"Қазақстан Республикасының қорғанысы және Қарулы Күштері туралы" 2005 жылғы 7 қаңтардағы Қазақстан Республикасы Заңының 22-бабы 2-тармағының 26-18) тармақшасына сәйкес БҰЙЫРАМЫН:

1. Қоса беріліп отырған Әскери интернатурадағы дайындық қағидалары және мамандықтар тізбесі бекітілсін.

2. Қазақстан Республикасы Қорғаныс министрлігінің Білім және ғылым департаменті Қазақстан Республикасының заңнамасында белгіленген тәртіппен:

1) осы бұйрықты Қазақстан Республикасының Әділет министрлігінде мемлекеттік тіркеуді;

2) осы бұйрықтың көшірмесін мемлекеттік тіркелген күннен бастап күнтізбелік он күн ішінде қағаз және электрондық түрде қазақ және орыс тілдерінде Қазақстан Республикасы нормативтік құқықтық актілерінің эталондық бақылау банкіне енгізу үшін Қазақстан Республикасы Әділет министрлігінің "Республикалық құқықтық ақпарат орталығы" шаруашылық жүргізу құқығындағы республикалық мемлекеттік кәсіпорнына жолдауды;

3) осы бұйрықты алғашқы ресми жарияланғанынан кейін Қазақстан Республикасы Қорғаныс министрлігінің интернет-ресурсында орналастыруды;

4) мемлекеттік тіркелген күннен бастап күнтізбелік он күн ішінде осы тармақтың 1), 2) және 3) тармақшаларында көзделген іс-шаралардың орындалуы туралы мәліметтерді Қазақстан Республикасы Қорғаныс министрлігінің Заң департаментіне жолдауды қамтамасыз етсін.

3. Осы бұйрықтың орындалуын бақылау Қазақстан Республикасы Қорғаныс министрінің жетекшілік ететін орынбасарына жүктелсін.

Әскери интернатурадағы дайындық қағидалары және мамандықтар тізбесі

1-тарау. Жалпы ережелер

1. Осы Әскери интернатурадағы дайындық қағидалары және мамандықтар тізбесі әскери интернатурадағы дайындық тәртібін және мамандықтар тізбесін айқындайды.

2. Осы Қағидаларда мынадай ұғымдар пайдаланылады:

1) әскери интернатура – жоғары әскери оқу орнының құрылымдық бөлімшесі жүзеге асыратын клиникалық практикаға рұқсат алу үшін базалық жоғары медициналық білім шеңберінде клиникалық мамандықтар бойынша әскери қызметшілерді даярлау нысаны;

2) әскери интерн – әскери интернатурада білім алатын әскери қызметші;

3) әскери-медициналық факультет – базалық жоғары медициналық білім шеңберінде медицина мамандарын даярлауға арналған Қазақстан Республикасы Қорғаныс министрлігі жоғары әскери оқу орнының құрылымдық бөлімшесі.

3. Әскери интернатураның негізгі міндеті әскери оқу орны әскери-медициналық факультеті мен Қазақстан Республикасы медициналық жоғары оқу орындарының әскери кафедраларын бітірушілердің практикалық даярлығын жетілдіру, олардың кәсіби деңгейі мен дербес қызметтік және дәрігерлік жұмыстарға әзірлік дәрежесін арттыру болып табылады.

