"Білім туралы" Қазақстан Республикасының 2007 жылғы 27 шілдедегі Заңының 65-бабының 4-тармағына сәйкес Қазақстан Республикасының Үкіметі ҚАУЛЫ ЕТЕДІ:

1. Қоса беріліп отырған Халықаралық мектеп мәртебесін беру қағидалары бекітілсін.

2. Осы қаулы алғашқы ресми жарияланғанынан кейін күнтiзбелiк он күн өткен соң қолданысқа енгiзiледi.

қағидалары
1. Жалпы ережелер

1. Осы Қағидалар "Білім туралы" Қазақстан Республикасының 2007 жылғы 27 шілдедегі Заңының 65-бабының 4-тармағына сәйкес әзірленді және халықаралық мектеп мәртебесін беру тәртібін анықтайды.

2. Халықаралық мектеп мәртебесін беру халықаралық білім беру тәжірибесін жетілдіру және Қазақстан Республикасының білім беру жүйесіне интеграциялау, Қазақстан Республикасында мектепке дейінгі, бастауыш, негізгі орта және жалпы орта білімнің дербес әзірленген жалпы білім беретін оқу бағдарламаларын іске асыратын мектептердің жұмыс істеуінің қалыптасқан практикасы үшін құқықтық база құру мақсатында жүзеге асырылады.

3. Білім беру ұйымдарының мынадай өлшемдерге сәйкестігі халықаралық мектеп мәртебесін берудің негізгі талаптары болып табылады:

1) мектептің халықаралық білім беру ұйымдарына мүше болуы;

2) мектептің халықаралық институционалды аккредиттеуден немесе Халықаралық Бакалавриат ұйымы тарапынан білім беру бағдарламаларының авторландырудан өтуі;

3) қызметтің барлық бағыттары бойынша ақпараттық ашықтықты қамтамасыз ету;

4) халықаралық аккредиттеу ұйымдарының талаптарына сәйкес мектеп оқушылары мен қызметкерлерінің өмірі мен денсаулығының қорғалуын қамтамасыз ету;

5) Қазақстан Республикасының мемлекеттік жалпыға міндетті білім беру стандартының және халықаралық жалпы білім беретін оқу бағдарламаларының талаптарын есепке ала отырып, дербес әзірленген интеграцияланған білім беру бағдарламаларын іске асыру;

6) мектептердің білім беру бағдарламасына қазақстандық құрауыш пәндерін: қазақ тілін, қазақ әдебиетін, Қазақстан тарихын, Қазақстан географиясын қосу;

7) негізгі және орта мектеп бітірушілерінің халықаралық сертификаттар мен дипломдарға ие болуы;

8) мектептің педагогикалық құрамында халықаралық емтихан алушылардың, жаттықтырушылардың, сарапшылардың болуы;

9) мектептің материалдық-техникалық және ресурстық базасының халықаралық аккредиттеу ұйымдарының талаптарына сәйкес келуі.

2. Халықаралық білім беру ұйымы мәртебесін беру
тәртібі

4. Халықаралық мектеп мәртебесін алуға ниет білдірген білім беру ұйымы білім саласындағы Уәкілетті органға (бұдан әрі - Уәкілетті орган) осы Қағидалардың 3-тармағында белгіленген өлшемдерге сәйкес материалдар мен құжаттарды және мыналарды қамтитын жазбаша өтінімді ұсынады:

1) құрылтайшылар туралы мәліметтер;

2) білім беру ұйымының атауы, орналасқан жері (заңды, нақты мекенжайлары, байланыс телефондары);

3) білім беру ұйымының білім беру жетістіктерінің қысқаша түйіндемесі;

4) жалпы білім беретін оқу бағдарламаларының мазмұны (бағдарламаның негізгі мақсаттары, негізгі теориялық-әдіснамалық ережелері, оқушылардың білім сапасын бақылау, мониторингтеу және қамтамасыз ету құралдары, білім беру ұйымының бағдарламасын қамтамасыз ететін оқу-әдістемелік әзірлемелердің тізбесі);

5) оқу-тәрбие процесін кадрлық, экономикалық, материалдық-техникалық және ғылыми қамтамасыз ету бойынша мәліметтер; қаржыландыру көздері.

5. Өтінім білдірілген мәртебеге сәйкестігін қарау мақсатында білім беру ұйымдары берген өтінімдерді қарау жөніндегі комиссия (бұдан әрі – Комиссия) құрылады. Өтінімді қарау мерзімі – күнтізбелік отыз күн.

6. Комиссия құрамына Уәкілетті органның, ғылыми ұйымдардың, педагогтер қауымдастығының және оқу-әдістемелік бірлестіктердің өкілдері кіреді.

7. Комиссияның құрамы мен ережесін Уәкілетті орган бекітеді.

8. Комиссия осы Қағидалар мен ережелер негізінде білім беру ұйымының осы Қағидалардың 3-тармағында белгіленген өлшемдерге сәйкестігін тексереді.

