the provisions of this Agreement shall be settled through consultations and negotiations between the Parties.

Article 11

      This Agreement shall enter into force after 30 (thirty) days from the date of receipt by the UN Permanent Mission in the Republic of Kazakhstan through diplomatic channels of a written notification on execution by the Government of the Republic of Kazakhstan of domestic procedures necessary for its entry into force.

      This Agreement is concluded for an indefinite period and shall remain in force until the expiration of 3 (three) months from the date of receipt through diplomatic channels of written notification of one of the Parties to the other of the intention of the latter to terminate it.

      Executed in the city of Astana on September 17, 2010, in two original copies in the Kazakh, Russian and English languages, both texts being equally authentic.

      In the event of any disagreement on the interpretation of this Agreement, the Parties will refer to the text in English.