4. Әскери интерндерді даярлау Қазақстан Республикасы Білім және ғылым министрінің 2018 жылғы 31 қазандағы № 604 бұйрығымен бекітілген Жоғары білім берудің мемлекеттік жалпыға міндетті стандартына (Нормативтік құқықтық актілерді мемлекеттік тіркеу тізілімінде № 17669 болып тіркелген), Қазақстан Республикасы Денсаулық сақтау министрінің 2018 жылғы 18 қыркүйектегі № ҚР ДСМ-16 бұйрығымен бекітілген Медицина кадрларын интернатурада даярлау қағидаларына (Нормативтік құқықтық актілерді мемлекеттік тіркеу тізілімінде № 17534 болып тіркелген), Қазақстан Республикасы Денсаулық сақтау министрінің 2020 жылғы 15 желтоқсандағы № ҚР ДСМ-274/2020 бұйрығымен бекітілген Денсаулық сақтау саласындағы маманды сертификаттауды жүргізу, шетелдік мамандарды қоса алғанда, денсаулық сақтау саласындағы маман сертификатының қолданысын растау қағидаларын, сондай-ақ Қазақстан Республикасынан тыс жерлерде медициналық білім алған адамды денсаулық сақтау саласындағы маманды сертификаттауға жіберу шарттарына (Нормативтік құқықтық актілерді мемлекеттік тіркеу тізілімінде № 21818 болып тіркелген) және Қазақстан Республикасы Қорғаныс министрінің 2017 жылғы 18 қыркүйектегі № 529 қбп бұйрығымен бекітілген Қазақстан Республикасының Қорғаныс министрлігіне ведомстволық бағынысты әскери оқу орындарының қызмет қағидаларына (Нормативтік құқықтық актілерді мемлекеттік тіркеу тізілімінде № 15866 болып тіркелген) сәйкес жүзеге асырылады.

2-тарау. Әскери интернатураға қабылдау

5. Әскери интернатураға клиникалық қызметті жүзеге асыру құқығын алу мақсатында "Әскери медицина (клиникалық практика құқығымен, 5 жыл бакалавриат + 2 жыл интернатура)" және "Әскери істегі стоматология (клиникалық практика құқығымен, 5 жыл бакалавриат + 1 жыл интернатура)" мамандықтары бойынша әскери-медициналық факультетте оқуды бітірген әскери қызметшілер қабылданады, олармен медициналық қамтамасыз ету саласындағы қызметтік жұмысты ұйымдастыруды жүзеге асыратын Қазақстан Республикасы Қарулы Күштері құрылымдық бөлімшесінің басшысы (бұдан әрі – құрылымдық бөлімше) әскери интернатурадағы оқу мерзіміне және оны бітіргеннен кейін әскери қызметке он жылға жаңа келісімшартқа қол қояды.

6. Қазақстан Республикасының Қорғаныс министрлігі бөлген квота шегінде әскери интернатураға оқуға түсуге "Жалпы медицина", "Стоматология" мамандықтары бойынша бакалавр дипломы бар Қазақстан Республикасы жоғары медициналық оқу орындарының (бұдан әрі – медициналық ЖОО) бітірушілері де жіберіледі.

7. Конкурсқа медициналық ЖОО әскери кафедрасының жанындағы әскери дайындық курсынан өткен адамдар жіберіледі.

8. Медициналық ЖОО-лар әскери кафедраларының бастықтары оқуға қабылдау жылының 1 наурызына дейінгі мерзімде медициналық ЖОО әскери кафедрасының жанында әскери дайындықтан өткен 5-курс студенттері арасында үгіттеу-түсіндіру жұмыстарын жүргізеді. Әскери интернатураға түсуге ниет білдірген адам оқуға қабылдау жылының 15 наурызына дейінгі мерзімде медициналық ЖОО әскери кафедрасы бастығының атына баянат ұсынады.

9. Жергілікті әскери басқару органының бастығы медициналық ЖОО әскери кафедрасы бастығының ұсынымы бойынша оқуға қабылдау жылының 10 маусымына дейінгі мерзімде арнайы тексеруді жүргізу және алдын ала медициналық куәландырудан өткізу жөніндегі жұмысты ұйымдастырады.