9. Ұсынылған материалдарды қарау нәтижелері бойынша Комиссия халықаралық мектеп мәртебесін беру немесе беруден бас тарту туралы ұсыным әзірлейді және қорытындымен келіспейтін ерекше пікірлер көрсетіле отырып, Комиссияның барлық мүшелері қол қоятын хаттамамен ресімделеді.

10. Комиссияның ұсынымдары отырысқа қатысушылардың көпшілік даусымен қабылданады.

11. Уәкілетті орган халықаралық мектеп мәртебесін беруден бас тарту (дәлелді негіздемемен) туралы хабарламаны бес жұмыс күні ішінде жолдайды.

12. Бас тарту жағдайында білім беру ұйымы Уәкілетті органға өтінімді үш жылдан кейін бере алады.

13. Білім беру ұйымының белгіленген өлшемдерге сәйкес келмеуі бас тарту үшін негіз болып табылады.

14. Комиссияның оң қорытындысы бойынша Уәкілетті орган он жұмыс күні мерзімінде халықаралық мектеп мәртебесін беру туралы қаулы жобасын әзірлейді және Қазақстан Республикасының Үкіметіне жібереді.

On approval of the Rules for the Assignment of the Status of International Schools

In accordance with paragraph 4 of Article 65 of the Law of the Republic of Kazakhstan dated July 27, 2007 "On Education", the Government of the Republic of Kazakhstan HEREBY DECREES AS FOLLOWS:

1. That the attached Rules for the Assignment of the Status of International Schools shall be approved.

2. This decree shall become effective ten calendar days after the first official publication.

Rules for the Assignment of the Status of International Schools
1. General provisions

1. These Rules are developed in accordance with paragraph 4 of Article 65 of the Law of the Republic of Kazakhstan dated July 27, 2007 “On Education” and determine the procedure for assigning the status of international schools.

2. The assignment of the status of international schools shall be carried out with the aim of improving and integrating the experience of international education in the education system of the Republic of Kazakhstan, creating a legal framework for the established practice of functioning schools that implement independently developed general educational curricula of preschool, primary, basic secondary and general secondary education in the Republic Kazakhstan.

3. The requirement to assign the status of international schools shall be the conformity of the educational organization with the criteria set forth below:

1) school membership in international educational organizations;

2) the school has passed international institutional accreditation or authorization of educational programs by the International Baccalaureate organization ;

3) ensuring information transparency in all areas of activity;

4) ensuring the safety of life and health of students and school personnel in accordance with the requirements of international accreditation organizations;

5) implementation of integrated educational programs independently developed taking into account the requirements of the state compulsory education standard of the Republic of Kazakhstan and international general educational programs;

6) inclusion in the educational curriculum of schools of subjects of the Kazakhstan component: the Kazakh Language, Kazakh Literature, the History of Kazakhstan, the Geography of Kazakhstan;

7) obtaining by graduates of primary and secondary schools of international certificates and diplomas;

8) international examiners, trainers, experts that are the members of the teaching staff of the school;

9) compliance of the school’s material, technical and resource base with the requirements of international accreditation organizations.

2. Procedure for conferring the status of an international educational organization

4. An educational organization that intends to receive the status of an international school shall submit to the Authorized Body in the field of education (hereinafter referred to as the Authorized Body) materials and documents confirming compliance with the criteria established in paragraph 3 of these rules and a written application, which shall include:

1) the information about the founders;

2) the name, location (legal, actual address, contact phone numbers) of the educational organization;

3) the brief summary of the educational achievements of the educational organization;

4) the content of general educational curricula (the main objectives of the program, initial theoretical and methodological provisions, means of control, monitoring and ensuring the quality of student learning, a list of educational and methodological developments that provide an educational organization program);

5) the information on personnel, economic , material, technical and scientific support of the educational process; sources of financing.

5. In order to consider compliance with the declared status, a commission (hereinafter referred to as the “Commission”) shall be created to review the submitted applications of educational institutions. The deadline for consideration of the application shall be thirty calendar days.

6. The Commission shall consist of representatives of the Authorized Body, scientific organizations, pedagogical associations and teaching associations.

7. The composition and Regulation of the Commission shall be approved by the Authorized Body.

8. The Commission, on the basis of these rules and regulations, shall verify the conformity of the educational organization with the criteria established in paragraph 3 of these rules.

9. Based on the results of consideration of the submitted materials, the Commission shall develop a recommendation on refusal or assignment of the status of international schools and draw up a protocol that shall be signed by all members of the Commission indicating the dissenting opinion of members who disagree with this conclusion.

10. The recommendations of the Commission shall be adopted by a majority vote of those present at the meeting.

11. The Authorized Body shall send a notice of refusal (with justified justification) to assign the status of international schools within five working days.

12. In the event of a refusal an educational organization may submit an application to the Authorized Body no earlier than three years later.

13. The reason for refusal shall be the non-compliance of the educational organization with the established criteria.

14. Based on the results of a positive conclusion of the Commission, the Authorized Body shall develop and submit to the Government of the Republic of Kazakhstan a draft resolution on assigning the status of international schools within ten working days.