10. Медициналық ЖОО әскери кафедрасының бастығы оқуға қабылдау жылының 10 шілдесіне дейінгі мерзімде ҚР ҚМ Кадрлар департаментіне (бұдан әрі – ҚР ҚМ КД) әскери интернатураға оқуға түсуге кандидаттардың жеке істерін және Қазақстан Республикасы Президентінің 2006 жылғы 25 мамырдағы № 124 Жарлығымен бекітілген Қазақстан Республикасының Қарулы Күштерінде, басқа да әскерлері мен әскери құралымдарында әскери қызмет өткеру қағидаларына сәйкес (бұдан әрі – Әскери қызмет өткеру қағидалары) офицерлер құрамының "запастағы медицина қызметінің лейтенанты" алғашқы әскери атағын беруге ұсыну үшін қажетті құжаттарды жолдайды.

Әскери интернатурада оқу үшін іріктелген оқуға түсушілердің тізімін Қазақстан Республикасының Қорғаныс министрлігі бекітеді және Қазақстан Республикасының Қорғаныс министрі айқындаған жоғары әскери оқу орнына (бұдан әрі – ЖӘОО) оқуға қабылдау басталғанға дейін кешіктірмей, бір ай бұрын жолданады.

11. "Білім туралы" 2007 жылғы 27 шілдедегі Қазақстан Республикасының Заңы 5-1-бабының 10) тармақшасына сәйкес әскери интернатураға қабылдау мерзімдерін, сондай-ақ оқу жылының басталу және аяқталу мерзімдерін Қазақстан Республикасының Қорғаныс министрлігі дербес айқындайды.

12. Әскери интернатураға оқуға түсетін кандидаттар конкурстық іріктеуден өту үшін Қазақстан Республикасы Қорғаныс министрінің 2016 жылғы 22 қаңтардағы № 35 бұйрығымен бекітілген (Нормативтік құқықтық актілерді мемлекеттік тіркеу тізілімінде № 13268 болып тіркелген) Тиісті деңгейдегі білім беру бағдарламаларын іске асырып жатқан Қазақстан Республикасының Қорғаныс министрлігіне ведомстволық бағынысты әскери оқу орындарына оқуға қабылдау қағидаларына сәйкес ЖӘОО-ға келеді.

Кандидаттар келген күннен бастап ЖӘОО аумағына орналастырылады.

13. Медициналық ЖОО бітірушілерін әскери интернатураға қабылдау конкурстық негізде, барлық оқу кезеңіндегі үлгерімнің орташа балына сәйкес (өндірістік практика бағасын ескере отырып) төрт кезеңде жүзеге асырылады:

1) бірінші кезең – Қазақстан Республикасы Қорғаныс министрінің 2015 жылғы 2 шілдедегі № 373 бұйрығымен бекітілген Қазақстан Республикасының Қарулы Күштерінде әскери-дәрігерлік сараптаманы жүргізу қағидасына және Әскери-дәрігерлік сараптама органдары туралы ережеге сәйкес (Қазақстан Республикасының нормативтік құқықтық актілерін мемлекеттік тіркеу тізілімінде № 11846 болып тіркелген) медициналық куәландырудан өту;

2) екінші кезең – кәсіби-психологиялық тестілеу компьютерлік тестілеу түрінде өткізіледі;

3) үшінші кезең – дене дайындығын тексеру;

4) төртінші кезең – конкурстық іріктеу және қабылдау.

14. Оқуға қабылдау жылының 1 маусымына дейін әскери оқу орнының бастығы, құрылымдық бөлімшелердің басшылары әскери білім беру мәселелеріне жетекшілік ететін құрылымдық бөлімшеге Қазақстан Республикасы Қорғаныс министрінің бұйрығымен оқуға қабылдау жылының 1 шілдесіне дейін бекітілетін қабылдау комиссиясының құрамына қосу үшін кандидатураларды ұсынады.

15. Қабылдау комиссиясының төрағасы болып ЖӘОО-ның бастығы, орынбасарлары болып құрылымдық бөлімше бастығының орынбасары (басқарма (бөлім) бастығы) және шарт негізінде әскери интерндер медициналық пәндер бойынша білім алатын медициналық ЖОО-ның өкілі тағайындалады.

16. Қабылдау комиссиясының құрамы мүшелердің тақ санынан (кемінде 5 адам) тұрады және бейіндік пәндер мамандарын, оның ішінде әскери-медициналық бөлімдер мен мекемелердің (жалпы практика дәрігері, хирург, терапевт, стоматолог), ЖӘОО оқу-әдістемелік бөлімінің (басқармасының) өкілдерін қамтиды. Шешімдер қабылдау комиссиясы мүшелерінің жалпы санынан қарапайым көпшілік дауыспен қабылданады.

17. Қабылдау комиссиясының отырыстары Қабылдау комиссиясы төрағасының нұсқаулары бойынша өткізіледі және еркін нысандағы хаттамалармен ресімделеді.

18. Қабылдау кезеңінен өту нәтижесімен келіспеген оқуға түсуші нәтижелер жарияланғаннан кейін келесі күнтізбелік күні сағат 10.00-ге дейін қабылдау комиссиясының төрағасына жазбаша өтінішпен жүгінеді. Жоғарыда көрсетілген өтінішті қарау нәтижелері бойынша хаттамалық шешім ресімделеді.

19. Конкурстық іріктеуден өтпеген медициналық ЖОО бітірушілерінің жеке істері бес жұмыс күні ішінде қайтадан ЖОО-ға жолданады.

20. Конкурстық іріктеуден сәтті өткен кезде құрылымдық бөлімшенің басшысы медициналық ЖОО-ның бітірушілерімен әскери интернатурада оқу мерзіміне және оны бітіргеннен кейін он жылға келісімшартқа қол қояды.

Келісімшарт бойынша әскери қызметке кіретіндер үшін Әскери қызмет өткеру қағидаларымен белгіленген қол қойылған келісімшарттар мен құжаттар келісімшарт бойынша әскери қызметке қабылдау және Қазақстан Республикасы Қарулы Күштерінің әскери-медициналық бөлімдері мен мекемелеріне офицерлер құрамының лауазымдарына тағайындау туралы бұйрық шығару үшін ҚР ҚМ КД-ға жолданады.

21. Тағайындалғаннан кейін әскери қызметшілер әскери интернатурада оқуға жіберу туралы команда бойынша еркіни нысанда баянаттар ұсынады, олар кейіннен ҚР ҚМ КД-ға ұсыну және атқаратын лауазымынан босату және әскери интернатураға қабылдау туралы жеке құрам бойынша бұйрық шығару үшін құрылымдық бөлімшеге жолданады.

3-тарау. Әскери интернатурада оқыту

22. Әскери интернатурада оқыту мынадай мамандықтар бойынша жүргізіледі:

1) "Әскери медицина (клиникалық практика құқығымен, 5 жыл бакалавриат + 2 жыл интернатура)" "Әскери дәрігер (жалпы практика)", "Әскери дәрігер (хируг)", "Әскери дәрігер (терапевт)" біліктілігін берумен;

2) "Әскери істегі стоматология (клиникалық практика құқығымен, 5 жыл бакалавриат + 1 жыл интернатура)" "Әскери дәрігер-стоматолог" біліктілігін берумен.

23. Әскери интернатурада жалпыәскери және әскери-медициналық пәндер бойынша оқыту ЖӘОО базасында, медициналық пәндер бойынша – медициналық ЖОО базасында шарт негізінде жүзеге асырылады.

Әскери интерндерді медициналық пәндер бойынша оқытуға жыл сайынғы шарт ЖӘОО бастығы мен медициналық ЖОО ректоры арасында жасасылады, бұл ретте бір әскери интернді оқытудың құны тиісті мемлекеттік гранттың құнынан аспайды.

24. Оқу, әдістемелік және ғылыми жұмысты, ағымдағы, аралық үлгерімді бақылауды, медициналық пәндерді оқытуға қатысты бөлігінде аралық және қорытынды аттестаттауды өткізуді ұйымдастыру медициналық ЖОО-ның мүдделі құрылымдық бөлімшелерімен бірлесіп жүзеге асырылады.

Оқу процесін ұйымдастыру мәселелері жөніндегі құжаттама (оқу жұмыс жоспарлары, оқыту бағдарламалары, сабақтар кестесі) медициналық ЖОО-ның уәкілетті лауазымды адамдарымен келісіледі және мемлекеттік жалпыға міндетті білім беру стандартының өзгерістерін ескере отырып қайта қаралады.

25. ЖӘОО-ның бастығы жыл сайын БҒД-мен келісу бойынша ағымдағы жылғы 15 маусымнан кеш емес мерзімде мамандықтар бойынша әскери интерндерді даярлау жоспарын бекітеді.

26. ЖӘОО бастығы жыл сайын әскери интерндерді мамандықтары бойынша даярлау жоспарын, әскери білім беру мәселелеріне жетекшілік ететін құрылымдық бөлімшемен келісу бойынша ағымдағы жылғы 15 маусымнан кеш емес мерзімде бекітеді.

In alignment with sub-paragraph 26-18) of paragraph 2 of Article 22 of the Law of the Republic of Kazakhstan of January 7, 2005 “On Defence and Armed Forces of the Republic of Kazakhstan” I DO HEREBY ORDER:

1. That the attached Rules for the Training in a Military Internship and a List of Specialties shall be approved.

2. In the manner prescribed by the legislation of the Republic of Kazakhstan, the Department of Education and Science of the Ministry of Defense of the Republic of Kazakhstan, shall:

1) ensure the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan;

2) send a copy hereof to Republican State Enterprise on the Right of Economic Management “Republican Center of Legal Information” of the Ministry of Justice of the Republic of Kazakhstan for inclusion in the Reference Control Bank of the Regulatory Legal Acts of the Republic of Kazakhstan both in paper and electronic forms in Kazakh and Russian within ten calendar days from the day of state registration;

3) place this order on the Internet resource of the Ministry of Defense of the Republic of Kazakhstan after its first official publication;

4) send the information to the Legal Department of the Ministry of Defense of the Republic of Kazakhstan on the implementation of measures provided for by subparagraphs 1), 2) and 3) of this paragraph within ten calendar days from the date of state registration.

3. Control over execution of this order is entrusted to the supervising Deputy Minister of Defense of the Republic of Kazakhstan.

The Rules for the Training in a Military Internship and a List of Specialties

Chapter 1. General provisions

1. These Rules for the Training in a Military Internship and a List of Specialties determine the procedure for training in a military internship and a list of specialties.

2. The following definitions are used in these Rules:

1) military internship - a form of training military personnel in clinical specialties within the framework of basic higher medical education for admission to clinical practice, carried out by a structural unit of a higher military educational institution;

2) military intern - a serviceman studying in a military internship;

3) military medical faculty - a structural unit of a higher military educational institution of the Ministry of Defense of the Republic of Kazakhstan, designed to train medical specialists within the framework of basic higher medical education.

3. The main objective of the military internship shall be to improve the practical training of graduates of the military medical faculty of the military educational institution and military departments of medical higher educational institutions of the Republic of Kazakhstan, to increase the professional level and degree of their readiness for independent official and medical activities.

4. The training of military trainees is carried out in accordance with the state mandatory standard of higher education approved by the Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 31, 2018 No. 604 (registered in the Register of State Registration of Regulatory Legal Acts under No. 17669), the Rules for training medical personnel in internship approved by the Order of the Minister of Health of the Republic of Kazakhstan dated September 18, 2018 No. KR DSM-16 (registered in the Register of State Registration of Regulatory Legal Acts under No. 17534), the Rules for certification of medical workers, confirmation of validity of the certificate of a healthcare specialist, including foreign specialists, as well as conditions for admission to certification of a healthcare specialist who has received medical education outside the Republic of Kazakhstan, approved by the Order of the Minister of Health of the Republic of Kazakhstan dated December 15, 2020 No. KR DSM-274/2020 (registered in the Register of State Registration of Regulatory Legal Acts under No. 21818) and the Rules of activity of military educational institutions, subordinated to the Ministry of Defense of the Republic of Kazakhstan, approved by the Order of the Minister of Defense of the Republic of Kazakhstan dated September 18, 2017 No. 529dsp (registered in the Register of State Registration of Regulatory Legal Acts under No. 15866).

Chapter 2. Admission to military internship

5. In order to obtain the right to carry out clinical activities, military personnel, who have completed training at the military medical faculty in the specialties: “Military Medicine (with the right of clinical practice, 5 years of undergraduate + 2 years of internship)” and “Dentistry in Military Schooling (with the right of clinical practice, 5 years of undergraduate +1 year internship) ”, shall be enrolled in a military internship, with whom, the head of the structural unit of the Armed Forces of the Republic of Kazakhstan, organizing official activities in the field of medical support (hereinafter referred to as the structural unit), shall sign a new contract for a period of training in the military internship and for ten years of military service after graduation.

6. Graduates of medical higher educational institutions of the Republic of Kazakhstan (hereinafter referred to as the medical university) with a bachelor's degree in General Medicine and Dentistry shall be admitted to military internship within the limits of the quota allocated by the Ministry of Defense of the Republic of Kazakhstan.

7. Persons who have completed military training at the military department of a medical university shall be permitted to participate in the competition.

8. Prior to March 1 of the year of admission, the heads of military departments of medical universities shall conduct outreach among fifth-year students who have undergone military training at the military department of a medical university. A person who has expressed a desire to enroll in a military internship shall submit a report (in any form) to the head of the military department of a medical university before March 15 of the year of admission.

9. The head of the local military administration body, upon the recommendation of the head of the military department of the medical university, shall organize the work on conducting a special check and passing a preliminary medical examination before June 10 of the year of admission.

10. Prior to July 10 of the year of admission, the head of the military department of the medical university shall send to the Human Resources Department of the Ministry of Defense of the Republic of Kazakhstan (hereinafter referred to as the HRD of the Ministry of Defense of the Republic of Kazakhstan) the personal files of candidates for admission to the military internship and the necessary documents for conferring the first military rank of the officer "lieutenant of the medical reserve service", in accordance with paragraph of the Rules of Military Service in the Armed Forces, Other Troops and Military Units of the Republic of Kazakhstan approved by Decree of the President of the Republic of Kazakhstan No. 124 dated May 25, 2006 (hereinafter referred to as the Rules of Military Service).

The list of applicants selected for training in a military internship shall be approved by the Ministry of Defense of the Republic of Kazakhstan and sent to a higher military educational institution (hereinafter referred to as the Higher Education Institution) by a certain Minister of Defense of the Republic of Kazakhstan, no later than a month before the start of enrollment.

11. The deadlines for admission to a military internship, as well as the start and end dates of the school year, in accordance with subparagraph 10) of Article 5-1 of the Law of the Republic of Kazakhstan dated July 27, 2007 “On Education”, shall be determined independently by the Ministry of Defense of the Republic of Kazakhstan.

12. For admission to a military internship, candidates shall arrive at the Higher Education Institution to undergo competitive selection in accordance with the Rules for Admission to Training in Military Educational Institutions Subordinate to the Ministry of Defense of the Republic of Kazakhstan that implement educational programs of the appropriate level, approved by order of the Minister of Defense of the Republic of Kazakhstan No. 35 dated January 22, 2016 (registered in the Register of State Registration of Regulatory Legal Acts under No. 13268). Candidates shall be accommodated on the territory of the Higher Education Institution from the day of arrival.

13. Admission to military internships of graduates of medical universities shall be carried out on a competitive basis, in accordance with the average performance points for the entire period of study (taking into account grades for industrial practice) in four stages:

1) the first stage is the passage of a medical examination in accordance with the Rules for Conducting Military Medical Examination and the Regulation on Military Medical Examination Bodies in the Armed Forces of the Republic of Kazakhstan, approved by order of the Minister of Defense of the Republic of Kazakhstan No. 373 dated July 2, 2015 (registered in the State Registration Register of Regulatory Legal Acts under No. 11846);

2) the second stage - the conduct of professional-psychological selection is carried out in the form of computer testing;

3) the third stage - verification of physical fitness;

4) the fourth stage - competitive selection and admission.

14. Before June 1 of the admission year, the head of the military educational institution, heads of structural units submit to the structural unit in charge of military education, candidatures for inclusion in the admissions committee, approved before July 1 of the admission year by the order of the Minister of Defense of the Republic of Kazakhstan.

15. The head of the Higher Education Institution shall be appointed as the chairman of the selection committee, and the deputy chief (head of department (unit)) of the structural unit and the representative of the medical university, in which military interns will be trained in medical disciplines, shall be appointed as deputies.

16. The composition of the selection committee shall consist of an odd number of members (at least 5 people) and shall include specialists in specialized disciplines, including representatives of military medical units and institutions (general practitioner, surgeon, therapist, dentist), educational and methodical department (administrative unit) of the military higher educational establishment. Decisions shall be made by a simple majority of the total number of members of the selection committee.

17. The meetings of the selection committee shall be held upon the instructions of the Chairman of the selection committee and shall be accompanied by the execution of protocols in any form.

18. An applicant who does not agree with the result of passing the admission stage shall apply a written statement to the chairman of the selection committee until 10:00 am of the next calendar day after the announcement of the results. A protocol decision shall be drawn up, based on the results of consideration of the above statement.

19. The personal files of graduates of medical universities who have not passed competitive selection shall be sent within five working days back to the university.

21. Upon successful completion of the competitive selection by the head of the structural unit, a contract shall be signed with graduates of a medical university for a period of study in a military internship and for ten years of military service after its completion.

The signed contracts and documents established by the Rules of Military Service, for those entering the military service under the contract, shall be sent to the HR Department of the Ministry of Defense of the Republic of Kazakhstan to issue an order on admission to military service under the contract and to appoint officers to military medical units and institutions of the Armed Forces of the Republic Kazakhstan.

22. After the appointment, the military personnel shall submit reports in any form upon a command to be sent to study in a military internship, which shall be sent to a structural unit for subsequent submission to the HR Department of the Ministry of Defense of the Republic of Kazakhstan and after the issuance of an order for personnel on dismissal from their positions and enrollment in a military internship.

Chapter 3. Training in military internship

23. The military internship shall provide training in the following specialties:

1) “Military Medicine (with the right of clinical practice, 5 years of undergraduate + 2 years of internship)” with the qualification of “Medical Officer (General Practice)”, “Medical Officer (Surgeon)”, “Medical Officer (Therapist)”;

2) “Dentistry in Military Schooling (with the right of clinical practice, 5 years of undergraduate +1 year internship)” with the qualification of “Dental Officer”.

24. Training in a military internship in general military and military medical disciplines shall be carried out on the basis of the Higher Education Institution, in medical subjects - on the basis of a medical university on a contractual basis.

An annual agreement on the training of military interns in medical disciplines shall be concluded between the head of the higher educational institution and the rector of a medical university, herewith, the cost of training of one military intern shall not exceed the cost of the corresponding state grant.

25. The organization of educational, methodological and scientific work, conducting current, midterm performance monitoring, intermediate and final certification in the part related to the teaching of medical disciplines, shall be carried out jointly with interested structural units of the medical university.

Documentation on the organization of the educational process (work curricula, training programs, lesson schedules) shall be coordinated with authorized officials of a medical university and shall be revised taking into account changes in the state general educational standard.

26. The head of the Military University annually approves the training plan for military interns in the specialties, in agreement with the structural unit in charge of military education, no later than June 15 of the current year.

27. The duration of the school year in a military internship shall be determined by the standard curriculum and curriculum.
